Posted On: 16 SEP 2026 4:09PM by PIB Delhi The Ministry of Parliamentary Affairs undertook a comprehensive range of activities under Special Campaign 5.0, with emphasis on cleanliness, efficient record management, disposal of pending matters, space optimisation and promotion of paperless governance. The initiatives undertaken during the campaign and sustained through August 2026, have further strengthened the Ministry’s commitment to clean, efficient, transparent and environmentally sustainable functioning.

The initiative kicked off with a Preparatory Phase from 15th -30th September, 2025 to identify pending references, review files, and list redundant materials and e-waste. During the campaign, the Ministry achieved 100 per cent disposal of identified public grievances and the pending public grievance appeal, bringing pendency in these categories to zero. In the area of record management, 172 files were weeded out/closed, resulting in better management of records and freeing of valuable office space. Obsolete materials and e-waste were disposed of in accordance with the prescribed environmental guidelines.The Ministry continued to promote paperless governance through extensive use of digital platforms, including e-Office and e-HRMS. The Ministry also continued its efforts towards wider adoption of the National e-Vidhan Application (NeVA) by State Legislatures. NeVA facilitates paperless legislative functioning, reduces dependence on physical documents and contributes to greater efficiency and environmental sustainability.

To expedite disposal of pending legislative matters, the Ministry coordinated with Ministries/Departments and State Legislatures for timely action on Parliamentary Assurances, Rule 377 matters and other legislative references. Follow-up communications were also undertaken with State Legislatures to accelerate their transition towards the paperless NeVA platform.

Regular cleanliness drives, inspections and monitoring by senior officers were undertaken to ensure achievement of campaign objectives and sustain the standards established during the campaign. The Ministry also utilised social media platforms to disseminate information on campaign activities and achievements, thereby promoting wider awareness of the objectives of Special Campaign 5.0.

The initiatives undertaken from October 2025 to August 2026 have reinforced the Ministry’s focus on Swachhata, timely disposal of pending matters, effective record management, digital governance, optimal utilisation of office space and environmentally responsible practices, with an emphasis on sustaining these measures as part of regular office functioning.
