क1 वेबसाईट www.uidai.gov.in पर उपलYध ह)ै का दौरा कर सकेग (cid:30) ।
(3) आधार (नामांकन और अ\तन) िविनयम, 2016 के िविनयम 12 के अनुसार, रा]य सरकार या संघ रा]य +े:
$शासन म(cid:30) ई-पंचायत काया/H वयन का $भारी िवभाग, जो (cid:4)कसी 4य िOट से आधार $(cid:25)त ुत करने क1 अपे+ा करता ह,ै
से यह अपेि+त ह ै (cid:4)क वह ऐसे फायदा,ािहय(cid:16) के िलए, िजHह (cid:16)ने अभी तक आधार के िलए नामांकन नहR कराया ह,ै
आधार नामांकन सुिवधाएं $(cid:25) थािपत करे और उस दशा म(cid:30) जहां संबंिधत Yल ाक या तालुक या तहसील के आस-पास
कोई आधार नामांकन क(cid:30)G अवि(cid:25) थत नहR ह,ै वहां रा]य सरकार या संघ रा]य +े: $शासन म(cid:30) ई–पचं ायत काया/Hव यन
का $भारी िवभाग, यूआईडीएआई के िव\मान रिज(cid:25)^ ार(cid:16) के समHव यन से सुिवधाजनक अव(cid:25)थ ान(cid:16) पर आधार

परंतु उस समय तक जब तक ई-पंचायत के अधीन $िश+ण फायदे के फायदा,ािहय(cid:16) को आधार समनुदेिशत
(cid:4)कया जाता ह,ै ऐस े 4 यिO टय(cid:16) को िनK निलिखत द(cid:25)त ावेज(cid:16) को $(cid:25)त तु (cid:4)कए जान े के अधीन रहते ई-पंचायत के अधीन
$िश+ण $दान (cid:4)कया जाएगा, अथा/त:्-
(क) य(cid:4)द उसने नामांकन करा िलया ह ै तो उसक1 आधार नामांकन पहचान ि(cid:25)ल प; या
(ख) (i) नीचे पैरा 2 के उप पैरा (2) म(cid:30) िविन_दOट (cid:4)कए गए अनुसार, आधार नामांकन के िलए उसके ‘ारा (cid:4)कए
गए अनुरोध क1 $ित; और
(ii) भारत िनवा/चन आयोग ‘ारा जारी मतदाता पहचान प:; या (iii) आय-कर िवभाग ‘ारा जारी (cid:25)थ ायी खाता
संP या काड;/ या (iv) पासपोट;/ या (v) मोटर यान अिधिनयम, 1988 (1988 का 59) के अधीन अनुaापन $ािधकारी
‘ारा जारी चालन अनुaि2 त; या (vi) (cid:4)कसी राजपि:त अिधकारी या तहसीलदार ‘ारा उसके शासक1य प: शीष/ पर

(xi) एमजीएनआरईजीएस काड;/ या (xii) (cid:4)कसी रा]य सरकार या संघ रा]य +े: $शासन ‘ारा िविन_दOट कोई अHय

हकदा(cid:21)रयां उपलYध कराने के िलए रा]य सरकार या संघ रा]य +े: $शासन म(cid:30) ई-पंचायत काया/Hव यन का $भारी
िवभाग सभी अपेि+त 4 यव(cid:25)थ ाएं करेगा, िजसके अंतग/त िनKन िलिखत भी ह,M अथा/त:्-
(1) रा] य सरकार या संघ रा]य +े: $शासन म(cid:30) ई-पंचायत काया/Hव यन के $भारी िवभाग ‘ारा ,ाम पंचायत(cid:16) या
Y लॉक पंचायत(cid:16) आ(cid:4)द के माf यम से पंचायती राज मं:ालय के अधीन ई-पंचायत के फायदा,ािहय(cid:16) को मीिडया के

या संघ रा] य +े: $शासन म(cid:30) ई-पंचायत काया/Hव यन के $भारी िवभाग स े यह अपेि+त होगा (cid:4)क व े सुिवधाजनक
अव(cid:25) थान(cid:16) पर आधार नामांकन सुिवधा(cid:13) का सृजन कर(cid:30) तथा पंचायती राज मं:ालय के अधीन ई-पंचायत $िश+ण
के फायदा,ाही, अपन े नाम पत,े मोबाइल नंबर और परै ा 1 के उपपरै ा (3) के परंतुक म (cid:30) िविन_दOट अHय Yय ौरे देकर,
,ाम पंचायत या Yल ॉक पंचायत या इस $योजन के िलए वैब पोट/ल पर आधार नामांकन हते ु अपने अनुरोध को
रिजसट् र कर सक(cid:30)गे ।
3. यह अिधसूचना असम, मेघालय और जKम –ू क7म ीर रा]य (cid:16) को छोड़कर उसके $काशन क1 तारीख स े सभी रा]य (cid:16)

NOTIFICATION
New Delhi; the 17th February, 2017
S.O. 505(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or
subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables
beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the
need for producing multiple documents to prove one’s identity;
And whereas, the Ministry of Panchayati Raj (hereinafter referred to as MoPR) in the Government of
India is administering e-Panchayat Mission Mode Project (hereinafter referred to as e-Panchayat) with an aim
to transform the Panchayati Raj Institutions into symbols of modernity, transparency and efficiency, and one
of the core components of the programme is to give training to panchayat functionaries on e-Panchayat
applications;
And whereas, the aforesaid training under e-Panchayat Mission Mode Project involves recurring
expenditure from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of the section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the
said Act), the Central Government hereby notifies the following, namely: --
1. (1) An individual eligible to receive training benefit under e-Panchayat is hereby required to furnish
proof of possession of Aadhaar number or undergo Aadhaar authentication.
(2) All such eligible beneficiaries entitled to receive training benefit under e-Panchayat, who do not
possess the Aadhaar Number or, not yet enrolled for Aadhaar, but desirous of availing training
benefit under e-Panchayat, are hereby required to make application for Aadhaar enrolment by
30th June, 2017, provided he or she is entitled to obtain Aadhaar as per section 3 of the said Act and
such individuals shall visit any Aadhaar enrolment centre (list available at www.uidai.gov.in)
to get enrolled for Aadhaar.
(3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the Department in
charge of e-Panchayat implementation in the State Government or Union Territory Administration
which requires an individual to furnish Aadhaar, is required to offer Aadhaar enrolment facilities for
the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment
centre located in the near vicinity such as Block or Taluka or Tehsil, the Department in charge of
e-Panchayat implementation in the State Government or Union Territory Administration may provide
Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of
UIDAI or by becoming UIDAI Registrar:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Provided that, till the Aadhaar is assigned to the beneficiaries of training benefit under
e-Panchayat, training under e-Panchayat shall be given to such individuals subject to the production
of the following identification documents, namely:
(a) if he or she has enrolled, his or her Aadhaar Enrolment ID slip; or
(b)(i) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph (2)
of Paragraph 2 below; and
(ii) Voter ID card issued by the Election Commission of India; or (iii) Permanent Account
Number Card issued by Income Tax Department; or (iv) Passport; or (v) Driving License issued
by Licensing authority under Motor Vehicles Act, 1988 (59 of 1988); or (vi) Certificate of
Identity having photo issued by a Gazetted officer or Tehsildar on an official letter head; or
(vii) Address card having Name and Photo issued by Department of Posts; or (viii) Bank Photo
Passbook; or (ix) Kisan Photo Passbook; or (x) Ration Card; or (xi) MGNREGS Card, or (xii) any
other document as specified by the State Government or Union Territory Administration:
Provided further that the above documents shall be checked by an officer designated by the
Department in charge of e-Panchayat implementation in the State Government or Union Territory
Administration for that purpose.
2. In order to provide convenient and hassle-free training benefit to the beneficiaries under e-Panchayat
under MoPR, the Department in charge of e-Panchayat implementation in the State Government or Union
Territory Administration shall make all the required arrangements including following, namely:-
(1) Wide publicity through media and individual notices through the Department in charge of
e-Panchayat implementation in the State Government or Union Territory Administration, through
Gram Panchayats or Block Panchayats, etc., shall be given to beneficiaries of e-Panchayat under
MoPR to make them aware of the requirement of Aadhaar under the scheme and they may be advised
to get themselves enrolled at the nearest Aadhaar enrolment centres available in their areas by 30th
June, 2017 in case they are not already enrolled. The list of locally available enrolment centres shall
be made available to them.
(2) In case, beneficiaries of training under e-Panchayat under MoPR are not able to enrol for Aadhaar
due to non-availability of Aadhaar enrolment centres in the near vicinity such as the block or taluka or
tehsil, the Department in charge of e-Panchayat implementation in the State Government or Union
Territory Administration is required to create Aadhaar enrolment facilities at convenient locations and
the beneficiaries of training under e-Panchayat under MoPR may register their request for Aadhaar
enrolment by giving their name, address, mobile number and other details specified in the proviso to
sub-paragraph (3) of paragraph 1 with their Gram Panchayat or Block Panchayat or through the web
portal provided for the purpose.
3. This notification shall come into effect from the date of its publication in the Official Gazette in all
States and Union Territories except the States of Assam, Meghalaya and Jammu and Kashmir.
