From the Accountant General, A.P., Hyderabad, Letter No. Loans.III/U-II / 174277/22083. dated. 09.12.2011. 7 From the Pay & Accounts Officer, Hyderabad., Letter No. PAO/PAG-I/U-III/ 2011-2012/ 3872, dated.02.01.2012 *** O R D E R: Under Article 230 of the Andhra Pradesh Financial Code Volume-I, sanction is accorded to the grant of Second Motor Car Advance of Rs.4,50,000/- (Rupees four lakhs and fifty thousand only) to Sri Lingaraj Panigrahi, IAS., Commissioner of Inquiries, General Administration Department, A.P. Secretariat, Hyderabad for purchase of a Motor Car, subject to the following conditions: (i) that the advance shall be drawn before 31.03.2012; (ii) that the car is purchased, within one month from the date on which the advance is drawn, failing which the full amount of the advance drawn, with interest thereon for one month, shall be refunded to the Government; (iii) that the car is insured against loss or damage by fire, theft, or accident, from the date of the purchase of the car, failing which the full amount of the advance drawn, with interest accrued, shall be refunded to the Government. 2. If the actual price paid for the car is less than the advance taken, the balance shall be refunded to the Government forthwith. The mortgage bond in Form-14 of the Andhra Pradesh Financial Code Volume-I along with the original stamped receipt of the purchase price of the car shall be submitted to the Government promptly, soon after the car is purchased, with a report of the dates of drawal of the advance and of the purchase of the car and of its insurance. 3. The Insurance Policy shall be forwarded to the Government for perusal together with a letter in Form-15 of the A.P.F.C. Volume – I addressed to the Motor Insurance Company with whom the motor car is insured notifying to the company the fact that the Government are interested in the Policy secured. 4. The Member of Service is requested to arrange to furnish the above documents/formalities from time to time to the sanctioning authority and to furnish the recovery particulars to the Pay Accounts Office /Accountant General, A.P., Hyderabad, so as to enable them to issue a loan clearance certificate, otherwise penal interest at 1 ½ times to the normal rate of interest will be levied on Motor Car Advance of Rs.4,50,000/- drawn by him. 5. The Motor Car advance of Rs.4,50,000/- sanctioned in para (1) above shall be recovered in (54) monthly installments, the first instalment @Rs.8,351/- (Rupees eight thousand three hundred and fifty one only) and the remaining 53 instalments @ Rs.8,333/- (Rupees eight thousand three hundred and thirty three only) per month. Interest at the rate of 5.5 % per annum shall be charged on the advance taken and the same shall be recovered in suitable installments not exceeding (9) in all. The recovery of the advance shall commence from the succeeding month of the month in which the advance is drawn and failure to do so shall attract levy of penal interest in accordance with Article 227 (4) (a) read with Note (2) under Article 230 (c) (3) of Andhra Pradesh Financial Code Volume-I. (.P.T.O.):: 2 :: 6. The expenditure sanctioned in para-(1) above shall be debited to Head of Account “7610. Loans to Government Servants – M.H.202. Advances for purchase of Motor Car conveyances – SH (04) Loans for purchase of Motor Car (AIS) Officers”. The enclosed ‘A’ slip for Rs.4,50,000/- (Rupees four lakhs and fifty thousand Only) shall accompany the bill for the drawal of the amount. 7. The General Administration (Claims.A) Department, A.P. Secretariat, Hyderabad, shall draw and credit the amount sanctioned in para (1) above to Sri Lingaraj Panigrahi, IAS into his Savings Account No. 62094724772, IFSC Code No. SBHY0020077, SBH, Secretariat Branch, Hyderabad. 8. This order issues with the concurrence of Finance (A&L) Department, vide U.O.No.8228/33/A&L/12, Dated, 24/03/2012.
