International Telecommunication Union (ITU) is the United Nations Specialized agency for Information and communications technologies. ITU has three main sectors Radio- conrmunication Sector (ITU-R), Telecommunication Standardizing Sector (ITU-T) and Telecommunication Development Sector (ITU-D). 2. In Radiocommunication Sector (ITU-R), several publications are issued by ITU. Some of them related to this MSN are as follows; a) List IV- List of Coast Stations and Special Service Stations, b) List V - List of Ship Stations and Maritime Mobile Service Identity Assignments, c) Manual for Use by the Maritime Mobile and Maritime Mobile-satellite Services etc. 3. As pgr Radio Regulations (Article 20.16), Administrations are required to take all appropriate measures to notiff the Radiocommunication Bureau immediately of any changes in the operational information contained in List IV and'V. 4. It is observed that information regarding all Indian ships are not available in List-V of ITU. It may be mentioned that it is the responsibility of ship owners, ship masters, ship managers and other stake holders to inform the details of ships to the Administration, and also inform changes w.r.t. the information whenever it occur. 5. To enable this Directorate to communicate with ITU for updating information in List-V, all ship owners are required to submit the following to the Directorate whenever a ship is acquired into lndian Flag, whenever it ceases to be under Indian Flag, during change of ownership or equipment on the vessel etc. The information is to be provided as given in ITU Circular Letter CMl24. Copies of circular with Annexure are enclosed as under; a) Annex l- Notification Form (Ship Stations) b) Annex 2- Data Elements for Electronic Submission (Ship Stations) c) Annex 3- Detailed explanations, concerning the fields to be notified (Ship Stations). 6. All ship owners, ship masters, ship managers and other stake holders are informed that they should go through these annexures and notiff all the fields correctly with type written format only and submit same to this Directorate along with fee of Rs.1000/- (One thousand) paid in favour of Directorate General of Shipping through Bharatkosh. The registration and the consequent retrieval of information concerning these devices via the ITU Maritime mobile Access and Retrieval System (MARS) may facilitate search and rescue operations in case of emergencies (especially outside national borders by Maritime Rescue Coordination Centres). In order to allow for the submission of this additional optional information, the relevant notification forms were revised as attached in Annexes 1 and 2. Detailed explanations, concerning the fields to be notified are provided in Annex 3 (see also http://www.itu.int/en/ITU- R/terrestrial/mars/Pages/ShipStationsSubmissionofdata.aspx). The change made to these forms, with respect to the previous one, is the addition of Field 34 (Identities for handheld VHF transceivers). As a consequence, these forms cancel and replace the previous notification forms annexed to the BR Circular letter CM/18 dated 28 November 2008. You may wish to note that the ITU’s Maritime Mobile Access & Retrieval System (MARS) website has also been duly amended so as to permit for the search and retrieval of the recorded data.
