Members of Secretariat Associations, Dt:18-01-2012.

ORDER :
In the reference cited above, Presidents and Staff Members of
Secretariat Associations have submitted a representation stating that due to
the joining of Direct Recruit Assistant Section Officers in the year 2002, some
promotee Assistant Section Officers were accommodated in the
supernumerary posts to avoid reversions. In the mean time 240 TCA posts
have been upgraded to that of Assistant Section Officers and the Typist-cum-
Assistants were promoted as Assistant Section Officers. Hence a dispute has
arisen regarding the seniority between Direct Recruits and Promotees.
The Andhra Pradesh Administrative Tribunal, vide its Judgment dated
30.9.2011 in O.A.No. 424/2010 and batch filed by the direct recruits of 2002
batch, directed the Government to assess the vacancies from the year 1992,
from the date on which the vacancies were last notified for the recruitment
of ASOs and fix the seniority between Promotees and Direct Recruits. The
Association has requested to constitute a Committee of Officers to give
recommendations for settling the Seniority disputes between Direct Recruit
ASOs, Supernumerary ASOs, Transferee ASOs etc., from the date of
formation of Single Unit in 1983 till date.
2. Government after careful examination of the request, have decided to
Constitute a Committee with the following composition to recommend
guidelines for fixation of Seniority of ASOs under the control of General
Administration (Single Unit) Department;
