1. संजिप्त नाम और प्रारंभ.- (1) इन जनयमों को वाजणज्य एव ं उद्योग मंत्रालय, जिनेवा (जस्ट्वट्िरलडैं ), जस्ट्ित जवश्व व्यापार संगठन म ें भारत के स्ट्िायी जमिन, अनुसंधान अजधकारी, भती (सिं ोधन) जनयमावली, 2026 कहा िाएगा।

(2) य ेआजधकाररक रािपत्र म ेंइनके प्रकािन की जतजि स े प्रवत्तृ होंगे।

2. वाजणज्य एव ं उद्योग मंत्रालय, जिनेवा (जस्ट्वट्िरलडैं ) जस्ट्ित जवश्व व्यापार सगं ठन म ें भारत के स्ट्िायी जमिन, अनुसंधान अजधकारी, भती जनयमावली 2019 की अनुसूची म,ें 7966 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) कॉलम संख्या (11) म,ें प्रजवजियों के स्ट्िान पर जनम्नजलजखत प्रजवजियां प्रजतस्ट्िाजपत की िाएंगी, अिाात:् -

(11) “प्रजतजनयुजि द्वारा: केंद्रीय सरकार के अधीन अजधकारी जिसने:- (क) (i) मलू संवगा या जवभाग म ेंजनयजमत आधार पर समतल्ु य पि धाररत दकया हो; या

(ii) मलू संवग ा या जवभाग म ें वेतन मैररक्स के लेवल-9 (53100रु.-167800) म ें जनयजमत आधार पर पि पर जनयुजि के बाि िो वर्ा की सवे ा पूरी कर चुके हों; या

(iii) मूल संवगा या जवभाग म ेंवेतन मैररक्स के लेवल-8 (47600रु.-151100) म ें जनयजमत आधार पर पि पर जनयुजि के बाि चार वर् ा की सेवा पूरी कर चुके हों; और (ख) जनम्नजलजखत िैजिक योग्यताएं और अनुभव रखते हों, अिाात्:-

(1) िैिजणक योग्यता :- (क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्िान स ेअंतराष्ट्रा ीय व्यापार के दकसी भी ित्रे म ेंस्नातकोत्तर या स्नातक जडग्री, अिवा (ख) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्िान स े स्नातक जडग्री; और

(i) जवश्व व्यापार सगं ठन या संयुि राष्ट्र व्यापार और जवकास सम्मेलन या अतं रााष्ट्रीय व्यापार पररर्ि या अंतरााष्ट्रीय वाजणज्य अकािमी चैंबर या एजलसन या फोरम फॉर इंटरनेिनल रेड रेननगं अिवा समतुल्य मान्यता प्राप्त संगठन या संस्ट्िान द्वारा संचाजलत ऑनलाइन ई-लर्नगिं पाठ्यक्रम पूण ा दकया हो।

(2) अनुभव - अंतरााष्ट्रीय व्यापार और व्यापार नीजतयों के ित्रे म ें काय ा करन े का तीन वर्ा का अनुभव। नोट 1: केंद्र सरकार के इसी या दकसी अन्य संगठन या जवभाग म ें इस जनयुजि स े ठीक पहल े प्रजतजनयुजि की अवजध, जिसम ें दकसी अन्य संवगा-बाह्य पि पर प्रजतजनयुजि की अवजध भी िाजमल ह,ै सामान्यतः तीन वर्ा स ेअजधक नहीं होगी। नोट 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आवेिन प्राप्त होने की अंजतम जतजि तक 56 वर्ा स े अजधक नहीं होगी।“ (ख) कॉलम संख्या (13) म,ें जनम्नजलजखत प्रजवजियों के स्ट्िान पर प्रजवजियां प्रजतस्ट्िाजपत की िाएंगी, अिाात:् -

NOTIFICATION New Delhi, the 8th October, 2026 G.S.R. 897(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the President of India hereby makes the following rules to amend the Ministry of Commerce and Industry, Permanent Mission of India to the World Trade Organisation, Geneva (Switzerland), Research Officer, Recruitment Rules 2019,

namely: -

1. Short title and Commencement.- (1) These rules may be called the Ministry of Commerce and Industry, Permanent Mission of India to the World Trade Organisation, Geneva, (Switzerland), Research Officer, Recruitment (Amendment) Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Ministry of Commerce and Industry, Permanent Mission of India to the World Trade Organisation, Geneva (Switzerland), Research Officer, Recruitment Rules 2019, in the SCHEDULE, -

(a) in the column No. (11) for the existing entries, the following entries shall be substituted, namely:-

(11) “By deputation: Officers under the Central Government: - a. (i) holding analogous post on a regular basis in the parent cadre or Department; or

(ii) with two years service rendered after appointment to the post on a regular basis in the level-9 in the pay matrix (Rs.53100-167800) in the parent cadre or Department; or

(iii) with four years service rendered after appointment to the post on a regular basis in the level-8 in the pay matrix (Rs.47600-151100) in the parent cadre or Department; and

(b) possessing following educational qualifications and experience, namely:-

1. Educational qualification :- a. Masters or Bachelors Degree in any field of international trade from a recognised University or Institute, or b. Bachelors Degree from a recognised University or Institute; and i. having completed online e-learning course conducted by World Trade Organisation or United Nations Conference on Trade and Development or International Trade Council or International Chamber of Commerce Academy or Alison or Forum for International Trade Training or similar recognised organisation or Institution.

2. Experience - Three years experience of working in the field of International trade and trade policies.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.

Note 2: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years, as on the closing date of receipt of applications;”

(b) in the column No. (13), for the entries following entries shall be substituted, namely: -

(13) “Consultation with Union Public Service Commission is not necessary.”
