On 17.12.2025, the Ministry of Electronics and Information Technology (MeitY) issued an office order, No. HH-18/2/2025-Personnel, appointing Shri Manish Shiva Zole, Deputy Director (PIB), as Chief of Media & Communications (CMC). This appointment is in pursuance of Ministry of Information and Broadcasting D.O. No. M-20011/10/2025-Press dated 12.11.2025. The CMC will be the single point of contact for all media engagements and information dissemination across various platforms and will report directly to Secretary (MeitY), coordinating with AS/JS/GC dealing with Information, Education and Communication (IEC). All divisions of MeitY must route their media plans through the CMC. MeitY will cover the expenditure on TA/DA and other working arrangements for the CMC, as per entitlement.
The order includes a Standard Operating Procedure (SOP) detailing the roles and duties of the CMC in executing paid and unpaid campaigns. The CMC will lead the ministry’s paid campaigns, coordinating with the ministry for earmarking funds, approving media plans and creatives, and scheduling campaigns, and will coordinate with CBC for the preparation of the Media Plan, and will ensure allocation of funds to CBC before execution.
Additionally, the CMC will provide the requirements to the CBC along with a budget outlay in a specific format to be provided by CBC, coordinate with the Client Ministry for approval of the media plan, and ensure allocation of funds to CBC before execution. The CMC will take the necessary approvals for the creatives from the competent authority and share them with CBC for release.
Additional responsibilities include advising on communication campaigns, drafting and issuing press releases, organizing press conferences, coordinating with media representatives, and ensuring accurate coverage of Government initiatives. The CMC will also collaborate with the Fact Check Unit of PIB, prepare media plans for events, conduct press tours, monitor media coverage, and coordinate with other agencies.
Administrative and logistical roles include supervising staff, managing official correspondence, and maintaining contact databases. The CMC will coordinate with the client Ministry for planning annual budgets for IEC activities under 'Advertisement & Publicity' and will coordinate with the Ministry to place 40% of Advertisement & Publicity funds with the Ministry of I&B as per the DoE OM No. 7/53/2019-BA dated 30.04.2025. The CMC shall have an office in the client Ministry and all files related to IEC and 'Advertisement & Publicity' shall be routed through him.
