Notice inviting feedback/comments of stakeholders on the Draft of “The Promotion and Regulation of Online Gaming Rules, 2025”

Government of India Ministry of Electronics and Information Technology *** NOTICE Subject: Inviting feedback/comments of stakeholders on the Draft of “The Promotion and Regulation of Online Gaming Rules, 2025”- reg. Dated: 2nd October, 2025 The Ministry of Electronics and Information Technology (MeitY) invites feedback/comments on the draft Promotion and Regulation of Online Gaming Rules, 2025 The Government of India has enacted the Promotion and Regulation of Online Gaming Act, 2025 (“PROG Act”) with the objective of promoting innovation in e-sports and online social gaming, while ensuring a safe, responsible and accountable online gaming ecosystem in the country. The Act provides for recognition and promotion of e-sports and online social games, establishment of the Online Gaming Authority of India, a transparent framework for registration of online games, a grievance redressal mechanism for users, and safeguards against prohibited online money games and associated harms. Pursuant to section 19 of the PROG Act, the Promotion and Regulation of Online Gaming Rules, 2025 (“the Draft Rules”) has been drafted, which provides for the procedural framework to operationalise the PROG Act. These Draft Rules provide for the regulatory framework for recognition, categorisation & registration of online games, promotion of online social games & e- sports, powers and functions of the Online Gaming Authority of India, suspension/ cancellation of registration, imposition of penalties against non-compliance, grievance redressal, etc. 3. Comments are invited from the public on the Draft Rules.
