जनम्न जलजखत जनयम बनाती ह,ै अथायत ् :--
1. संजिप्त नाम और प्रारंभ— (1) इन जनयमों का संजिप् त नाम नई दिल्ल ी अन् तराय्र ीय माध् यस्ट् थम ् केन् र (अध् यि और
पूणयकाजलक सिस्ट् यों को संिेय, िेतन और भत् ते तथा जनबंधन और ित)ें जनयम, 2022 ह ै।
(2) ये रािपत्र म ेंउनके प्रकािन के तारीख को प्रिृत् त होंगे ।
2. पररभाषाए—ं (1) इन जनयमों म ें िब तक संिभ य स े अन् यथा अपेजित न हो,--
(क) “अजधजनयम” स े नई दिल्ल ी अन्त राय्र ीय माध् यस्ट्थ म ् केन् र अजधजनयम, 2019 (2019 का 17) अजभप्रेत ह ै;
(ख) “केन् र” स े अजधजनयम की धारा 3 के अधीन स्ट् थाजपत नई दिल्ल ी अन्त राय्र ीय माध् यस्ट्थ म ् केन् र अजभप्रेत ह ै;

(ग) “अध् यि” स े ऐसा व् यजत अजभप्रेत ह,ै िो अजधजनयम की धारा 5 के अधीन अध् यि के रूप म ें जनयुत दकया

(घ) “सिस्ट् य” स े ऐसा व् यजत अजभप्रेत ह,ै िो अजधजनयम की धारा 5 के अधीन पूणयकाजलक सिस्ट् य के रूप म ें
जनयुत दकया गया ह ै ।

3. अध्य ि और सिस्ट्य ों की सिे ा के जनबधं न और ित—ें अध् यि और सिस्ट् यों की सेिा के िे जनबंधन और ित,ें जिनके
संबंध म ें इन जनयमों के अधीन कोई अजभव् यत उपबंध नहीं दकया गया ह,ै ऐसे जनयमों और जिजनयमों के अनुसार
जिजनयजमत होंगे, िो केन् रीय सरकार के समतल्ु य रैंक के अजधकाररयों के जलए तत्स मय प्रिृत् त ह ै।
4. िते न और भत्त —े (1) अध् यि को 2,25,000/- रुपए प्रजत मास िेतन (जनयत) (िेतन मैरर स का स्ट् तर 17) और
ऐसे अन् य भत् त े तथा लाभ संित्त दकए िाएंग,े िो समान िेतन पर पिधारण करन े िाल े केन्र ीय सरकार के अजधकाररयों के
जलए अनुज्ञेय ह ै।
(2) सिस्ट् य को 1,82,200/- रुपए प्रजत मास िेतन (जनयत) (िेतन मैरर स का स्ट् तर 15) और ऐसे अन् य भत् त े तथा
लाभ, संित् त दकए िाएंग,े िो समान िेतन पर पिधारण करन े िाले केन्र ीय सरकार के अजधकाररयों के जलए अनज्ञु ेय ह।ै
(3) ऐसी ििा म ें िहां अध् यि या सिस्ट् य के रूप म ें जनयुत व् यजत कोई पेंिन ग्रहण कर रहा ह,ै ऐसे व् यजत
का िेतन, उसके द्वारा ली िा रहीं पेंिन की सकल रकम स,े कम कर दिया िाएगा ।
5. छुट्टी— (1) अध् यि या कोई सिस्ट् य सेिा के प्रत् यके पणू य िष य के जलए तीस दििस की अर्ियत छुट्टी का हकिार होगा ।
(2) अध् यि या कोई सिस्ट् य, दकसी कैलेंडर िष य म ेंआठ दििस की आकजस्ट् मक छुट्टी का हकिार होगा ।
(3) छुट्टी के िौरान छुट्टी संबंधी िते न का संिाय केन् रीय जसजिल सेिा (छुट्टी) जनयम, 1972 के जनयम 40
द्वारा िाजसत होगा ।
(4) अध् यि या सिस्ट् य इस ित य के अध् यधीन रहते हुए दक अजधकतम छुट्टी नगिीकरण, जिसमें पूिय सेिा स े
सेिाजनिृजत् त के समय प्राप् त रकम भी सजम् मजलत ह,ै केन् रीय जसजिल सेिा (छुट्टी) जनयम, 1972 के अधीन जिहीत सीमा स े
दकसी भी ििा म ें अजधक नहीं होगा, उसके खाते म ें बची हुई अर्ियत छुट्टी के संबंध म,ें छुट्टी नगिीकरण के हकिार होंगे ।
6. छुट्टी मिं रू करन े िाला प्राजधकारी-- अध् यि, पूणयकाजलक सिस्ट्य ों की छुट्टी मंिरू करन े के जलए सिम प्राजधकारी
होगा और केन्र ीय सरकार अध् यि की छुट्टी मंिूर करन े के जलए सिम प्राजधकारी होगी ।
7. मकान दकराया भत्त ा— अध् यि और सिस्ट् य दकराए स े मु त िास के या उनके संबंजधत मलू िेतन के सत् ताईस
प्रजतित की िर स े मकान दकराया भत् ते के हकिार होंग े ।
8. भजि्य जनजध—अध् यि और कोई सिस्ट् य, अजभिायी पेंिन जनजध म ेंअजभिाय करन े के हकिार होंगे ।
9. यात्रा भत्त -े - (1) अध् यि और कोई सिस्ट् य, िब ि,े घरेल ू या जििेि, यात्रा पर हों (जिसके अतं गयत कायग्रय हण करन े
के जलए केंर को, या केंर म ें उसकी पिािजध के अिसान के पश्च ात ् उसके गृह नगर िाने हते ,ु की गई यात्रा भी ह)ै ऐसे समान
पैमाने पर और ऐसी समान िरों पर, यात्रा भत्ता, िैजनक भत्तों, िैयजत क चीिबस्ट् त के पररिहन और संबंजधत प्रसुजिधाओं के
हकिार होंग,े िो केंरीय सरकार म ें समतल्ु य पंजत के दकसी अजधकारी को तत्समय लाग ू हों ।
(2) केंरीय सरकार, अध् यि और सिस्ट् यों के जििेि िौरों के जलए मंिरू ी प्राजधकारी होगी ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
10. छुट्टी यात्रा छूट-- अध् यि और सिस्ट् य, ऐसी समान िरों और समान ितों पर, िो केंरीय सरकार म ें समतुल् य पंजत
के दकसी अजधकारी को लागू हों, छुट्टी यात्रा छूट के हकिार होंगे ।
11. जचदकत् सीय उपचार के जलए सुजिधा-- अध् यि और सिस्ट् य, ऐसे जचदकत् सीय उपचार और अस्ट् पताल संबंधी
सुजिधाओं के हकिार होंग,े िो केंरीय सरकार स्ट् िास्ट् ् य स्ट् कीम म ें समतुल् य पंजत के ‘समूह क’ अजधकाररयों हते ु उपबंजधत ह ैं
या िहां स्ट् कीम उपलब्ध नहीं ह,ै िहां अध् यि और सिस्ट् य, केंरीय सेिा (जचदकत् सीय पररचयाय) जनयम, 1944 के अधीन
जचदकत् सीय उपचार और अस्ट् पताल संबंधी सुजिधाओं के हकिार होंगे ।
12. िाहन सजु िधा-- अध् यि और सिस्ट् य, केंरीय सरकार के स्ट् टाफ कार जनयमों के अनुसार िासकीय और जनिी
प्रयोिनों के जलए यात्राओं हते ु स्ट्ट ाफ कार सुजिधा के हकिार होंगे ।
13. िरू भाष सजु िधा और मनोरंिन व्य य-- अध् यि और सिस्ट् य, ऐसी िरू भाष सुजिधाओं और मनोरंिन व् ययों के
हकिार होंग,े िो केंरीय सरकार म ें समतल्ु य पंजत के अजधकाररयों को अनुज्ञेय हों ।
14. जित्त ीय और अन्य जहतों की घोषणा-- अध् यि और सिस्ट् य, अपना पि ग्रहण करने स े पूि,य अपनी आजस्ट् तयों और
िाजयत् िों तथा जित् तीय और अन्य जहतों की घोषणा करेंगे ।
15. जनयम जिजथल करन े की िजत -- िहां केंरीय सरकार की यह राय ह ै दक ऐसा करना आिश्य क या समीचीन ह,ै
िहां िह उसके जलए कारण लखे बद्ध करके, दकसी िगय या प्रिगय के व् यजत यों के संबंध म,ें इन जनयमों के दकसी उपबंध को,
आिेि द्वारा, जिजथल कर सकेगी ।

NOTIFICATION
New Delhi, the 11th June, 2022
G.S.R. 442(E).—In exercise of the powers conferred by sub-section (1) and clause (a) of sub-section (2) of
section 30 of the New Delhi International Arbitration Centre Act, 2019 (17 of 2019) the Central Government hereby
makes the following rules, namely:-
1. Short title and commencement. – (1) These rules may be called the New Delhi International Arbitration
Centre (Terms and Conditions and the Salary and allowances payable to Chairperson and Full-time Members) Rules,
2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.- (1) In these rules, unless the context otherwise requires,-
(a) “Act” means the New Delhi International Arbitration Centre Act, 2019 (17 of 2019);
(b) “Centre” means the New Delhi International Arbitration Centre established under section 3 of the
Act;
(c) “Chairperson” means the person who is appointed as Chairperson under section 5 of the Act;
(d) “Member” means the person who is appointed as Full-time Member under section 5 of the Act.
(2) The words and expressions used in these rules and not defined, but defined in the Act shall have the
meanings respectively assigned to them in the Act.
3. Terms and conditions of service of Chairperson and Members.- The terms and conditions of service of
the Chairperson and Member with respect to which no express provision has been made under these rules, shall be4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
regulated in accordance with such rules and regulations as are for the time being applicable to officers of equivalent
rank in the Central Government.
4. Salary and allowances.- (1) The Chairperson, shall be paid a salary of Rs. 2,25,000/- p.m. (fixed) (Level 17
of the Pay Matrix), and other allowances and benefits, as are admissible to the Central Government officer holding the
post carrying the same pay.
(2) The Member shall be paid a salary of Rs. 1,82,200/- p.m. (fixed) (Level 15 of the Pay Matrix), and
other allowances and benefits as are admissible to the Central Government officer holding the post carrying the same
pay.
(3) In case of a person appointed as Chairperson or Member is in receipt of any pension, the pay of such
person shall be reduced by the gross amount of pension drawn by him.
5. Leave. - (1) The Chairperson or a Member shall be entitled to earned leave for thirty days for every
completed year of service.
(2) The Chairperson or a Member shall be entitled for eight days casual leave in a calendar year.
(3) The payment of leave salary during leave shall be governed by rule 40 of the Central Civil Services
(Leave) Rules, 1972.
(4) The Chairperson or Member shall be entitled to encashment of leave in respect of the earned leave
standing to his credit, subject to the condition that maximum leave encashment, including the amount received at the
time of retirement from previous service shall not in any case exceed the limit prescribed under the Central Civil
Service (Leave) Rules,1972.
6. Leave sanctioning authority.-The Chairperson shall be the competent authority to sanction leave to a
Member and the Central Government shall be the competent authority to sanction leave to the Chairperson.
7. House rent allowance. – The Chairperson and the Member shall be entitled to a rent free accommodation or
house rent allowance at the rate of twenty seven per-cent. of their respective basic pay.
8. Provident Fund. - The Chairperson and a Member shall be entitled to subscribe to the Contributory Pension
Fund.
9. Travelling allowances.- (1) The Chairperson and a Member, while on tour, domestic or foreign, (including
the journey undertaken to join the Centre or on the expiry of his term with the Centre to proceed to his home town)
shall be entitled to travelling allowance, daily allowances, transportation of personal effects and related benefits at the
same scale and at the same rates as are for the time being applicable to an officer of equivalent rank in the Central
Government.
(2) The Central Government shall be the sanctioning authority for the foreign visits of the Chairperson
and Members.
10. Leave travel concession. – The Chairperson and Members shall be entitled to leave travel concession at the
same rates and on the same conditions as are applicable to an officer of equivalent rank in the Central Government.
11. Facility for medical treatment. - The Chairperson and Member shall be entitled to medical treatment and
hospital facilities as are provided in the Central Government Health Scheme to the officers of ‘Group A’ of equivalent
rank or where the Scheme is not available, the Chairperson and Member shall be entitled to the medical treatment and
hospital facilities under the Central Services (Medical Attendance) Rules, 1944.
12. Facility of conveyance. - The Chairperson and Member shall be entitled to the facility of staff car for
journeys for official and private purposes in accordance with the Staff Car Rules of the Central Government.
13. Telephone facility and entertainment expenses. - The Chairperson and Member shall be entitled for
telephone facilities and entertainment expenses as are admissible to officers of equivalent rank in the Central
Government.
14. Declaration of financial and other interests. - The Chairperson and Member shall, before entering upon his
office, declare his assets and liabilities and financial and other interests.
15. Power to relax rules. – Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by an order and for the reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
