O R D E R: -
In the G.O. 1st read above, orders were issued sanctioning “Scheme for Up-
gradation of infrastructure in Govt. Hospitals” under Aarogyasri Programme. Sanction
was also issued for an amount of Rs.55.00 crores (Rupees fifty five crore only) for
procurement of equipment and Rs.10.00 crores (Rupees ten crore only) for upgradation
of wards in (17) Hospitals under the control of Director of Medical Education, Andhra
Pradesh, Hyderabad and (24) Hospitals under the control of Commissioner, A.P. Vaidya
Vidhana Parishad, Hyderabad under As the entire exercise was to go in a planned,
systematic and in a time bound manner, the entire work was decided to entrust on a
turn-key basis to a single company or to a consortium of two companies, with a
comprehensive responsibility of supply and installation of equipment, site preparation
and maintenance of equipment for five years.
2. In the reference 2nd read above, the Managing Director, Andhra Pradesh Medical
Services and Infrastructure Development Corporation, Hyderabad has reported that
despite best efforts, no competitive proposals received from the bidders on the desired
lines and the issue was discussed in the Steering Committee meetings held on
12.07.2011 and 25.08.2011. In view of this position and to avoid further delays, the
Steering Committee suggested modifying the plan of action for the procurement of
equipment with the approval of the Government.
3. Accordingly, the Managing Director, Andhra Pradesh Medical Services and
Infrastructure Development Corporation, Hyderabad, in the reference 2nd read above,
has sent proposals among others suggesting (i) procurement of equipment from
multiple suppliers by grouping similar items, (ii) limiting the scope of work of the supplier
to only the supply of equipment with (3) years warranty and (4) years Annual
Maintenance Contract, (iii) entrusting the civil works component to respective Executive
Engineers of the Andhra Pradesh Medical Services and Infrastructure Development
Corporation, (iv) entrust the Andhra Pradesh Medical Services and Infrastructure
Development Corporation with the responsibility of establishment of full-fledged Bio-
Medical Engineering Wing to maintain the complete inventory of the Health, Medical
and Family Welfare Department and (v) to create a Project Management Unit in the
Andhra Pradesh Medical Services and Infrastructure Development Corporation for
monitoring the purchase and coordinating various project requisites.

4. The matter has been examined by the Government and considered that the
present system of putting together all types of equipment in one bid needs to be
reviewed and changed as there was no response from the bidders. Moreover, in the
market the manufacturers/dealers deal with only a few types of specialized equipment.
Hence, it is felt necessary to unbundle the package of equipments and call for bids
separately for different types of equipment. Accordingly, the following amendment is
issued to G.O.Ms.No.181, HM & FW (M2) Dept., dated: 09.08.2010 for betterment of
procurement system:

I) For the existing sub para (b) of para (4), the following shall be substituted namely:
4(b) “The project involves procurement of about 1500 items of equipment for different
Departments. In the procurement process, the APMSIDC shall follow the
prescribed procedure and all the standard terms and conditions which include
also the following: -
1. the equipment may be procured from multiple suppliers by systematically
grouping similar items.
2. latest and updated version of equipment shall be procured.
3. the equipment shall be procured with 3 years warranty and 4 years CMC / AMC.,
4. the supplier shall install, commission the equipment and shall prove its
satisfactory performance through trial runs. The supplier shall also impart training
to the person / persons concerned for handling the equipment and its upkeep.
5. the Up-gradation of the wards and other civil works component may be entrusted
to respective Executive Engineers of the APMSIDC by suitably synchronizing it
with the procurement plan.
6. The APMSIDC shall establish a full-fledged Biomedical engineering wing, to
maintain the complete inventory of the equipment of HM&FW Dept.
II) For the existing sub para (c) of Para (4), the following shall be substituted, namely:
4(c) “A Project Management Unit shall be established in the APMSIDC by deploying
officials concerned from Heads of Departments, viz., Director of Medical Education
and the Commissioner, A.P. Vaidya Vidhana Parishad, for centralized monitoring
the procurement, installation and utilization of equipment under the Scheme”.
5. The Managing Director, Andhra Pradesh Medical Services and Infrastructure
Development Corporation, Hyderabad the Director of Medical Education, Andhra
Pradesh, Hyderabad and the Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad
shall take necessary further action accordingly.
6. This order issues with the concurrence of the Finance (Expr.M&H.I) Department,
vide their U.O.No.430/11/A1/Expr.M&H.1/2011, dated: 18-01-2012.
