No. 238 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI ऊिा ा जिभाग अजधसचू ना दिल्ली, 30 जसतंबर, 2026 एस.ओ. डीओपी-ई/4/2026/ई-353955/6764.— िबदक, जिश्वसनीय पहचान साजबत करने हते ु आधार संख्या का उपयोग, व्यजियों को सुजिधािनक और जनबााध तरीके स ेसजससडी, लाभ एि ंसेिाए ंप्राप्त करने म ेंसक्षम बनाता ह,ै पहचान साजबत करने के जलए कई िस्ट्तािेिों की आिश्यकता को समाप्त करता ह ैऔर प्रदियाओं को सरल बनाता ह ैंतथा पारिर्िाता एि ं िक्षता को बढािा िेता ह;ै और िबदक, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार के ऊिाा जिभाग के द्वारा दिल्ली जितरण लाइसेंसधाररयों अथाात ् बीएसईएस रािधानी पािर जलजमटेड (बीआरपीएल), बीएसईएस यमुना पािर जलजमटेड (बीिाईपीएल), टाटा पािर दिल्ली जडस्ट्रीसयूिन जलजमटेड (टीपीडीडीएल), नई दिल्ली नगरपाजलका पररषि (एनडीएमसी) तथा जमजलरी इंिीजनयर सर्िासेि (एमईएस) के माध्यम स ेअपने संबंजधत क्षेत्रों में जिद्युत सजससडी योिना का संचालन दकया िा रहा ह;ै 7593 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] और िबदक, उि योिना के अंतगता जितरण लाइसेंसधाररयों द्वारा जिद्युत उपभोिाओं को मौिूिा योिना दििाजनिेिों के अनुसार सजससडी िी िाती ह;ै और िबदक, उि योिना के जलए व्यय दिल्ली की संजचत जनजध स े दकया िाता ह;ै और िबदक, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार लाभाथी की जिश्वसनीय पहचान साजबत करने के उद्देश्य स े उि लाभ की प्राजप्त की िता के रूप में यह उजचत समझती ह ैदक ऐसे लाभाथी को िास्ट्तजिक आधार संख्या होने का प्रमाण प्रस्ट्ततु करना होगा या प्रमाणीकरण की प्रदिया से गुिरना होगा। अब, इसजलए, आधार (जित्तीय और अन्य सजससडी, लाभ तथा सेिाओं का लजक्षत जितरण) अजधजनयम, 2016 (तत्पश्चात उि अजधजनयम के रूप म ें संिर्भात) की धारा 7 के प्रािधानों के अनुसरण म,ें राष्ट्रीय रािधानी क्षत्रे दिल्ली के उपराज्यपाल एतद्द्वारा अजधसूजचत करत े ह ैं दक उि योिना के अतं गता उि लाभ प्राप्त करन े के इच्छुक व्यजि को िेब-पोटाल पर या राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा जनर्णता दकसी अन्य माध्यम स ेआधार सख्ं या होने का प्रमाण प्रस्ट्ततु करना होगा;

बिते दक, यदि दकसी व्यजि को आधार संख्या आिंरटत नहीं की गई ह,ै तो िह व्यजि आधार नामांकन के जलए आिेिन प्रस्ट्तुत कर सकता ह ै तथा 14 अंकों के नामांकन आईडी संख्या के साथ जिद्युत सजससडी का लाभ उठाने के उद्देश्य स े अपन े जििरण प्रस्ट्तुत कर सकता ह;ै आग े यह भी उपबंजधत ह ै दक ऊिाा जिभाग अपनी कायाान्ियन एिेंजसयों के माध्यम स े यह सुजनजश्चत करन े के जलए सभी अपेजक्षत व्यिस्ट्थाए ंकरेगा दक उि योिना के अंतगात आधार संख्या की आिश्यकता के बारे म ेंलाभार्थायों को िागरूक करने के जलए मीजडया के माध्यम स े व्यापक प्रचार-प्रसार दकया िाए।

2. यह अजधसूचना िासकीय रािपत्र म ें अपने प्रकािन की जतजथ स ेप्रभािी होगी। राष्ट्रीय रािधानी क्षत्रे दिल्ली के उपराज्यपाल के आिेि से तथा उनके नाम पर संिीि मैंदिरत्ता, उप लेखा जनयत्रं क (ऊिा ा जिभाग) DEPARTMENT OF POWER

NOTIFICATION Delhi, the 30th September, 2026 S.O. DOP-E/4/2026/E-353955/6764.— Whereas the use of Aadhaar number to establish foolproof identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;

And whereas the Department of Power in the Government of NCT of Delhi is administering the electricity subsidy scheme through Delhi Distribution Licensees, namely BSES Rajdhani Power Limited (BRPL), BSES Yamuna Power Limited (BYPL), Tata Power Delhi Distribution Limited (TPDDL), New Delhi Municipal Council (NDMC) and Military Engineer Services (MES) in their respective areas;

And whereas subsidy is given to the electricity consumers under the said scheme by the distribution licensees as per the extant scheme guidelines;

And whereas expenditure for the said scheme is incurred from the Consolidated Fund of Delhi;[PART IV DELHI GAZETTE : EXTRAORDINARY 3

And whereas the Government of National Capital Territory of Delhi deems it fit that for the purpose of establishing the foolproof identity of a beneficiary as a condition for the receipt of the said benefit, such beneficiary furnishes proof of possession of a bonafide Aadhaar number or undergo authentication,

Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Lt. Governor of National Capital Territory of Delhi hereby notifies that an individual desirous of availing of the said benefit under the said scheme shall furnish proof of possession of Aadhaar number on the web-portal or any other mode as may be decided by Government of National Capital Territory of Delhi;

Provided that if an Aadhaar number is not assigned to an individual, the individual may submit an application for enrolment of Aadhaar and submit his details for the purpose of availing electricity subsidy with the 14-digit Enrolment ID number;

Provided further that the Department of Power through its Implementing Agencies shall make all the required arrangements to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme.

2. This notification shall be effective from the date of its publication in the official Gazette.
