Govt Memo No.19106/OP-II/2011, Revenue (OP-II) Department Dt.30.03.2012. ***** O R D E R:- Under the rules governing grant of Marriage advance issued in the G.Os. 1st & 3rd read above, Government sanction a sum of Rs.75,000/- (Rupees Seventy Five Thousand only) as Marriage Advance to Sri M.Sayeed Khan, DR&T Assistant, Revenue Department for celebration of marriage of his daughter’s on 23.04.2012 subject to the following conditions:- i) The advance sanctioned above shall be utilized by the grantee for the purpose for which it has been sanctioned within three months from the date of drawls failing which it shall be refunded to the Government in lumpsum together with the interest due thereon. ii) That as extension of time for utilization of the advance shall ordinarily be granted. iii) That the advance sanctioned shall be subject to the summary recovery if it is subsequently proved that it was not utilized for the purpose for which it was sanctioned. In such cases penal interest at one and half times the ordinary rate of interest shall be chargeable till the day of recovery of advance. iv) That in case the loanee dies before repayment of loan, the outstanding balance together with the interest due thereon shall be the first charge on the Death-cum-Retirement Gratuity payable to the legal heir or heirs of the loanee. 2. The advance sanctioned in Para 1 above shall be drawn and disbursed not earlier than 2 months of the anticipated date of celebration of marriage for which it is sanctioned. The loanee shall submit a personal security bond in the prescribed form, with another permanent Government Servant as surety drawing a pay not less than that of the loanee and not retiring before complete repayment of the advance together with the interest. 3. The advance sanctioned shall be recovered in 60 monthly installments. The sanction amount of Rs.75,000/- will be recovered at the rate of Rs.1250/- per month. The advance sanctioned shall bear simple interest at 5½ % per annum, which shall be recovered after completion of recovery of the principal in 10 monthly installments. The recovery shall be affected from the pay or leave salary bills of the loanee by compulsory deductions irrespective of the fact whether he is on duty or on leave. The recovery of the installments of advance shall commence from the pay bill of the loanee for a calendar month immediately subsequent to the month in which marriage is celebrated i.e. from( P.T.O.) :: 2 :: the pay bill of the calendar month subsequent to the drawal of the advance whichever is earlier and the balance of advance together with interest that remains outstanding at the time of retirement of the loanee shall be recovered from the Death-cum-Retirement Gratuity payable to him or his successors-in-title. The loanee is informed that his extension of time for commencement of recovery will ordinarily be granted. 4. The loanee shall submit a certificate of utilization in the prescribed form within one month from the date of celebration of marriage or within 3 months from the date of drawal of advance whichever is earlier. The loanee is informed that if the actual expenditure incurred on account of the marriage is less than the advance drawn he shall refund such difference to Government forthwith. 5. The Revenue (OP-II) Department is requested to draw and disburse the amount to the individual immediately and make necessary entries in the Register to watch the monthly recoveries. 6. The expenditure on account of sanction of Marriage Advance shall be debited to “7610 – Loans to Government servants etc. – M.H. 800 - Other Advances – S.H. (05) Marriage Advance – 001 – Marriage Advance”.
