Visakhapatnam – Recognition for the Certificates of Public Health and Sanitation
Technology awarded by them with intake capacity of (60) per academic year for
registration in the A.P. Para Medical Board for the purpose of Appointment to the post of
Multi Purpose Health Assistant (Male) as per the extant rules – Orders – Issued.

O R D E R :
In the reference 1st read above orders were issued prescribing the special rules
governing the post of Multi Purpose Health Assistant (Male and Female). In reference 2nd
read above an amendment to the said special rules was issued recognizing the Certificate
of Public Health and Sanitation Technology awarded by the Bethesda Institute of Health
Sciences, Visakhapatnam as a technical qualification for appointment to the post of Multi
Purpose Health Assistant (Male).
2. When it has been brought to the notice of the Government that certain irregularities
have taken place in issue of Diploma Certificates in Public Health and Sanitation
Technology issued by Bethesda Institute of Health Sciences, Visakhapatnam & 3 other
private institutions, an enquiry Committee was constituted to enquire into the allegations
vide G.O. 3rd read above. Based on the report of the said enquiry Committee and in the
light of the orders of the Hon’ble High Court in W.P. No.15107/2002, in the 4th read above
orders were issued in reference 5th read above cancelling the recognition accorded in G.O.
2nd read above with retrospective effect from 26-10-2002 i.e. the date of submission of the
report by the Enquiry Committee to Government. Aggrieved by the above cancellation the
Bethesda Institute of Health Sciences, Visakhapatnam, has approached the Hon’ble high
Court by filing W.P.No.1790/2008. The Hon’ble High Court in its interim orders dated
04.02.2008, has suspended the operation of G.O. 5th read above. Government therefore
have issued instructions in reference 6th read above to the Secretary of the Andhra Pradesh
Para Medical Board to register the candidates who obtained the certificates in Public Health
and Sanitation Technology from the Bethesda Institute of Health Sciences, Visakhapatnam,
subject to outcome of W.P.No.1790/2008 pending in the Hon’ble High Court. The
amendment issued to the special rules in G.O. 7th read above was also challenged by the
Bethesda Institute of Health Sciences in W.P.No.15722/2008 and the Hon’ble High Court in
its interim orders in 8th read above suspended the said G.O.

3. In the reference 9th read above, the Secretary of the A.P Para Medical Board,
Hyderabad has brought to the notice that the Bethesda Institute of Health Sciences,
Visakhapatnam has not obtained recognition so far from the Andhra Pradesh Para Medical
Board as required under the provisions of Section 24 of the A.P. Para Medical Board Act,
2006 (Act 38 of 2006). He has also informed that taking the advantage of the prevailing
circumstances, the Institute issued an advertisement inviting applications for admissions to
the course for the Academic year, 2010-11 claiming that it is a Government recognized
Institute, etc., The Secretary, A.P. Paramedical Board has therefore requested for
appropriate action against the said Institute. Government therefore have issued instruction
in reference 10th read above to the Secretary, A.P. Paramedical Board withdrawing the
instructions issued in memo 6th read above. In the reference 13th read above, the Memo
dated 20.08.2010 was kept in abeyance, subject to out come of the W.P.No.1790/2008
pending in Hon’ble High Court, in view of the interim suspension of in the reference 5th read
above. In the reference 11th read above, the Director, Bethesda Institute of Health
Sciences has requested the Government to pass suitable orders and issue further
instructions to the Andhra Pradesh Para Medical Board for recognition / registration in the
Andhra Pradesh Para Medical Board, Hyderabad.
4. In the reference 14th cited the Secretary, Andhra Pradesh Para Medical Board has
requested to indicate the intake capacity of Sixty (60) Seats per annum ( i.e. the maximum
number of seats permitted either in the Government or Recognized Private Paramedical
Institutes) in favour of the Bethesda Institute of Health Sciences, Visakhapatnam with a
view to plug the loop hole and to avoid further irregularities, if in case the representation
petition of Bethesda Institute is considered for recognition to avoid legal complications in the
matter.
5. The Government after careful examination of the proposal of the Secretary, Andhra
Pradesh Para Medical Board, Hyderabad, have decided to consider the request made by
the Director, Bethesda Institute of Health Sciences, at D.No.10-97, Plot No.229, Sector–IV,
Visalakshi Nagar, Near Revenue Park, Visakhapatnam-43 and also accord permission to
impart training in the Multi Purpose Health Assistant (Male) Course with a maximum intake
capacity of Sixty (60) seats per annum with immediate effect, subject to final out come of
W.P.No.1790/2008 pending in Hon’ble High Court and other cases/enquiries pending. No
branch other than certificate of Public Health and Sanitation Technology course is
permitted. In case of any violation is noticed in future the permission granted supra will be
liable for cancellation in addition to the initiation of Criminal cases without any prior notice.
6. The Secretary of Andhra Pradesh Para Medical Board, A.P., Hyderabad shall take
necessary further action in the matter accordingly.
