िबदक, दिल्ली जविेष रूप स े सर्िायों के महीनों के िौरान गंभीर वाय ु प्रिषू ण का सामना करती ह,ै तथा प्रिषू कों िैसे दक कण पिाथ ा (पीएम 2.5 और पीएम 10) का स्ट्तर अक्सर जनधााररत राष्ट्रीय पररवेिी वाय ु गुणवत्ता मानकों स ेअजधक हो िाता ह;ै और िबदक, राष्ट्रीय रािधानी क्षत्रे दिल्ली को वाय ु (प्रिषू ण जनवारण एव ं जनयंत्रण) अजधजनयम, 1981 की धारा 19 के अन् तगात दिनांक 20.02.1987 की अजधसूचना द्वारा वाय ुप्रिषू ण जनयंत्रण क्षत्रे घोजषत दकया गया ह;ै और िबदक, राष्ट्रीय रािधानी क्षत्रे और आसपास के क्षेत्रों म ेंवाय ु गणु वत्ता प्रबंधन आयोग (सीएक्यूएम) न े दिनांक 21.11.2025 के आिेि के माध्यम स ेसंिोजधत ग्रेडडे ररस्ट्पांस एक्िन प्लान (िीआरएपी) िारी की ह,ै िो प्रजतकूल वाय ुगणु वत्ता को चार चरणों म ेंवगीकृत करती ह,ै अथाात् चरण I (एक्यआू ई 201-300), चरण II (एक्यूआई 301-400), चरण III (एक्यूआई 401-450) और चरण IV (एक्यूआई >450); 4661 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] और िबदक, दिल्ली राष्ट्रीय रािधानी क्षत्रे म ें वाय ु प्रिषू ण के मुद्द े की न्याजयक जनगरानी भारत के माननीय सवोच्च न्यायालय द्वारा भी की िा रही ह;ै और िबदक, जपछल े तीन वषों, अथाात् 2023-24, 2024-25 और 2025-26 के वायु गणु वत्ता सूचकांक (एक्यूआई) आंकडों की िांच स ेपता चलता ह ैदक वाय ुगुणवत्ता सामान् यत: प्रजत वष ा1 नवंबर स े15 फरवरी की अवजध के िौरान खराब होने लगती ह,ै जिसम ेंऔसत एक्यआू ई 312-342 के बीच रहता ह,ै िबदक अजधकतम एक्यआू ई 461-494 के बीच रहता ह;ै और िबदक, सर्िायों के महीनों के िौरान वाय ु प्रिषू ण जनयंत्रण के जलए, राष्ट्रीय रािधानी क्षेत्र दिल्ल ी सरकार द्वारा समय-समय पर जवजभन्न जनििे /अजधसूचनाए/ं प्रिासजनक आिेि िारी दकए गए थ,े जिनमें वाय ु गुणवत्ता प्रबंधन आयोग (सीएक्यूएम) द्वारा ग्रडे ेड ररस्ट्पांस एक्िन प्लान (िीआरएपी) को लाग ू करन े के आिेिों का अनुपालन आदि िाजमल ह।ैं और िबदक, िनता की सुजवधा के जलए तथा स्ट्पष्टता, जस्ट्थरता और प्रभावी प्रवतना सुजनजित करन े के जलए, पूवावती समस्ट्त जनिेिों, अजधसूचनाओं और प्रिासजनक आििे ों की व्यापक रूप स े समीक्षा की गई ह,ै उन्ह ें समेदकत दकया गया ह ै और वतामान जनिेि म ें समाजहत कर जलया गया ह;ै और िबदक, सरकार, सर्िायों के महीनों के िौरान वायु प्रिषू ण की असाधारण और आवती प्रकृजत से अवगत होते हुए, इसके प्रजतकूल प्रभावों को कम करने के जलए गहन और समयबद्ध हस्ट्तक्षपे करने के जलए आवश्यक मानती है, िबदक सावािजनक स्ट्वास्ट््य की सुरक्षा तथा आवश्यक आर्थाक और सामाजिक गजतजवजधयों की जनरंतरता के बीच एक संतुलन सुजनजित करती है; अब इसजलए, दिल्ली म ेंप्रजतवष ा1 नवंबर स े28 फरवरी तक पररवेिी वाय ुगुणवत्ता म ेंबार-बार होने वाली जगरावट की घटना को िेखत े हुए, इस अवजध के िौरान वाय ु प्रिषू ण जनयंत्रण पर समस्ट्त पूवावती जनििे ों/आिेिों/अजधसूचनाओं के अजधक्रमण में तथा गृह मंत्रालय, भारत सरकार द्वारा िारी दिनांक 10.09.1992 की अजधसूचना संख्या एसओ 667(ई) के साथ परित पयाावरण (संरक्षण) अजधजनयम, 1986 की धारा 5 के अन् तगात प्रित्त िजियों का प्रयोग करते हुए, एति द्वारा जनम्नजलजखत जनििे प्रजतवषा दिनांक 01 नवबं र स े28 फरवरी तक या ऐसी अन्य अवजध के जलए, िसै ा जनर्िष्टा दकया िा सकता ह,ै अनपु ालन हते ुिारी दकए िात े ह:ैं I. वाहन प्रिषू ण जनयत्रं ण हते :ु 1. पीयसू ीसी आवश्यकता का प्रवतना : परू े वष ा राष्ट्रीय रािधानी क्षत्रे दिल्ली म ें सभी पेरोल, डीिल और सीएनिी/एलपीिी खुिरा िकु ानों पर वैध प्रिषू ण जनयंत्रण प्रमाण पत्र (पीयूसीसी) प्रस्ट्ततु करन े पर ही मोटर वाहनों को ईंधन दिया िाएगा। एएनपीआर या अन्य माध्यमों स ेपहचान ेगए सभी वाहन, जिनके पास वधै प्रिषू ण जनयंत्रण प्रमाण पत्र नहीं ह ैऔर िो पेरोल पंपों स े ईंधन लेत े पाए िात े ह,ैं उन पर उजचत िुमााना लगाया िाएगा। िहां भी लागू हो, पीयूसीसी का सत्यापन भौजतक प्रमाण पत्रों, एएनपीआर और/या इलक्े रॉजनक सत्यापन प्रणाजलयों, जिनम ें वीएएचएएन या कोई अन्य केंद्रीकृत डेटाबेस िाजमल ह,ै के माध्यम स े दकया िा सकता ह।ै इंजडयन ऑयल कॉपोरेिन जलजमटेड, भारत पेरोजलयम कॉपोरेिन जलजमटेड, हहिं स्ट्ु तान पेरोजलयम कॉपोरेिन जलजमटेड, इंद्रप्रस्ट्थ गैस जलजमटेड, ररलायंस इंडस्ट्रीि जलजमटेड (ररलायंस पेरोजलयम), अन्य सभी पेरोल/डीिल/सीएनिी पंप/स्ट्टेिन/खुिरा आउटलेट, खाद्य आपूर्ता एव ं उपभोिा मामल े जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, पररवहन जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, दिल्ली नगर जनगम और दिल्ली यातायात पुजलस के साथ जमलकर इस जनििे का कडाई स ेअनुपालन सुजनजित करेंगे।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 2. दिल्ली के बाहर पिं ीकृत वाहनों पर प्रविे प्रजतबधं : दिनाकं 01 नवबं र स े31 िनवरी तक, राष्ट्रीय रािधानी क्षत्रे दिल्ली के बाहर पंिीकृत और बीएस-VI उत्सिान मानकों स े नीच े के सभी मोटर वाहनों को दिल्ली म ें चलन े की अनुमजत नहीं होगी। पररवहन जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, दिल्ली नगर जनगम और दिल्ली यातायात पुजलस इस जनिेि का कडाई स ेअनुपालन सुजनजित करेगी। छूट: उपरोि प्रजतबंध जनम्नजलजखत पर लाग ूनहीं होगा: i. संपीजडत प्राकृजतक गैस (सीएनिी) या जवद्युत ऊिाा से चलन ेवाले वाहन; ii. आपातकालीन और संप्रभ ुकतव्या के जलए उपयोग दकए िान ेवाले वाहन, जिनम ेंएम्बुलेंस, अजििमन वाहन और पुजलस वाहन िाजमल ह;ैं iii. पयाावरण जवभाग राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा जविेष रूप से छूट िी गई वाहनों की कोई अन्य श्रेणी। 3. पार्किंग िल्ु क िगु नु ा करना: (1 नवम्बर स े28 फरवरी) जनिी वाहनों के उपयोग को हतोत्साजहत करने के जलए अजधकृत पार्किंग स्ट्थलों पर मौिूिा पार्किंग िुल्क को िगु ुना दकया िाएगा। दिल्ली मेरो रेल जनगम (डीएमआरसी) के स्ट्वाजमत्व और प्रबंधन वाले पार्किंग स्ट्थल, िो आवश्यक सावािजनक पररवहन संपका और पाका-एंड-राइड सुजवधाएं प्रिान करत े ह,ैं पार्किंग िल्ु क म ें वृजद्ध स े संबंजधत उपरोि जनिेिों के िायरे स े बाहर रहगें े। िहरी स्ट्थानीय जनकाय (यूएलबी) इस जनििे का कडाई से अनपु ालन सुजनजित करेंगे। 4. यातायात भार कम करना: 4.1 दिनाकं 01 नवबं र स े28 फरवरी तक, व्यस्ट्त समय के िौरान सडक पर भीडभाड कम करने और वाहनों स ेहोन ेवाल ेउत्सिान को कम करन े के जलए जवजभन्न जवभागों/कायाालयों द्वारा क्रमबद्ध तरीके स े कायाालय समय का पालन दकया िाएगा: दिल्ली नगर जनगम (एमसीडी) के अधीन कायाालय सुबह 8:30 बि े स ेिाम 5:00 बि े तक राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार (िीएनसीटीडी) के सुबह 10:00 बि े स ेिाम 6:30 बि े तक अधीन कायाालय 4.2. दिनाकं 01 नवबं र स े31 िनवरी तक, सरकारी और जनिी कायाला यों म ेंकमचा ाररयों की सख्ं या म ें50% की कमी की िाएगी: 4.2.1 राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार के अधीन सरकारी कायाालयों हते ु सभी प्रिासजनक सजचव और जवभागाध्यक्ष जनयजमत रूप स े कायाालय म ें उपजस्ट्थत रहगें े, लेदकन कायाालय म ें कमाचाररयों की संख्या 50% स े अजधक नहीं होनी चाजहए। िेष 50% कमाचारी घर स े काय ा करेंगे, बिते दक प्रिासजनक सजचव और जवभागाध्यक्ष आवश्यक और आपातकालीन सावािजनक सेवाओं की जनबााध आपूर्त ा सुजनजित करन े के जलए आवश्यकतानुसार अजधकाररयों/कमाचाररयों को कायाालय म ें बलु ा सकते ह।ैं 4.2.2 राष्ट्रीय रािधानी क्षत्रे दिल्ली के भीतर कायारत जनिी कायाालयों हते ु राष्ट्रीय रािधानी क्षत्रे दिल्ली म ेंकायारत सभी जनिी कायाालयों म ेंकमाचाररयों की व् यजिगत उपजस्ट्थजत 50% स ेअजधक नहीं होनी चाजहए। िेष कमाचाररयों को घर स े काम करना अजनवाय ाहोगा।4 DELHI GAZETTE : EXTRAORDINARY PART IV] सभी जनिी संस्ट्थाओं को आगे जनम्नजलजखत काय ा करने होंग:े क. अलग-अलग समय पर काम करने के घंटे लाग ू करें, ख. घर स ेकाम करन े के जनयमों का कडाई स ेपालन सुजनजित करें। ग. कार-पूहलंग, राइड-िेयररंग, सावािजनक बस का उपयोग, सावािजनक पररवहन को बढावा िेना आदि िैसे तरीकों स े कायाालय आने-िान े स े संबंजधत वाहनों की आवािाही को कम करें। 4.3 छूट: आवश्यक एवं आपातकालीन सेवाओं को इन जनिेिों से छूट प्रिान की िाएगी, जिनम ेंिाजमल ह,ैं परंत ुइन्हीं तक सीजमत नहीं ह—ैं अस्ट्पताल एवं अन्य सावािजनक/जनिी स्ट्वास्ट््य सेवा संस्ट्थान; अजििमन सेवाएं; कारागार; सावािजनक पररवहन; जबिली, िलापूर्त,ा स्ट्वच्छता एवं संबंजधत नगर जनगम सेवाएं; आपिा प्रबंधन तथा संबंजधत आपातकालीन प्रजतदक्रया सेवाएं; और वन, पयाावरण, वायु प्रिषूण जनयंत्रण, जनगरानी, िमन एवं प्रवतान गजतजवजधयों में सलं ि जवभाग/एिेंजसयां, जिनम ें बायोमास िलाने की रोकथाम, धूल जनयंत्रण, ग्रेप उपायों के कायाान्वयन/प्रवतान तथा संबंजधत पयाावरण प्रबंधन कायों के जलए तैनात टीम ेंिाजमल ह।ैं पयाावरण जवभाग द्वारा समय समय पर आवश्यक या आपातकालीन प्रकृ-जत की घोजषत की िान-े वाली अन्य सेवाओं को भी इन जनिेिों से छूट प्राप्त होगी। 4.4 सभी जवभागों/संगिनों के प्रमुख, जिला मजिस्ट्रेट तथा जिला पुजलस उपायुि के साथ-साथ सभी संबंजधत प्राजधकारी उपरोि जनिेिों को लागू करेंगे। जिला मजिस्ट्रेट, पुजलस उपायुि और स्ट्थानीय जनकाय इस जनििे का प्रचार-प्रसार करेंग ेतादक िनता जनिेिों के उल्लंघन संबंधी सूचना ि ेसके तथा यह भी सुजनजित करेंग ेदक राष्ट्रीय रािधानी क्षत्रे दिल्ली म ेंकायारत सभी जनिी कायाालय इन जनिेिों का अनुपालन सुजनजित करें। II. धलू प्रिषू ण जनयत्रं ण हते ु: 1. ज़रूरी साविा जनक बजु नयािी ढाचं ा पररयोिनाओं को छोडकर, धलू उत्पन्न करन े वाली जवध्वसं गजतजवजधयों और बाहरी जसजवल जनमाणा गजतजवजधयों (दिनाकं 01 नवबं र स े 31 िनवरी तक) पर प्रजतबधं रहगे ा, जनमााण स्ट्थल के भीतर दफजनहिंग/प्लंहबंग/इलेजक्रकल आदि का काय ा जनमााण और जवध्वंस अपजिष्ट प्रबंधन जनयमों तथा धलू रोकथाम/जनयंत्रण मानिंडों के सख्त अनुपालन के साथ अनुमत ह।ैं जनमााण/जवध्वंस सामग्री का पररसर के बाहर भंडारण/डंहपगं सख्त रूप स े प्रजतबंजधत ह ैऔर उल्लघं न करने पर िुमााना लगाया िाएगा। 2. दिनाकं 10 दिसबं र स े 20 िनवरी तक सावािजनक सुजवधा को प्रभाजवत करन े वाली महत्वपूणा सरकारी पररयोिनाओं और आपातकालीन जस्ट्थजतयों को छोडकर, जनमाणा और जवध्वसं गजतजवजधयों पर पणू ाप्रजतबधं रहगे ा। 3. जनमाणा सामग्री ल ेिान ेवाल ेवाहनों के प्रविे पर प्रजतबधं 10 दिसबं र स े 20 िनवरी तक की अवजध के िौरान, जनमााण और जवध्वंस गजतजवजधयों पर प्रजतबंध के साथ, जनमाणा सामग्री ले िाने वाले दकसी भी वाहन को, जिसमें रेत, बिरी, पत्थर, ईंटें, सीमेंट, रेडी-जमक्स कंक्रीट, मलबा या इस प्रकार की कोई भी सामग्री िाजमल ह,ै राष्ट्रीय रािधानी क्षेत्र दिल्ली म ेंप्रवेि करने की अनुमजत नहीं होगी। पररवहन जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, दिल्ली नगर जनगम और दिल्ली यातायात पुजलस यह सुजनजित करेंग े दक इस जनिेि का कडाई से पालन दकया िाए, जिसमें सभी प्रवेि हबंिओंु और िहर की सीमा के भीतर जनगरानी करना िाजमल ह।ै छूट: उपरोि प्रजतबंध जनम्नजलजखत पर लाग ूनहीं होगा: i. राष्ट्रीय महत्व या रणनीजतक महत्व की पररयोिनाओं म ेंलग ेवाहन।[PART IV DELHI GAZETTE : EXTRAORDINARY 5 ii. सावािजनक सुजवधा को प्रभाजवत करन ेवाली आवश्यक सावािजनक अवसंरचना और उपयोजगता सेवाओं के जलए तैनात वाहन, जिनमें िल आपूर्त,ा सीवरेि, जबिली और पररवहन सबंंधी काया िाजमल ह;ैं iii. आपिा प्रबंधन, सावािजनक सुरक्षा और तत्काल मरम्मत/पनुस्ट्थाापन गजतजवजधयों सजहत आपातकालीन कायों में लग ेवाहन; iv. वाहनों की कोई अन्य श्रेणी जिसे पयाावरण जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार द्वारा जविेष रूप से छूट िी गई हो। 4. एंटी-स्ट्मॉग गन/जमस्ट्ट जसस्ट्टम की स्ट्थापना 3,000 वग ा मीटर से अजधक जनर्मात क्षेत्र वाली सभी वाजणजज्यक ऊंची इमारतों, जिनमें मॉल, होटल, कायाालय भवन और िी+5 और उससे अजधक ऊंचाई वाली अन्य संस्ट्थागत इमारत ें िाजमल हैं, को अपने पररसर के भीतर अजनवाया रूप से एंटी- स्ट्मॉग गन (अनलु िक-1 म ें दिए गए दििा-जनििे ों के अनुसार) या जमस्ट्ट जसस्ट्टम (अनलु िक-2 म ें दिए गए जवजनिेिों के अनुसार) स्ट्थाजपत करना होगा। मानसनू और भीषण गमी के मौसम को छोडकर, यानी 1 मई स े 15 जसतबं र तक, ऐसी प्रणाजलयााँ परू े वष ा चाल ूरहगें ी। ऐसी सभी स्ट्थापनाएाँ 15 अगस्ट्त को या उससे पहले पूरी कर ली िानी चाजहए। इसके अजतररि, जनमाणा चरण के िौरान धलू को प्रभावी ढंग स ेजनयजं त्रत करन ेके जलए, 1,000 वग ामीटर से अजधक के भूखंड क्षेत्र वाले सभी जनमााणाधीन स्ट्थलों पर जमस्ट्ट जसस्ट्टम की स्ट्थापना अजनवाया होगी। दिल्ली प्रिषू ण जनयंत्रण सजमजत, दिल्ली नगर जनगम, नई दिल्ली नगर पाजलका पररषि और दिल्ली जवकास प्राजधकरण उपरोि जनिेिों का कडाई से अनुपालन, जनगरानी और प्रवतान सुजनजित करेंगे। दिल्ली प्रिषू ण जनयंत्रण सजमजत, रािस्ट्व जवभाग, यूएलबी और सभी सडक स्ट्वाजमत्व/रखरखाव/जनमााण एिेंजसयों को जनिेिों का व्यापक प्रचार और कायाान्वयन सुजनजित करना होगा। III. खलु े म ेंआग िलान े पर प्रजतबधं हते :ु 1. खलु ेम ेंआग िलान ेकी रोकथाम के जलए आवासीय कल्याण सघं ों/सस्ट्ं थानों/प्रजतष्ठानों का िाजयत्व प्रत्येक आवासीय कल्याण संघ, हाउहसंग सोसाइटी, संस्ट्था, सरकारी या जनिी प्रजतष्ठान, िेकेिार, एिेंसी, अथवा सुरक्षा, स्ट्वच्छता, बागवानी, हाउसकीहपंग, रखरखाव या अन्य संबंजधत सेवाओं में लग े या तनै ात कर्मायों को जनयोजित करन े वाली दकसी भी अन्य इकाई का यह िाजयत् व होगा दक वह अपने पररसर अथवा अपने स्ट्वाजमत्व, कब्ि,े प्रबंधन, पयावेक्षण या जनयंत्रणाधीन क्षेत्रों में दकसी भी प्रकार के खुले में िलाने पर प्रभावी जनगरानी, पयावेक्षण एवं रोकथाम हते ु सभी आवश्यक उपायों का कायाान्वयन सुजनजित करे। ऐसी संस्ट्थाएं आवश्यकतानुसार उपयुि व्यवस्ट्थाएं करेंगी, जिनमें जबिली अथवा अन्य स्ट्वीकृत स्ट्वच्छ/गरै -प्रिषू णकारी ईंधनों के माध्यम स े पयााप्त ताप व्यवस्ट्था उपलब्ध कराना भी िाजमल होगा, तादक उनके अजधकार या जनयंत्रण के अधीन कायारत, जनयोजित, तैनात अथवा अन्य दकसी प्रकार से काय ाकरन ेवाला कोई भी व्यजि कचरा, बायोमास, पजत्तयां, गाबेि, प्लाजस्ट्टक या दकसी अन्य सामग्री को प्रजतबंजधत रूप से खलु े म ेंन िलाए। उपरोि जनििे ों का पालन न करने की जस्ट्थजत में, अथवा दकसी प्रकार की चूक या लापरवाही के पररणामस्ट्वरूप प्रजतबंजधत खुले में आग िलाने की घटना होने पर, संबंजधत संस्ट्था एवं जिम्मेिार व्यजियों के जवरुद्ध उपयुि िडं ात्मक कारावाई की िाएगी, साथ ही पयाावरण (संरक्षण) अजधजनयम, 1986, वायु (प्रिषू ण जनवारण एव ं जनयंत्रण) अजधजनयम, 1981 के लाग ू प्रावधानों तथा अन्य लाग ू कानूनों, जनयमों, जवजनयमों या उनके अंतगता िारी दििाजनििे ों या जनिेिों के अनुसरण म ें पयाावरणीय क्षजतपूर्त ा (ईसी) का अजधरोपण एवं वसलू ी भी िाजमल ह।ै6 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. प्रवतना , जनगरानी और ररपोर्टिंग रािस्ट्व जवभाग, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार यह सुजनजित करेगा दक उपरोि जनििे ों का व्यापक प्रसार हो और िमीनी स्ट्तर पर इनका कडाई से पालन दकया िाए। दिल्ली प्रिषू ण जनयंत्रण सजमजत, रािस्ट्व जवभाग, यूएलबी खलु ेमें आग िलान ेकी घटनाओं के जखलाफ जनरंतर सतकाता बनाए रखेगी, जिसम ें ड्रोन आधाररत जनगरानी िैस े हवाई जनगरानी का उपयोग भी िाजमल है, जविेष रूप स े रात वाली लागत प्रभावी तकनीकों का पता लगा सकते ह)ैं : • ररवसा ऑस्ट्मोजसस (आरओ) जसस्ट्टम की आपूर्त,ा स्ट्थापना, परीक्षण और कमीिहनगं की क्षमता 2000 लीटर प्रजत घंटा (एलपीएच) (और आउटपटु पानी में टीडीएस 50 पीपीएम तक) होनी चाजहए और यह कुिल संचालन के जलए हाई-प्रेिर पंप, मेम्ब्रेन, दफल्टर और संबंजधत पाइहपगं सजहत सभी आवश्यक घटकों से सुसजित होना चाजहए। • इस प्रणाली में एक हाई-प्रेिर पपं िाजमल होगा िो मेम्ब्रेन के बेहतरीन प्रििान के जलए आवश्यक िबाव प्रिान करन े में सक्षम होगा, आमतौर पर लगभग 10-15 बार, और पानी की जस्ट्थजतयों को संभालने के जलए इसमें िंग-रोधी सामग्री का उपयोग दकया गया हो। • आरओ 23rd June, 2026 F. No. 10(39)/ENV/2021— Whereas Delhi faces severe air pollution, particularly during winter months, and levels of pollutants such as Particulate Matter (PM2.5 and PM10) frequently exceed the prescribed National Ambient Air Quality Standards; And whereas the entire National Capital Territory of Delhi has been declared as an Air Pollution Control Area under Section 19 of the Air (Prevention and Control of Pollution) Act, 1981 vide notification dated 20.02.1987; And whereas the Commission for Air Quality Management (CAQM) in National Capital Region and Adjoining Areas has issued the revised Graded Response Action Plan (GRAP) vide Order dated 21.11.2025, which categorizes adverse air quality into four stages, namely Stage I (AQI 201–300), Stage II (AQI 301–400), Stage III (AQI 401–450) and Stage IV (AQI >450); And whereas the issue of air pollution in Delhi NCR is also being judicially monitored by Hon'ble Supreme Court of India; And whereas, an examination of the Air Quality Index (AQI) data for the last three years, i.e., 2023 - 24, 2024 - 25 and 2025 - 26, indicates that air quality generally starts deteriorating during the period from 1st November to 15th February every year, wherein the median AQI ranges between 312 - 342, while the maximum AQI ranges between 461 – 494; And whereas, for air pollution control during winter months, various directions/ notifications / administrative orders had been issued from time to time by GNCTD, including compliance with the orders of invoking of Graded Response Action Plan (GRAP) by the Commission for Air Quality Management (CAQM) etc. And whereas, for the convenience of the public and to ensure clarity, consistency, and effective enforcement, all earlier directions, notifications, and administrative orders have been comprehensively reviewed, consolidated, and subsumed into the present direction; And whereas, the Government, being cognizant of the extraordinary and recurring nature of air pollution during winter months, considers it necessary to undertake intensified and time-bound interventions to mitigate its adverse impacts, while ensuring a calibrated balance between protection of public health and continuity of essential economic and social activities;[PART IV DELHI GAZETTE : EXTRAORDINARY 9 Now, therefore, in view of the recurring phenomenon of deterioration in the ambient air quality in Delhi from 1st November till 28th February every year, in supersession of all earlier directions/orders/notifications on air pollution control during this period and in exercise of the powers conferred under Section 5 of the Environment (Protection) Act, 1986, read with Notification No. S.O. 667(E) issued by the Ministry of Home Affairs, Government of India, dated 10.09.1992, the following directions are hereby issued, for compliance from 1st November to 28th February every year, or for such other period as may be specified: I. For Vehicle Pollution Control: 3. Enforcement of PUCC Requirement: Throughout the year, All petrol, diesel and CNG/LPG retail outlets in the National Capital Territory of Delhi shall dispense fuel only to motor vehicles on production of a valid Pollution Under Control Certificate (PUCC). All vehicles, identified through ANPR or otherwise, found without a valid Pollution Under Control Certificate taking fuel from the petrol pumps should be duly penalised. Verification of PUCC may be carried out through physical certificates, ANPR and/or electronic verification systems including VAHAN or any other centralized database, wherever applicable. The Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited, Hindustan Petroleum Corporation Limited, Indraprastha Gas Limited, Reliance Industries Limited (Reliance Petroleum), all other petrol/diesel/CNG pumps/ stations/ retail outlets, along with the Department of Food Supplies and Consumer Affairs, GNCTD, Transport Department, GNCTD, Municipal Corporation of Delhi and Delhi Traffic Police shall ensure strict compliance with the direction 4. Entry Restriction on Vehicles registered outside Delhi: From 1st November till 31st January, all motor vehicles registered outside the National Capital Territory of Delhi and below BS-VI emission standards shall not be permitted to ply in Delhi. Transport Department, GNCTD, Municipal Corporation of Delhi and Delhi Traffic Police shall ensure strict compliance with the direction. Exemptions: The above restriction shall not apply to: i. Vehicles operating on Compressed Natural Gas (CNG) or Electric power; ii. Emergency and sovereign duty vehicles, including ambulances, fire tenders, and police vehicles; iii. Any other category of vehicles as may be specifically exempted by the Environment Department, GNCTD. 3. Doubling of parking charges (From 1st November to 28th February): Existing Parking charges at authorised parking sites to be doubled to discourage use of private vehicles, except for parking spaces owned and managed by the Delhi Metro Rail Corporation (DMRC), which provide essential public transport connectivity and park-and-ride facilities, shall be exempted from the applicability of the aforesaid directions relating to the enhancement of parking charges. Urban Local Bodies (ULBs) shall ensure strict compliance with the direction. 4. Reducing Traffic Load: 4.1From 1st November to 28th February, to reduce road congestion during peak hours and mitigate vehicular emissions, following staggered office timings to be observed by various departments/ offices: Offices under Municipal Corporation of Delhi (MCD) 8:30 AM to 5:00 PM Offices under Government of NCT of Delhi (GNCTD) 10:00 AM to 6:30 PM 4.2 From 1st November to 31st January, Government and Private Offices to reduce 50% work strength: 4.2.1For Government Offices under GNCTD All Administrative Secretaries and Heads of Departments shall attend office regularly with not more than 50% staff strength physically present in office. The remaining 50% staff shall work from home, provided that the Administrative Secretaries and Heads of Departments can call officers/officials to office, as required to ensure uninterrupted delivery of essential and emergency public services. 4.2.2 For Private Offices functioning within NCT of Delhi All private offices functioning within NCT of Delhi shall operate with not more than 50% staff physically attending the workplace. The remaining staff shall mandatorily work from home.10 DELHI GAZETTE : EXTRAORDINARY PART IV] All private entities to further: a. Implement staggered working hours, b. Ensure strict compliance with work-from-home norms, c. Minimise vehicular movement associated with office commute by using methods like Car-pooling, ride-sharing, common bus, promoting public transport etc. 4.3 Exemptions: Essential and emergency services shall stand exempted from these directions, including, but not limited to, hospitals and other public/private healthcare establishments; Fire Services; prisons; public transport; electricity, water supply, sanitation and allied municipal services; disaster management and allied emergency response services; and departments/agencies engaged in forest, environment, air pollution control, monitoring, mitigation, and enforcement activities, including teams deployed for prevention of biomass burning, dust mitigation, implementation/enforcement of GRAP measures, and related environmental management functions. Any other services of essential or emergency nature, as may be determined by the environment department from time to time, shall also stand exempted from these directions. 4.4 All Heads of Departments/organizations, District Magistrates and District Deputy Commissioners of Police as well as all Authorities concerned shall implement the aforesaid directions. District Magistrates, Deputy Commissioners of Police and Local bodies to publicise the direction for enabling public to inform violation and also ensure compliance of these directions by all private offices functioning within NCT of Delhi. II. For Dust Pollution Control: 1. Ban on dust generating demolition activity and outdoor civil construction activity (from 1st November to 31st January), except essential public infrastructure projects. Finishing/ plumbing/ electrical etc work permitted within the construction site with strict compliance to C and D Waste Management Rules and dust prevention / control norms. Storage/ dumping of construction / demolition material outside the site to be strictly prohibited with penalty on violation. 2. Complete ban on construction and demolition activities, except for urgent government projects of importance affecting public convenience and in emergency conditions, from 10th December to 20th January. 3. Restriction on Entry of Vehicles Carrying Construction Materials During the period from 10th December to 20th January, coinciding with the prohibition on construction and demolition activities, no vehicle carrying construction materials, including but not limited to sand, aggregates, stone, bricks, cement, ready-mix concrete, debris, or any similar material, shall be permitted to enter into the National Capital Territory of Delhi. The Transport Department GNCTD, Municipal Corporation of Delhi, and Delhi Traffic Police shall ensure strict enforcement of this direction, including monitoring at all entry points and within city limits. Exemptions: The above restriction shall not apply to: i. Vehicles engaged in projects of national importance or strategic significance. ii. Vehicles deployed for essential public infrastructure and utility services affecting public convenience, including water supply, sewerage, power, and transport-related works; iii. Vehicles engaged in emergency works, including disaster management, public safety, and urgent repair/restoration activities; iv. Any other category of vehicles as may be specifically exempted by the Environment Department, GNCTD. 4. Installation of Anti-Smog Guns / Mist Systems All commercial high-rise buildings having a built-up area exceeding 3,000 sq. m, including malls, hotels, office buildings, and other institutional buildings of height G+5 and above, shall mandatorily install anti-smog guns (as per guidelines at Annexure–1) or mist systems (as per specifications at Annexure–2) within their premises. Such systems shall be made operational throughout the year, except during the monsoon and peak summer period, i.e., from 1st May to 15th September. All such installations shall be completed on or before 15th August. Further, installation of mist systems shall be mandatory at all under-construction sites having a plot area exceeding 1,000 sq. m, to ensure effective dust suppression during the construction phase.[PART IV DELHI GAZETTE : EXTRAORDINARY 11 The Delhi Pollution Control Committee, Municipal Corporation of Delhi, New Delhi Municipal Council, and Delhi Development Authority shall ensure strict compliance, monitoring, and enforcement of the above directions. DPCC, Department of Revenue, ULBs and all road owning/ maintaining/ construction agencies to ensure wide publicity and implementation of the directions. III. For Prohibition on Open burning: 1. Responsibility of RWAs / Institutions / Establishments for Prevention of Open Burning Every Resident Welfare Association (RWA), housing society, institution, Government or private establishment, contractor, agency, or any other entity engaging or deploying personnel for security, sanitation, horticulture, housekeeping, maintenance, or any other allied services shall be responsible for ensuring effective supervision, monitoring, and implementation of all necessary preventive measures to prohibit and prevent any form of open burning within their premises or in areas under their ownership, occupation, management, supervision, or control. Such entities shall make appropriate arrangements, including provision of adequate heating facilities through electricity or other approved clean/non-polluting fuels, wherever required, so as to ensure that no person engaged, employed, deployed, or otherwise working under their authority or control indulges in any prohibited open burning of waste, biomass, leaves, garbage, plastic, or any other material. Any failure to comply with the aforesaid directions, or any act of omission or negligence resulting in occurrence of prohibited open burning, shall render such entity and the responsible persons liable for appropriate penal action, including imposition and recovery of Environmental Compensation (EC), in accordance with the applicable provisions of the Environment (Protection) Act, 1986, the Air (Prevention and Control of Pollution) Act, 1981, and other applicable laws, rules, regulations, guidelines, or directions issued thereunder. 2. Enforcement, Monitoring, and Reporting The Department of Revenue, GNCTD shall ensure wide dissemination and strict implementation of the above directions at the field level. DPCC, Department of Revenue and the ULBs shall maintain continuous vigilance against incidents of open burning, including through the use of aerial surveillance such as drone-based monitoring, particularly during night hours, and shall promptly report such incidents to the concerned land-owning agency and/or the Directorate of Fire Services for immediate response and control action. The concerned land-owning agency and enforcement authorities shall take prompt action for extinguishing such incidents and initiating penal proceedings under applicable laws. IV. Commencement, Re-Invocation and Validity These directions shall come into force annually with effect from 1st November and remain in force till 28th February or as specified, or until further orders, whichever is earlier. Provided that, in the event of invocation of more stringent measures under the Graded Response Action Plan (GRAP) by the Commission for Air Quality Management (CAQM), such measures shall prevail and be complied with in priority over the provisions contained herein. V. Penal Provisions Any person or entity found in violation of these directions shall be liable for penal action under Section 15 of the Environment (Protection) Act, 1986, including prosecution, and shall, in addition, be subject to imposition of Environmental Compensation (EC), sealing/closure of premises, and any other action as permissible under applicable laws. The mounting wheeled trailer shall be dispensed with, and the equipment shall be fitted on a simple bracket fixed to the parapet wall of the high-rise building. b. The aperture of the nozzle shall be 5 to 20 microns (instead of 30 to 50 microns) so as to effectively coagulate dust particles contributing to 2.5 and 10 PM. c. The throw distance (horizontal) should be 75 to 100 meters. d. The consumption of water shall not exceed 1000-1200 litres/hour and 10000 litres in a day with 8 hours of running. e. The sound decibels due to use of air blower shall be reduced to minimum. f. A suitable air quality monitor equipment should be integral to the overall system. g. The size of the water droplets coming out of the nozzle should be further reduced to have a mist effect. h. The equipment should be used intermittently during the periods of maximum pollution between 6:30 am to 9:30 am, 5:30 pm to 8:30 pm and 1:30 am to 4:30 am rather than running it throughout the day. i. In addition, the equipment should preferably run in bursts of a few minutes between intermittent halt periods. This will facilitate better coagulation of suspended impurities and will also reduce electricity and water consumption. j. Prescribed number of Anti-Smog Guns to be deployed on High -Rise Buildings in proportion to the built-up area is given below: Built up area Number of Anti-Smog Guns to be deployed Less than 10000 sqm At least 03 10001-15000 sqm At least 04 15001-20000 sqm At least 05 20000 – 25000 sqm At least 06 k. Thereafter for each 5000 sqm additional antismog gun would be installed. l. Water used for Anti-Smog Guns should be treated water. Annexure– 2 Suggested technical specification for used by NDMC and DDA for mist sprays for illustrative purposes (departments to customize specifications and explore cost effective technologies available with similar specifications giving desired output, as per their area jurisdiction): • Supplying, installation, testing and commissioning of Reverse Osmosis (RO) system shall have a capacity of 2000 litres per hour (LPH) (and output water TDS upto 50 PPM) and be equipped with all necessary components, including high-pressure pumps, membranes, filters, and associated piping for efficient operation. • The system will include a high- pressure pump capable of delivering the required pressure for optimal membrane performance, typically around 10-15 bar, with corrosion- resistant materials to handle water conditions. • The RO membranes shall be of high quality, TFC (Thin Film Composite) type, with a recovery rate of up to 75%, designed to remove dissolved solids, contaminants, and impurities, ensuring high-quality permeate water. • The system will feature a pre-treatment stage with multi-media and activated carbon filter store move sediment, chlorine, and organic matter, ensuring the longevity of the membranes. It shall also include an anti-scalant dosing system to prevent membrane fouling. Post-treatment options, such as UV sterilization or ozonation, may be provided for disinfection purposes. • The system shall be fully automated with a control panel for real-time monitoring, pressure gauges, flow meters, and safety features like low-pressure and high- pressure switches, ensuring smooth operation and protection of the components. The frame should be made from stainless steel for durability and corrosion resistance, and the entire system must be easy to maintain, energy-efficient, and compliant with international water treatment standards.
