Importer Manual: Renewable Energy Equipment Import Monitoring System This manual provides detailed instructions for navigating the Renewable Energy Equipment Import Monitoring System (REEIMS) portal, covering the login process, dashboard functions, new application submission, and certificate download procedures.
1. Registration Process New Importer must register themselves to access the REEIMS portal.
1. Navigate to the REEIMS Home page and click on “Importer Registration”.
2. In the designated fields, enter your IEC code for validation. The fields “Name”, “Address”, “Pin”, will be auto fetched via API, importers need to fill the “Email”, “Phone Number”, “State”, and “District” fields.
3. Enter your New Password (Password length must be minimum 8 characters, with 1 Capital letter, 1 Small letter, 1 Special Character, 1 Small character, 1 Numeric). And then confirm password.
4. Enter the captcha displayed on the screen.
5. Click the Submit button.
2. Login Process Registered Importers must use their self-created credentials to access the REEIMS portal using the IEC Code.
1. Navigate to the REEIMS Login Screen.
2. In the designated fields, enter your IEC code or username.
3. Enter your created password.
4. Enter the captcha displayed on the screen.
5. Click the Login button.

2. Importer Dashboard Overview Upon successful login, the Importer will see various options available on the home page (Dashboard).

A. Step 1 - New Application: The application will be filled from “New Application” Section.

Here importer can edit the submitted application, Cancel the submitted application or Self approve the submitted application under “Action” Tab. After Self Approval Importer can download the Certificate from “Action” Tab.

3. Guide to fill a New Application Creating a new application to request an import certificate is a 6-step process.
Step 1: Import Detail This section covers the details of the exporter and the import logistics.
1. Exporter Details: a. Enter the Exporter Name (Text/Number). b. Enter the Exporter Address (Text/Number). c. Select the Exporter Country / Region from the Dropdown list. d. Select the Country / Region of Origin from the Dropdown list.
e. Enter the Port of Exportation (Text/Number). f. Select the Expected Date of Export using the Date Picker (this field is validated).
Importer Details: g. Select the Purpose of Import from the Dropdown. Options include: Self Use, Export, Manufacturing, or Retail Trading, For supply under EPC contract/ System installation, R&D and associated activities.
h. Select the Mode of Transportation from the Dropdown. Options include: Air, Sea, or Road. i. Select the Expected Port of Entry from the Dropdown. j. Select the Expected Date of Import using the Date Picker.
Step 1: Import Details Step 2: Items Detail 4This section describes the renewable energy equipment being imported.
1. Select the Product Type from the Dropdown: Solar or Wind.
Note: You can add multiple items within Step 2 by clicking on the Add Item button. All items added must be of the same product type (either solar or wind); products of two different types cannot be merged into a single application.
2. Select the specific Product Component from the Dropdown.
o Solar Components: Solar Modules, Glass of Solar Modules, Solar Cells.
o Wind Components: Tower, Blade, Nacelles, Rotor Hub, Main Bearing House, Generator, Gearbox & Others.
3. Select the HS Code from the Dropdown. The choices of HSN Code/s are auto-filtered based on the selected Product Component.
Note: If the selected Product Type is “Wind” and the required Product Component is not listed in the Product Component dropdown, the user can select “Others” from the dropdown. Upon selecting “Others,” the user will be required to manually specify the item name and then choose the appropriate HS Code from the seven available options in the dropdown.
4. Enter the Model Number (Text/Number).
5. Enter the Capacity of Model Number.
6. Select the Unit of Measurement (Model Capacity) from the Dropdown. Options include:
Kilowatt (KW), Megawatt (MW), Meter (m), Square Meter (m2), or Watt (W).
7. Enter the Quantity of Import (in Numbers).
8. Select the End Use from the Dropdown: Solar PV Module Manufacturing, Solar PV Power Generation or Wind Turbine Manufacturing.
9. Enter the CIF Value of Import (in ₹) (Number).
10. Indicate Whether similar product is available in India using the Radio Button (Yes / No).
11. Select the Reason for Import from the Dropdown. Options include: Better Quality, Unavailability of Quantity, Lower Cost, Faster delivery fulfilment, or Procurement strategy of MNC.
12. After filling all the required field click “+ Add Item”, to add the item details in the Table present below.
5Step 2: Item Details Step 3: Destination Details This section specifies the final destination of the imported goods. Note: If the imported equipment has multiple destinations, click on “Add destination Details” to add additional destination entries.
1. Select the Destination State from the Dropdown.
2. Select the Destination District from the Dropdown (this selection is based on the previously selected State).
3. Enter the Destination Address (Text).
4. Enter the Destination Pin Code (6 Digit Number). [Insert Screenshot Here - Step 3 Destination Details] Step 3: Destination Details Step 4: Save & Submit This final step confirms the application details and initiates submission.
61. Verify the Total CIF Value in ₹. This value is automatically fetched from Step 2.
2. Enter the Applicant Name (Text).
3. Enter the Contact Number of Applicant (10 Digit Number).
Step 4: Save As Draft/Final Submit Step 5: Review and modify the application under “Draft Applications” if opted for “Save as Draft”.
Upon clicking the hyperlinked Reg. Number, the importer can access the draft application and edit.
After that importer can proceed for final submission.
Draft Applications Page Step 6: Self Certificate generation: Final Approval Action under “Submitted Application” After Step 5, At the action tab, “Update” field, the Importer will be asked to either Self - Approve the submitted application or to Cancel it. Upon selecting the “Cancel”, then the final submitted 7application will be cancelled and moved to “Cancelled Application” Section. If importer selects “Approve” then:

1. To finalize the request, select the Approve option.
2. Check the text box confirming the final action. Warning: After selecting Approve Final and checking the text box, the application cannot be modified further.
3. Click the Update button. The importer will be redirected to generate Self-Approved Certificate, based on the current valid IEC status. The Importer will then be redirected automatically to download the REEIMS certificate.

4. Downloading the REEIMS Certificate The Renewable Energy Equipment Energy Certificate can be downloaded immediately after approval or retrieved later from the dashboard.
8Option A: Immediate Download (Post Submission)
1. Upon selecting Approve Final and clicking the Update button (as described in Step 6), the Importer is redirected to the certificate download page.
2. Download the document, which is titled the Renewable Energy Equipment Energy Certificate.

Option B: Downloading Previous Certificates (From Dashboard)
1. Log in and navigate to the Dashboard and click on the Submitted Applications window.
2. Locate the specific application for which you need the certificate which can be downloaded for previous submitted applications from this window.

Subject: Amendment in Import Policy Condition of specific items covered under Chapter 70, 73, 84 and 85 of ITC (HS) 2022, Schedule –I (Import Policy) -reg.
S.O. 4669(E).— In exercise of powers conferred by Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.01 of Foreign Trade Policy (FTP) 2023, as amended from time to time, the Central Government hereby makes the following amendments under
Chapter 70, 73, 84 and 85 of ITC (HS) 2022, Schedule –I (Import Policy), with immediate effect.
1. Policy condition no. 01 of chapter 70, Policy condition no. 04 of chapter 73 and Policy condition no.
05 of chapter 84 and Policy Condition no. 09 of the Chapter 85 is introduced as under:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] i. Items under HS Code 70071900, 85414200 and 85414300 which are exclusively used for solar energy projects, must be mandatorily registered on Renewable Energy Equipment Import Monitoring System (REEIMS) of Ministry of New and Renewable Energy, prior to import.
ii. Items under HS Code 73082019, 84833000, 84834000, 85016420, 85016430, 85023100, 85030090, having end-use in the area of wind operated electricity generation, will require REEIMS registration. iii. This Policy condition shall apply to imports through air cargo, sea cargo and land route.
iv. Applications for registration must be submitted at least two days in advance for air cargo, five days in advance for sea and land route shipments. v. Each registration will remain valid for a period of three (3) months.
vi. There will be no registration fee. Each registration will be specific to a designated seaport, airport or land port; however, multiple consignments can be processed under a single registration. vii. The REEIMS will also include a provision for the importer to declare the intended end- use of the imported products/components for the above mentioned items.
viii. The aforementioned changes in the import policy will come into effect from 01.11.2025.
2. The Import Policy condition for the following ITC (HS) Codes is amended as under:

Effect of the Notification:
The Import Policy condition of items covered under Chapter 70, 73,84 and 85 of ITC (HS) 2022, Schedule –I (Import Policy) has been revised and will come into effect from 01.11.2025.
