MODEL VILLAGES AND RECOGNITION OF
BEST-PERFORMING PANCHAYATS

The Ministry of Panchayati Raj (MoPR) has been incentivizing the best performing Panchayats under its
scheme of Incentivization of Panchayats (IoP), one of the central components of Centrally Sponsored
scheme of revamped Rashtriya Gram Swaraj Abhiyan (RGSA). The best performing Panchayats in the
country are conferred with National Panchayat Awards and given financial incentives by organising
competition at national level every year. These awards are currently aligned to Localisation of Sustainable
Development Goals (LSDGs) to assess the performance of Panchayati Raj Institutions (PRIs) in
attainment of SDGs in the areas of poverty reduction and livelihood support, health, women and child
development, water sufficiency, climate action and clean environment, infrastructure development, social
security, and promotion of good governance in the Panchayats. Financial incentives in the range of Rs.50
lakh to Rs.5 crore is released to the best performing Panchayat depending on the Panchayat tier and
category of Award.
A list of panchayats which have been conferred with the National Panchayat Award during the Award
Years 2023, 2024 and 2025 is at Annexure-I.
Besides, the Ministry compiles Panchayat Advancement Index (PAI) based on well-defined key
performance indicators relating to poverty reduction and livelihood support, women and child
development, water sufficiency, climate action and clean environment, infrastructure development, social
security, and promotion of good governance to measure the localisation of SDGs. The major key
performance indicators under PAI are given at Annexure-II. The Panchayats are ranked based on their
performance on the key performance indicators and described as Achievers (with PAI score of 90-100),
Front Runners (with PAI score of 75-below 90), Performers (with PAI score of 60-below 75), Aspirants
(with PAI score of 40-below 60), and Beginners (with PAI score of 0- below 40). The group-wise details
of Gram Panchayats in various States/UTs including Punjab are available on portal of the Ministry-
PAI.GOV.IN.
