The Mumbai Port Authority (MbPA) signed an Agreement with NBCC (India) Limited, a Navratna
Central Public Sector Enterprise under the Ministry of Housing and Urban Affairs, for the
planning, designing and implementation of a Central Government Office (CGO) Complex at
Cotton Green, Mumbai on Tuesday.
Executed on December 23, 2025, the Agreement marks a key milestone in MbPA’s strategy to
transform strategically located port land into high-value institutional infrastructure. This
initiative strengthens governance, optimises land utilisation, and supports Mumbai’s urban
regeneration.
Under the Agreement, NBCC will serve as the project implementation agency on a turnkey,
deposit-work basis. It will deliver end-to-end services, including master planning, architectural
