ABSTRACT
LANDS – Srikakulam District – Palasa Mandal, Kasibugga Village – Alienation of
Government land admeasuring Ac. 0.60 cents in Sy. No. 227/12 of Kasibuggga (V),
Palasa (M), Srikakulam District classified as “Poramboke” [ registered in the name of
mandal office] in favour of Divisional Manager LIC of India, Visakhapatnam for
construction of office building on payment of market value of Rs.2,800/- per square yard
[ total comes to Rs.81,31,200/-] - Orders – Issued.

Read the following :-
Letter No. B3/368/2011, dated 25.11.2011 together with proposals of the District
Collector, Srikakulam received from the Special Chief Secretary and Chief Commissioner
of Land Administration, AP Hyderabad.

ORDER :-
The Divisional Manager, LIC of India, Visakhapatnam has requested the District
Administration for alienation of Government land an extent of 0.60 cents in Kasibugga
(V), Palasa (M), Srikakulam District for construction of LIC Building.
2. In response to the request of the Divisional Manager, LIC of India, Visakhapatna,
the District Collector, Srikakulam has reported that the land to an extent of Ac. 0.60
cents in Sy. No.227/12 of Kasibugga Village is classified as “Poramboke” which was
registered in the name of Block Office ( Mandal Office), Palasa. Out of the total extent of
land in Sy. No. 227, an extent of Ac. 0.60 cents was sub-divided as Sy. No. 227/12. The
Mandal Parishad Office has given its consent to alienate the said land to LIC of India for
construction of Office building on payment of market value. The market value of the land
in Sy. No. 227 is Rs.2,800/- per square yard which was obtained from the Sub-Registrar,
Palasa. According to the market value the cost of the proposed land to an extent of Ac.
0.60 cents comes to Rs.81,31,200/- ( Rupees Eighty one lakh thirty one thousand and
two hundred ) only. In this regard the Tahsildar Palasa has stated that there is no
objection to alienate the land in favour of LIC for construction of office building on
payment of market value and recommended for alienation.
3. The District Collector, Srikakulam has also informed that the RDO – Tekkali has
inspected the land under reference on 29.01.2010 and submitted that the electrical pole
with line exists over the land and one unused telephone pole stands over the land. The
land under proposal is free from encroachments and no other permanent structures are
lying in the land except electrical pole and unused telephone pole and it is adjacent to
MPDO Office, Palasa and the proposed land is suitable for alienation on payment of
market value.
4. It is also informed that the Mandal Parishad, Palasa has given consent to alienate
the said land to LIC of India for construction of LIC Building on payment of market value.
Sub-division record was prepared for an extent of Ac. 0.60 cents of Sy. No. 227/12 of
Kasibugga village and the land is suitable for alienation on payment of market value.
Hence, an extent of Ac. 0.60 cents may be alienated in favour of LIC of India for
construction of LIC building on payment of market value which comes to Rs. 81,31,200/-.

5. The District Collector has further submitted that the Joint Collector, Srikakulam
has inspected the land on 24.2.2011 and observed that there are no trees, structures, or
tombs on the proposed land. It is free from any occupation. Land is adjacent to road
and developed area. Hence the rate proposed by the RDO is just and reasonable, and
the District Collector – Srikakulam has furnished alienation proposals of Government land
to an extent of Ac. 0.60 cnets in Sy. No. 227/12 of Kasibugga (V), Palasa Mandal,
Srikakulam District in favour of LIC of India for construction of LIC building on payment
of market value of Rs.2,800/- per square yards which totally comes to Rs.81,31,200/-.
6. Whereas in the reference read above, the Special Chief Secretary and Chief
Commissioner of Land Administration, AP Hyderabad has informed the Government that
the proposal of the District Collector was placed before the Empowered Committee on
31.10.2011. The Committee recommended for alienation of the proposed land @
Rs.2,800/- per square yard in favour of LIC of India. The Special CS and CCLA has
furnished the proposal of the District Collector and recommendations of the Empowered
Committee in respect of the case under reference and requested the Government for
taking further course of action in the matter.
7. In the circumstances stated by Special Chief Secretary & Chief Commissioner of
Land Administration, Hyderabad and the District Collector, Hyderabad Government have
examined the matter, and after careful consideration, hereby order for allotment of
Government land admeasuring Ac. 0.60 cents in Sy. No. 227/12 of Kasibuggga (V),
Palasa (M), Srikakulam District classified as “Poramboke” [registered in the name of
mandal office] in favour of Divisional Manager Life Insurance Corporation of India,
Visakhapatnam for construction of office building on payment of market value of
Rs.2,800/- per square yard [ total comes to Rs.81,31,200/-]. The proposed alienation is
subject to the following conditions.
(i) Conditions stipulated in BSO-24;
(ii) The office building is to be set up in the shortest possible time as per the application
made out;
(iii) Before the land is handed over, the land allottee is to obtain all the necessary
permissions and project reports in full shape including the proposed land utilization
duly indicating the source of funds for the project subject to the satisfaction of
District Collector.
8. The Special Chief Secretary and Chief Commissioner of Land Administration, A.P.
Hyderabad / the District Collector, Hyderabad shall take necessary action accordingly.
