NOTIFICATION
New Delhi, the 30th April, 2014
S.O. 1188(E).— In pursuance of sub-clause (i) of clause (a) of section 2 read with section 34 of the
Right of Children to Free and Compulsory Education Act, 2009 (35 of 2009), the Central Government hereby
constitutes the State Advisory Council for the Union territories, having no legislature, consisting of the
following composition, namely:—
1. Minister of State, in-charge of the Department of School Education and Literacy, Ministry of Human
Resource Development, Government of India – Chairperson
2. Secretary in charge of Elementary Education – Member, ex-officio
3. Director, State Council of Educational Research and Training or State Institute of Education – Member,
ex-officio
4. Commissioner or Director of Elementary Education – Member, ex-officio
5. Chairperson, State Commission for Protection of Child Rights/Right to Education Protection Authority –
Member, ex-officio

2. The Administrator of the Union territory, having no legislature, shall nominate by name the members
of the State Advisory Council for the respective Union territory as under:
(1) Members of the Council shall be from amongst persons having knowledge and practical experience in
the field of Elementary Education and Child Development, as under:—
(a) at least three members should be from amongst persons belonging to the Scheduled caste, the
Scheduled tribe and Minorities;
(b) at least one member should be from amongst persons having specialized knowledge and practical
experience of education of children with special needs;
(c) one member should be from amongst persons having specialized knowledge in the field of pre-
primary education;
(d) at least one member should be from amongst persons having specialized knowledge and practical
experience in the field of teacher education;
(e) one third of all members shall be women.
(2) The period of tenure of the nominated members of the Council shall be two years from the date of
their appointment.
(3) The functions of the State Advisory Council shall be to advise the Administrator of Union Territory
(without State Legislature) on implementation of the provisions of the Right of Children to Free and
Compulsory Education Act, 2009 in an effective manner.
(4) The State Advisory Council may invite representatives of other related Ministries or Departments as
required.
(5) The School Education Department of the respective Union territory (without State Legislature) shall
serve as the Secretariat to the State Advisory Council.
