No. F.1 (226)/Merger of GBPEC & DITE with DSEU/SB/DTTE/2020/80.—In exercise of powers conferred
under Clause (xix) of Section 6 of Delhi Skill and Entrepreneurship University, ACT, 2019 (Delhi Act 04 of 2020), the
Government of NCT of Delhi vide Cabinet decision No. 2956 dated 2nd March 2021 has approved the proposal for
merger of Delhi Institute of Tool Engineering (DITE) (Wazirpur campus & Okhla Campus) and Govind Ballabh Pant
Engineering College (GBPEC), as Campuses of Delhi Skill and Entrepreneurship University (DSEU) for all academic
and certification purposes. The Cabinet has also decided to transfer all movable and fixed assets of Delhi Institute of
Tool Engineering (DITE) (Wazirpur campus & Okhla Campus) and Govind Ballabh Pant Engineering College
(GBPEC) to Delhi Skill and Entrepreneurship University (DSEU) on “as is where is basis”.
The Hon’ble Lt. Governor of Delhi is pleased to accord permission for transfer of:
1. All sanctioned posts of DITE alongwith all regularly appointed existing manpower as per Annexure-1 to the
DSEU on the terms and conditions mentioned therein.
2. All sanctioned posts of GBPEC alongwith all regularly appointed existing manpower as per Annexure-2 to the
DSEU on the terms and conditions mentioned therein.
Hon’ble Lt. Governor of Delhi is further pleased to grant the “right to use” all the existing buildings of Delhi
Institute of Tool Engineering (DITE) (Wazirpur campus & Okhla Campus) and Govind Ballabh Pant Engineering
College (GBPEC) to the DSEU with the responsibility of proper upkeep and maintenance of these assets, without
undertaking any major changes in the buildings as the same is likely to impact the “right to land”.

Terms and Conditions:
a) After merger of DITE with DSEU, the society of DITE will be dissolved and all the officers and staff will become
officer of the DSEU. Further, they will be governed by the following terms:
i. The faculty belonging to Z-Cadre would be governed by AICTE regulations as per existing provisions.
ii. The officers/staff belonging to X & Y Cadre would be granted Government Pay Scales and would be governed
by Government rules as per existing provisions.
b) The faculty/officers/staff who are working either in diverted capacity or on deputation in these institutions from
different Departments/Institutes of GNCTD, will be reverted to their parent cadre. In case, the services of any
faculty member(s)/officer/staff is/are required by the University (DSEU), it can make fresh request in this regard
to the concerned Department/Institute.

Terms and Conditions:
a) The regular staff members of Govind Ballabh Pant Engineering College (GBPEC) including
Principal/faculty/officers/support staff will be given an option to adopt the service conditions of DSEU or to
continue their services on same terms and conditions on which they were appointed. In case, they opt for later,
they will be treated as being on deemed deputation to the DSEU.
b) Contractual Faculty and other contractual Non-Teaching Staff working in GBPEC will continue in DSEU on the
existing terms and conditions till completion of their contract. Thereafter, DSEU would be free to take a decision
regarding their further engagement/disengagement.
c) The faculty/officers/staff, who are working either in diverted capacity or on deputation in these institutions from
different Departments/Institutes of GNCTD, will be reverted to their parent cadre. In case, the services of any
faculty member(s)/officer/staff is/are required by the University (DSEU), it can make fresh request in this regard
to the concerned Department/Institute.
