MS Notice No. 05 of 2023 - Addendum to M.S. Notice No. 04 of 2022 dated 04.04.2022 regarding Continued Professional Competence of Seafarers in possession of Certificate of Competency (CoC) of Nautical Discipline - reg
Merchant Shipping Notice No. 05 of 2023, dated 26.04.2023, issued by the Directorate General of Shipping, Mumbai, serves as an addendum to M.S. Notice No. 04 of 2022 dated 04.04.2022. The notice addresses the continued professional competence of seafarers in possession of a Certificate of Competency (CoC) of Nautical Discipline. Representations have been received from stakeholders regarding issues faced during the implementation of M.S. Notice No. 04 of 2022 and subsequent clarifications (M.S. Notice No. 07 of 2022 dated 13.07.2022). The matter is being re-examined in totality, and the aforesaid M.S. Notices are directed to be kept in abeyance until further orders. All MMDs are advised to follow the procedure for re-validation of certificate of competencies, which existed immediately prior to issuance of the M.S. Notice No. 04 of 2022. This Directorate has received representations from the stakeholders such as, nautical
offrcers, shipping companies, and shipping companies associations, regarding the issues being faced
during implementation of the M.S. Notice No. 04 of 2022 dated 04.04.2022, and the subsequent
clarifications issued by this Directorate on the aforesaid M.S. Notice, vide M.S. Notice No. 07 of
2022 dated 13.07 .2022.

This matter is being re-examined by this Directorate in totality and in a holistic marurer,
encompassing all parts thereoff. Hence, in the interim the aforesaid M.S Notice(s) are hereby
directed to be kept in abeyance till further orders.
3. All MMDs are advised to follow the procedure for re-validation of certificate of
competencies, which existed immediately prior to issuance of the M.S. Notice No.04 of 2022.
