ORDER:
1. In the representation 8th read above, the Secretary cum Correspondent,
MSN.Educational Society, Regd. No. 410/2004, Old Bus Stand, Kakinada has
requested to accord permission for establishment of 1) Lavanya School of
Nursing at Kakinada, East Godavari District and 2) R.V.School of Nursing at
Mummidivaram, East Godavari District on the same lines as that of Mother
Theresa Educational and Rural Development Society, Nalgonda which was
permitted to establish Deepthi School of Nursing, Nalgonda and Mother Theresa
School of Nursing, Nalgonda.
2. In the letter 9th read above, a copy of the representation of the Secretary
cum Correspondent, MSN.Educational Society, Regd. No. 410/2004, Old Bus
Stand, Kakinada was forwarded to the Chairman, High Power Committee for his
remarks in the matter.
3. In the reference 10th read above, the Chairman, High Power Committee,
Hyderabad has submitted general report with regard to accord permission for
establishment of Schools of Nursing.
4. Meanwhile, in the reference 11th read above, the Secretary cum
Correspondent, MSN.Educational Society, Regd. No. 410/2004, Old Bus Stand,
Kakinada has again requested to accord permission for establishment of
(1) Lavanya School of Nursing at Kakinada, East Godavari District and
(2) R.V.School of Nursing at Mummidivaram, East Godavari District on the same
lines as that of Mother Theresa Educational and Rural Development Society,
Nalgonda and Bhavani Educational and Rural Development Society, Nalgonda
which were permitted to establish Deepthi School of Nursing, Nalgonda, Mother
Theresa School of Nursing, Nalgonda and Bhavani School of Nursing, Suryapet,
Nalgonda District, Aparna School of Nursing, Nalgonda.

5. In the letter 12th read above, a copy of the representation of the Secretary
cum Correspondent, MSN.Educational Society, Regd. No. 410/2004, Old Bus
Stand, Kakinada was forwarded to the Chairman, High Power Committee for his
remarks in the matter and also requested to submit the report separately along
with inspection report of both institutions.
6. In the letter dated 31-12-2011 13th read above, the Chairman, High Power
Committee, Hyderabad has submitted that Malladi Satyanarayana Educational
Society has applied for establishment of two Schools of Nursing one under the
name and style of Lavanya School of Nursing at Kakinada, East Godavari District
and another R.V.School of Nursing at Mummidivaram, East Godavari District, as
against notification issued by Justice Radha Krishna Rao Committee. Both the
applications were under process since positive reports were received from the
verification officers. But before the G.O’s could be issued in these matters, the
Government have taken a policy decision to get the proposals re-verified by the
District Level Team appointed under G.O.Ms.No.448, HM&FW (K2) Dept., dated
25-4-2005 and G.O.Ms.No.848, HM&FW (K2) Dept., dt.6-8-2005 and
subsequently the Government have taken another policy decision not to accord
permission to Schools of Nursing in the State any more and to upgrade the
existing Schools of Nursing to Colleges of Nursing, having issued
G.O.Ms.No.164, HM&FW (K2) Dept., dt.23-5-2005 and G.O.Ms.No.165, HM&FW
(K2) Dept., dt.23-5-2005. Subsequently the Government have issued
G.O.Ms.No.321, HM&FW (K2) Dept., dt.5-8-2006 to refund the inspection fee
etc. All these facts were mentioned elaborately in his letter Nos.
32963/HPC/2004, dt. 23/4/2010 and 35887/HPC/2004, dt. 23/4/2010 pertaining
to these two Schools of Nursing. But recently the Government of Andhra
Pradesh have pleased to accord permission for establishment of two Schools of
Nursing i.e., Mother Theresa Schools of Nursing and Deepthi School of Nursing
both at Nalgonda District. Even subsequently the Government have issued
permission to some more Schools of Nursing in the State.
7.. In view of these circumstances, since the applicant has submitted the
proposals as early as in the year 2003 and though initially applicants claim for
issuance of Essentiality Certificate / No Objection Certificate for Lavanya Shool
of Nursing and R.V.School of Nursing were rejected by the Government, since
Government have issued permission to others in the State for establishment of
Schools of Nursing, it is open for the Govt. to take a decision in the matter and
Lr Nos. i) 32963/HPC/2004, dt. 23/4/2010 & ii) 35887/HPC/2004, dt. 23/4/2010.
8. The Chairman, High Power Committee, Hyderabad has therefore,
requested the Government to issue appropriate orders in the matter.
9. After careful consideration of the matter and keeping in view of the
recommendation of the High Power Committee vide reference 11h read above,
for the issue of Essentiality Certificate/No Objection Certificate and also keeping
in view the proceedings F.No.18-2 (Government ) 2005 of the Indian Nursing
Council, dt.31-3-2006, and in exercise of the powers conferred under rule 38
under section 11 (2) (b) of Andhra Pradesh Nursing and Midwives (Extension
and Amendment) Act, 1964 and sub rule (iii) of rule 12 of Andhra Pradesh
General Nurse Training Institutions (Admissions into General Nurse Training and
Grant of permission to Private Schools of Nursing) Rules, 1997 made under
section 99 of Andhra Pradesh Education Act, 1982, Government have decided to
consider favourably the request of the Secretary cum Correspondent,
MSN.Educational Society, Regd. No. 410/2004, Old Bus Stand, Kakinada and
accordingly hereby accord permission to establish 1) Lavanya School of Nursing
at Kakinada, East Godavari District and 2) Ravi Varma (R.V) School of Nursing
at Mummidivaram, East Godavari District with an intake capacity of (60) seats
per annum to each School is allowed with a direction to the management to
develop the infrastructure proportionate to the intake and to start GNM course of
3 ½ years duration with clinical attachment as follows:-

10. The Permissions accorded in para (9) above, is subject to the following
conditions:-
(i) The annual intake of students should not exceed as mentioned
above and the institutes should fulfill and abide the rules and
regulations notified by Government in G.O.Ms.No.313, HM&FW
(M2) Department, dated.18-8-1997, G.O.Ms.No.139, HM&FW (M2)
Dept., dated.14-5-1998 and G.O.Ms.No.75, HM&FW (K2) Dept,
dated. 28-03-2003 and amendments issued thereon from time to
time.
(ii) The Educational Society should pay Annual registration fee of
Rs.20,000/- to APVVP, Hyderabad before starting counseling of
students and this should be verified by the
DCHS concerned. The Institute should also pay a fee of Rs.1,000/-
(Rupees one thousand only) or as may be ordered by Government
towards renewal of recognition of Private School of Nursing for every
5 years to the Commissioner, A.P. Vaidya Vidhana Parishad or such
office as may be notified by Government.
(iii) The proposed Private Nursing Schools shall fulfill all the conditions
as prescribed by the Government in the final orders issued, before
establishing the institution within a period of one year from the date
of issue of orders of Government. In case, the Educational Society
fails to fulfill the conditions or fails to start the course within a period
of one year, the permission will be cancelled.
11. The aforesaid Educational Society should also follow the following
instructions scrupulously:
(i) The Institutes should run regularly with the required
infrastructural facilities, equipments, teaching staff, non-teaching
staff, office rooms and clinical facilities, hostel facility, library
books as prescribed by Indian Nursing Council, New Delhi,
Andhra Pradesh Nursing and Midwives Council, Hyderabad or
Government from time to time and should run in the best
interests of students. The Institutions will be inspected by an

inspecting officer appointed by Government or APNMC, INC,
New Delhi from time to time.
(ii) The students hostels, wherever provided are adequately
furnished with appropriate areas for their comfortable stay and
provision is made for their indoor or outdoor games.
(iii) The procedure prescribed by Government or Indian Nursing
Council, New Delhi, Andhra Pradesh Nursing and Midwives
Council Hyderabad/ Director of Medical Education for the
selection and admission of students, collection of fees, rule of
reservation, local – non local areas, conducting examinations
should be scrupulously followed.
(iv) The selection of candidates against free seats in the course
should be done by the Selection Committee headed by the Joint
Collector of the concerned district as specifiedG.O.Ms.No.313,
HM&FW(M2) Dept.dated: 18.08. 1997/ G.O.Ms. No.139,
HM&FW (M2) Dept.,dated.14-5-1998 and as amended from time
to time.
(v) The Institutes should not have or open branches on the same
place or elsewhere in the State or out side the State.
12. The permissions granted in para (9) above is liable for cancellation
whenever the Government / Indian Nursing Council, New Delhi, Andhra Pradesh
Nursing and Midwives Council, Hyderabad/ Director of Medical Education forms
the opinion based on an inspection report that the aforementioned Educational
Society is not running the Schools in the best interests of the students or
commits any irregularity or violates any of rule or regulation, after giving 15 days
notice to the Educational Society to show cause, against the proposed
cancellation and pass appropriate orders after considering the explanation, if
any, offered by the Society against the show cause notice.
13. The Registrar, Andhra Pradesh Nursing and Midwives Council, Hyderabad
shall communicate the final decision of acceptance or rejection of affiliation and
recognition to the aforementioned Educational Society, as the case may be
within a period of two months from the date of issue of this order after detailed
and careful verification of all material facts and having satisfied fully that an
statutory requirements for establishment of GNM School are fully met.
14. The Registrar, Andhra Pradesh Nursing and Midwives Council, Hyderabad
shall take necessary action in the matter accordingly.
