From the Chairman, High Power Committee, Hyderabad, Lr.Rc.No.61 /HPC/ 2011, Dt: 16/01/2012 **** ORDER: In the letter 10th read above the Chairman, High Power Committee has informed that Aparna School of Nursing, Nakarikal, Nalgonda District (in brief the applicant) has submitted an application to accord permission for establishment of School of Nursing at Nakarikal. The Director of Medical Education, Hyderabad vide Memo Rc.No.31753/NEA/2001, dt. 6/11/2004 constituted a 2 member Committee with Nursing Professionals to inspect the applicant institution and submit a report. The said Committee submitted an inspection report dt. 8/11/2004 stating that the applicant institution is suitable to start GNM Course for the academic year 2005-2006, but intake capacity is not mentioned. When the report dt. 8/11/2004 was forwarded to the Government, the Government found lapses more particularly mentioned in Memo No. 24197/K2/2004, 20-11-2004. The record further shows that the lapses noticed in the Memo dt. 20/11/2004 were rectified. The record further shows that subsequently after the constitution of the present High Power Committee the matter was referred to District Level Team for verification where upon having examined the institution on 28/10/2005 the District Level Team has pleased to mention as follows:- Sixty (60) students /Year as per the facilities available. No similar School in neighboring areas. Hence better potential for improvement. The infrastructure can be enhanced as and when students intake increases as per INC Norms” and the said report was forwarded to the Government, requesting the Government to issue No Objection / Essentiality Certificate in respect of the above said School of Nursing. 2. Subsequently the Government have taken another policy decision not to accord permission to Schools of Nursing in the State any more and to upgrade the existing Schools of Nursing to Colleges of Nursing, having issued G.O.Ms.No.164, HM&FW (K2) Dept., dt.23-5-2005 and G.O.Ms.No.165, HM&FW (K2) Dept., dt.23-5-2005. Subsequently the Government have issued G.O.Ms.No.321, HM&FW (K2) Dept., dt.5-8-2006 to refund the inspection fee etc. 3. The Secretary/Correspondent, Bhavani Educational & Rural Development Society, Suryapet in his letter 8th read above has requested to accord permission to Aparna School of Nursing, Nakarikal, Nalgonda District as the decision of Indian Nursing Council is the main reason behind the pending of their proposal to start School of Nursing, as they have already obtained all the necessary recommendations from the Medical & Health Department of A.P and also there is PTO.::2:: no School of Nursing Nakarikal (Bhongir Parliament segment including Bhongir, Alair, Thungaturthy and Nakarikal, where SC &ST community concentration is very high) and therefore requested the Government to issue permission orders/Essentiality Certificate to start “Aparna School of Nursing”. 4. After careful examination of the matter and keeping in view of the recommendation of the High Power Committee vide reference 10th read above for the issue of Essentiality Certificate/No Objection Certificate and also keeping in view of the proceedings F.No.18-2 (Government) 2005 of the Indian Nursing Council, Dt.31.03.2006 and in exercise of the powers conferred under rule 38 under section 11 (2) (b) of A.P.Nursing and Midwives (Extension and Amendment) Act, 1964 and sub rule (iii) of rule 12 of A.P.General Nurse Training Institutions (Admission into General Nurse Training and Grant of permission to Private School of Nursing) Rules, 1997 made under section 99 of A.P.Education Act, 1982, Government have decided to consider favourably the request of the Secretary/Correspondent, Bhavani Educational & Rural Development Society, Jammigadda, Suryapet, Nalgonda District and accordingly hereby accord permission to establish Aparna School of Nursing, Nakarikal, Nalgonda District with an intake capacity of (60) sixty only per annum to start GNM course of 3 ½ years duration with clinical attachment at (1) Mamta Nursing Home, Nakarikal, (2) Srinivasa Nursing Home, Nakarikal and (3) Government Community Hospital Nakarikal 5. The Permission accorded in para (4) above, is subject to the following conditions:- (i) The annual intake of students should not exceed as mentioned above and the institute should fulfill and abide the rules and regulations notified by Government in G.O.Ms.No.313, HM&FW (M2) Department, dated.18-8-1997, G.O.Ms.No.139, HM&FW (M2) Dept., dated.14-5-1998 and G.O.Ms.No.75, HM&FW (K2) Dept, dated. 28-03-2003 and amendments issued thereon from time to time. (ii) The Educational Society should pay Annual registration fee of Rs.20,000/- to APVVP, Hyderabad before starting counseling of students and this should be verified by the DCHS concerned. The Institute should also pay a fee of Rs.1,000/- (Rupees one thousand only) or as may be ordered by Government towards renewal of recognition of Private School of Nursing for every 5 years to the Commissioner, A.P. Vaidya Vidhana Parishad or such office as may be notified by Government. (iii) The proposed Private Nursing School shall fulfill all the conditions as prescribed by the Government in the final orders issued, before establishing the institution within a period of one year from the date of issue of orders of Government. In case, the Educational Society fails to fulfill the conditions or fails to start the course within a period of one year, the permission will be cancelled. 6. The aforesaid Educational Society should also follow the following instructions scrupulously: (i) The Institute should run regularly with the required infrastructural facilities, equipments, teaching staff, non-teaching staff, office rooms and clinical facilities, hostel facility, library books as prescribed by Indian Nursing Council, New Delhi, Andhra Pradesh Nursing and Midwives Council, Hyderabad or Government from time to time and should run in the best interests of students. The Institutions will be inspected by an inspecting officer appointed by Government or APNMC, INC, New Delhi from time to time. (ii) The students hostels, wherever provided are adequately furnished with appropriate areas for their comfortable stay and provision is made for their indoor or outdoor games. (iii) The procedure prescribed by Government or Indian Nursing Council, New Delhi, Andhra Pradesh Nursing and Midwives Council Hyderabad/ Director of Medical Education for the selection and admission of students, collection of fees, rule of reservation, local – non local areas, conducting examinations should be scrupulously followed. (Contd..3)::3::: (iv) The selection of candidates against free seats in the course should be done by the Selection Committee headed by the Joint Collector of the concerned district as specified in G.O.Ms.No.313,HM&FW (M2)Dept.,dated:18.08.1997/ G.O.Ms. No.139, HM&FW (M2) Dept., dated.14-5-1998 and as amended from time to time. (v) The Institute should not have or open branches on the same place or elsewhere in the State or out side the State. 7. The permission granted in para (4) above is liable for cancellation whenever the Government / Indian Nursing Council, New Delhi, Andhra Pradesh Nursing and Midwives Council, Hyderabad/ Director of Medical Education forms the opinion based on an inspection report that the afore mentioned Educational Society is not running the college in the best interests of the students or commits any irregularity or violates any of rule or regulation, after giving 15 days notice to the Educational Society to show cause, against the proposed cancellation and pass appropriate orders after considering the explanation, if any, offered by the Society against the show cause notice. 8. The Registrar, Andhra Pradesh Nursing and Midwives Council, Hyderabad shall communicate the final decision of acceptance or rejection of affiliation and recognition to the aforementioned Educational Society, as the case may be within a period of two months from the date of issue of this order after detailed and careful verification of all material facts and having satisfied fully that an statutory requirements for establishment of GNM School are fully met. 9. The Registrar, Andhra Pradesh Nursing and Midwives Council, Hyderabad/the Director of Medical Education, Hyderabad shall take necessary action in the matter accordingly.
