## Report on the National Institute of Pharmaceutical Education and Research Amendment Statutes, 2022
**1. Executive Summary:**
This report analyzes the National Institute of Pharmaceutical Education and Research (NIPER) Amendment Statutes, 2022, as published in the Gazette of India on September 13, 2022. This amendment modifies Statute 9 of the original NIPER Statutes by substituting the figure 65 with the figure 70. This change likely pertains to age-related criteria within NIPER, potentially impacting eligibility or retirement ages. The report details the amendment's context, provisions, likely target audience, and anticipated impact.
**2. Introduction:**
The purpose of this report is to provide an informative overview of the National Institute of Pharmaceutical Education and Research Amendment Statutes, 2022, based solely on the provided policy text. This analysis focuses on understanding the amendment's specific changes and their potential implications.
**3. Policy Overview:**
* **Original Policy:** The amendment modifies the first Statutes of the National Institute of Pharmaceutical Education and Research made under section 27 of the National Institute of Pharmaceutical Education and Research Act, 1998.
* **Core Objective(s):** The original Act aims to provide for the establishment and incorporation of the National Institute of Pharmaceutical Education and Research. Based on the amendment text alone, the core objective being altered relates to stipulations outlined in Statute 9 of the original Statutes.
**4. Background and Rationale:**
This amendment specifically targets Statute 9 of the NIPER Statutes. The replacement of the figure "65" with "70" strongly suggests an adjustment related to age limits. It is likely that Statute 9 previously stipulated an age-related criterion (e.g., retirement age, age for holding a specific position, or age eligibility for a benefit) at 65, and the amendment raises this limit to 70. The rationale for this change is not explicitly stated in the text, but one can infer that it may be due to a need to retain experienced personnel, align with changing demographics, or address inconsistencies with other regulations.
**5. Key Provisions / Changes:**
This amendment introduces a single, but potentially impactful, change:
* **Specific Part of Original Policy Changed:** Statute 9 of the National Institute of Pharmaceutical Education and Research Statutes.
* **New Rule/Provision:** The figure "65" is replaced with the figure "70" within Statute 9.
* **Difference/Effect of Change:** This change increases the age limit specified in Statute 9 from 65 to 70. This could affect retirement age, eligibility criteria for specific roles, or access to specific benefits within NIPER, depending on the original content of Statute 9.
**6. Target Audience and Stakeholders:**
Based on the amendment text, the direct target audience and stakeholders are individuals within the National Institute of Pharmaceutical Education and Research whose status or benefits are governed by Statute 9 and are impacted by age-related criteria. This could include:
* Faculty members
* Researchers
* Administrative staff
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Board of Governors of NIPER, with the previous approval of the Visitor, are responsible for implementing this amendment. The Ministry of Chemicals and Fertilizers, Department of Pharmaceuticals, is also involved as the notifying body.
* **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (September 13, 2022).
* **Specific to the Changes:** Implementation involves updating the official documentation of NIPER Statutes to reflect the change in Statute 9 and communicating this change to affected personnel.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of this amendment is to allow individuals within NIPER to remain employed, eligible for certain positions, or receive benefits for a longer period than previously permitted. This could:
* Retain experienced personnel within NIPER for an additional period.
* Increase the pool of eligible candidates for certain positions.
* Impact NIPER's workforce planning and budget projections.
**9. Conclusion:**
The National Institute of Pharmaceutical Education and Research Amendment Statutes, 2022, modifies Statute 9 by increasing the age limit from 65 to 70. This change has implications for personnel policies within NIPER, potentially impacting retirement age, eligibility criteria, and overall workforce dynamics. While the exact scope of the impact depends on the specific content of Statute 9, the amendment represents a notable adjustment to the operational framework of NIPER.
