From CCLA’s Lr.No. B3/1726/2011, dt.29.01.2012. -:oOo:- O R D E R: The District Collector, Chittoor has reported that the Zonal Manager, APIIC, Tirupati has requisitioned for Government and DKT lands in Bodumalluvaripalle, (Ac.95.97 cts Government land, 95.85 acres of DKT land), Vepulabailu (Ac.69.43 cts Govt. land, 90.60 acres of DKT land), Mudupulavemula (Ac.88.54 Govt. land, 116.68 acres of DKT land) and Doddipalle (Ac.18.14 cts Govt.land, 122.78 acres of DKT land) total extent of 272.08 acres of Govt. land and 425.91 acres of DKT land admeasuring total extent of 697.99 acres which is proposed for establishment of the Industrial Park. 2. In the reference 1st read above, the Collector, Chittoor has submitted among others, one proposal in respect of Vepulabailu Village for alienation of 90.60 acres of (DKT land) resumed lands and 11.11 acres of Government land total extent of 101.71 acres of land in Vepulabailu Village. The Tahsildar, Piler has resumed the DKT lands in favour of Government vide Procdgs.No.B/363/VB/2011, dt.10.11.2011 on payment of ex-gratia to the DKT pattadars. The classification of the lands was changed as AWD and these lands are vested with the Government. 3. The Sub-Collector, Madanapalle has categorized the resumed lands in two categories and proposed rates for payment of ex-gratia to the DKT Pattadars as detailed below in terms of G.O.Ms.No.1307, Revenue (Assn.I) Dept., dt.23.12.1993: Category-1: Lands situated nearer to : Rs.3,00,000/- per acre + 30% NH.205 Road (Extent Ac.9.49 Cts) solatium i.e. Rs.3,90,000/- per acre. Category-2: Remaining lands : Rs.1,50,000/- per acre + 30% (Extent Ac.81.11 Cts) solatium i.e. Rs.1,95,000/- per acre 4. A-1 notice was published and no objections were received. The Grampanchayat passed resolution for alienation of lands in question. P.T.O.// 2 // 5. In view of the above, the District Collector, Chittoor has furnished the alienation proposal to an extent of Ac.101.71 cents in Sy.No.26/2 etc., of Vepulabailu (V), Piler (M), Chittoor District in favour of the Zonal Manager, APIIC, Tirupati for establishment of Industrial Park on payment of market value + 30% Solatium to the DKT lands as per G.O.Ms.No.1307, Revenue (Assn.I) Dept., dt.23.12.1993. 6. In the references 2nd and 3rd read above, the Special Chief Secretary & Chief Commissioner of Land Administration, Hyderabad has stated that, the above alienation proposal of the District Collector, Chittoor has been placed before the Empowered Committee meeting held on 27.1.2012 and the said committee has recommended it on payment of following values. Sl Category of land Extent Recommended value No. 1 Category-1: Ac.9.49 Cts Rs 3.90 lakhs per acre + Lands situated 20% of basic value over and nearer to NH.205 above exgratia as Road administrative charges; 2 Category-2: Ac.81.11 Cts Rs.1,95,000/- per acre + Remaining lands 20% of basic value over and situated in above exgratia as between the lands administrative charges; Rain fed lands 3 Govt land Ac11-11 cents Rs 1.10 lakhs per acre 7. Government after careful examination of the proposal, hereby order for alienation of Government and DKT land to an extent of Ac.101-71 cents in Sy.No.26/2 etc., of Vepulabailu (V), Piler (M), Chittoor District in favour of the Zonal Manager, APIIC, Tirupati for establishment of Industrial Park on payment of values as mentioned below, as recommended by the Empowered Committee, subject to usual terms and conditions as laid down in BSO.24 and other conditions if any in force and as found necessary: Sl Category of Extent Recommended value No. land 1 Category-1: Ac.9.49 Cts Rs 3.90 lakhs per acre + DKT lands 20% of basic value over Lands situated and above exgratia as nearer to administrative charges; NH.205 Road 2 Category-2: Ac.81.11 Cts Rs.1,95,000/- per acre + DKT lands 20% of basic value over Remaining and above exgratia. lands situated in between the lands Rain fed lands 3 Govt land Ac 11-11 cents Rs 1.10 lakhs per acre Total Land Ac101-71 cents Contd. 3// 3 // 8. The District Collector, Chittoor shall take further necessary action in the matter and to ensure that the payment of the cost of land is made by the APIIC and credit the amount to the relevant Head of Account and inform the credit particulars to the Government, immediately.
