Read the following: From the CCLA’s Lr.No.VS-I (3)/1409/2011, dt.14-11-2011. # # # ORDER: It has been brought to the notice of the Government that Sri Hari Narayana, former Tahsildar (now Retired) G.Koduru Mandal, Krishna District has issued Kerosene Hawker authorizations to the ineligible persons in violation of the Government orders and also against the judgment of High Court in W.P.No.9203,13134/95 & 82101/94, dated:29.02.1996. He has also issued allotment orders for the months of February, 2010 and August, 2010. The Tahsildars are supposed to replace the licenses issued under A.P.P. (L&RS) order 1980 with the authorization under APSPDS (Control) Order, 2008. But, Sri K.Hari Narayana, Tahsildar has issued authorizations to (5) new persons i.e. other than Kerosene License holders under A.P.Petroleum (Licensing and Regulation of Supplies) Order, 1980 violating the conditions. On the said irregularities the District Collector, Krishna has framed charges against Sri K.Hari Narayana, former Tahsildar, G.Konduru vide his proceedings dt.13.10.2010. The Charged Officer has submitted his explanation denied the charges. Since, the Charged Officer has denying the charges, the District Collector, Krishna has appointed the District Supply Officer, Krishna as Inquiry Authority to inquire into the charges framed against Sri K.Hari Nayarayana, former Tahsildar, G.Konduru vide his proceedings dt.05.12.2010. After conducting inquiry, the District Supply Officer and Enquiry Officer has submitted an enquiry report stating that the charges framed on Sri K.Hari Nayarana, former Tahsildar, G.Konduru are held proved. A copy of the Enquiry report was communicated to the Charged Officer to offer his representation on the findings of the Inquiry Authority under Rule 21(2) of A.P.C.S.(CCA) Rules, 1991 by the District Collector, Krishna vide his proceedings dt.30.04.2011. The District Collector, Krishna has furnished proposals to Government through Chief Commissioner of Land Administration, Hyderabad requesting to conclude the disciplinary case against Sri K.Hari Nayarayana, former Tahsildar, G.Konduru under Rule 9 of A.P.R.P. Rules, 1980, as the Charged Officer retired from service on 30.04.2011 on attaining the age of superannuation. P.T.O:: 2:: After careful examination of the Inquiry Report, explanation submitted by the Charged Officer, the Chief Commissioner of Land Administration, Hyderabad has concluded that the Charged Officer did not perform his duties carefully and strictly as per Rules. Govt. after careful examination of the matter keeping in view the charges framed and the representation of the Charged Officer as well as the findings of the enquiry officer, have observed that the Charged Officer did not perform his duties carefully and strictly as per Rules. Government have therefore, decided to impose a penalty of recovery of an amount equivalent to one annual grade increment from the Death-Cum- Retirement Gratuity, of Sri K.Hari Nayarana, former Tahsildar, G.Konduru. The Chief Commissioner of Land Administration, Hyderabad is requested to take action in the matter accordingly.
