Whereas, vide Crew Branch Circular No. 1 of 2019 [F.No. CR/RPSlSl2OlSldated
31.01.2019, the draft new procedure for submission of seafare/s engagement and
discharge data [Article of Agreement and Form - I of RPSL] was circulated for its
commencement w.e.f 01.03.2019 and for obtaining comments if any, theron from the
end-users by 0.02.201 9

2. And whereas, afier getting the feedback from the stakeholders, the last date of
updating pending data by 15.03.2019 by them was considered by the competent
authority.
3. Therefore, the said new procedure for submission of seafarers' data in respect of
their engagement and discharge has been implemented and the same is functional
w.e.f 16.03.2019 as per the following formulation:
(1) The "Date of Sign On Shore"/'Date of Commencement of Contract" shall be
entered with in 15 days from the date of contract signed.
(2) The "Date of Sign On Ship" shall be entered with in 30 days from "Date of
Sign On Shore"/'Date of Commencement of Contract ".
(3) The..Date of Sign off Ship.,shall be entered with in 15 days from the date
seafarer signs off from the shiP.
(4) The "Date of Sign Off Shore"'/'Date of Completion of Contract" shall be
entered with in 15 days from the date of the signed off shore.
(5) The system will not allow to submit any data if the details are not submitted in
the stipulated time frame.
(6) The system will not allow to submit data of seafarers more than the number of
seafarers covered under bank guarantee at any given point of time'

shipowner/RPSL shall be debarred from using the said system for a period of one
month.

ln the event if it is reported by the seafarers concerned that their data has not
been uploaded by the company/RPSl then the company/RpsL shall be debarred from
using the syslem for a period of 3 months.
6.
Repeated defaulters shall be debarred from using the DGS e-system besides
strict action against them under the provision under section 436 of M. s. Act, 19sg and
M.S. (R&PS) Rules 2016.

Subieut: Online e-governance module for process pertaining to RPSL
I. Whereas a new on line module for the processes pertaining to the RPSL
was rolled out vide Merchant Shipping Notice No. 5 of 2018 dated
11.10.2018.
2. And whereas all the existing RPSL companies were required to complete
and update their online profile latest by 25.10,2018 .
3. And whereas, it is noted that many of the nPSL companies have not yet
compl:red their online profile updation in the JGS e-governance online
mod u le.
4. And whereas 97 RPSL as per list ( annexure-l) have not at all updated ciata,
in the sa id e-module.
5. Therefore , all the existing RPSL compar.ies are hereby directed to
complete and update their online profile witlrin seven (07) working days
from the date of publication of this circular.'
6. Non compliance of this circular by the existing RPSL shall amount to
withd'awal of all the privileges provided t.' them in the e-governance
RPSL module/E-migrate modtrle. However, the responsibility for the
the
repatriation of the seafarers already recrutt.d and placed by RPSt
companies, shall remain with them.
