(डीबीसी) के कायाालय ज्ञापन संख्या एनबीए/9/60/2005-एसबीबी/यूटी-डी दिनांक 31.12.2019 के जनजित िजियों और कायों को
प्रत्यायोजित दकया ि ै । उि कायाालय ज्ञापन के अनुपालन में, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार इसके जलए दिल्ली िैव जवजवधता
पररषि का गठन करती िै:-
क) िैजवक जवजवधता अजधजनयम, 2002 की धारा 7 के अन्तगात जनर्िष्टा वाजणजज्यक उपयोग के जलए िैजवक संसाधनों तक
पहुचं को जवजनयजमत करना।
ख) िैव जवजवधता प्रबंधन सजमजतयों (बीएमसी) और लोगों की िैव जवजवधता रजिस्ट्टर के गठन और कामकाि का
पयावेक्षण करना ।

1. िैव जवजवधता पररषि के गैर-सरकारी सिस्ट्यों का कायाकाल िासन द्वारा आििे िारी िोने की जतजथ से तीन वषा की अवजध
के जलए िोगा ।
2. िैव जवजवधता पररषि के कायाालय के कामकाि वन एव ं वन्य िीव जवभाग, जवकास भवन, ए-ब्ललॉक, जद्वतीय तल, आई.पी.
इस्ट्टेट, नई दिल्ली – 110002 से दकए िाएंगे ।
3. पररषि िैजवक जवजवधता अजधजनयम, 2002 (2003 का केंद्रीय अजधजनयम 18) और िैजवक जवजवधता जनयम, 2004 के
प्रावधानों के अनुसार काया करेगी ।
4. सरकार एक जनजध का गठन करेगी जिसे "राष्ट्रीय रािधानी क्षेत्र दिल्ली िैव जवजवधता पररषि जनजध" के रूप में िाना िाएगा
और पररषि द्वारा प्राप्त सभी िुल्क और लाभ साझा करने की राजि को इसमें िमा दकया िाएगा । "राष्ट्रीय रािधानी क्षेत्र
दिल्ली िैव जवजवधता पररषि जनजध" में इस प्रकार प्राप्त राजि का उपयोग केवल िैजवक जवजवधता अजधजनयम, 2002 की
धारा 27 (2) में उजल्लजखत उद्देश्यों के जलए दकया िाएगा ।
5. पररषि के कामकाि के जलए प्रिासजनक खचा सरकार द्वारा विन दकया िाएगा।
6. पररषि राष्ट्रीय रािधानी क्षेत्र दिल्ली के अजधकार क्षेत्र के अंतगात उन कायों का जनष्पािन करेगी िो िैजवक जवजवधता
अजधजनयम के जवजभन्न प्रावधानों के अंतगात राज्य िैव जवजवधता बोडों को जनजित दकए गए िैं।
7. पररषि राष्ट्रीय िैव जवजवधता प्राजधकरण के परामिा से अजधजनयम की धारा 7 के तित अनुमोिन प्राप्त करने के जलए प्रारूप
और प्रदियाओं को अजधसूजचत करेगी ।

conferred under sub section (2) of Section 22 of the Biological Diversity Act, 2002 (Central Act 18 of 2003), the
National Biodiversity Authority (NBA) has delegated the powers and functions vested with it under section 22(2) of[PART IV DELHI GAZETTE : EXTRAORDINARY 3
the BDA, 2002 to the National Capital Territory of Delhi Biodiversity Council (DBC) vide Office Memorandum
No. NBA/9/60/2005-SBB/UT-D dated 31.12.2019. In compliance of the said Office Memorandum, the Government
of National Capital Territory of Delhi hereby constitutes Delhi Biodiversity Council for:-
a) Regulating access to biological resources for commercial utilization as specified under section 7 of the
Biological Diversity Act, 2002.
b) Supervising the formation and functioning of Biodiversity Management Committees (BMCs) and People’s
Biodiversity Register.

Terms and Conditions
1. The term of office of the non-official members of the Biodiversity Council shall be for a period of three years
from the date of issue of the Order by the Government.
2. The office of the Biodiversity Council shall function from the office of Department of Forests and Wildlife,
Vikas Bhawan, A-Block, 2nd Floor, I.P. Estate, New Delhi – 110002.
3. The Council shall function as per the provisions of the Biological Diversity Act, 2002 (Central Act 18 of
2003) and the Biological Diversity Rules, 2004.
4. The Government shall constitute a fund which shall be known as the “National Capital Territory of Delhi
Biodiversity Council Fund” and all the fees, charges and benefit sharing amount received by the Council
shall be credited to it. The amount so received in the “National Capital Territory of Delhi Biodiversity
Council Fund” shall be used only for the purposes mentioned in Section 27 (2) of the Biological Diversity
Act, 2002.
5. The Administrative expenses towards the functioning of the Council shall be borne by the Government.
6. The Council shall perform the functions within the jurisdiction of the NCT of Delhi as has been vested to the
State Biodiversity Boards under various provisions of the Biological Diversity Act.
7. The Council shall in consultation with National Biodiversity Authority notify the format and procedures for
seeking approval as required under Section 7 of the Act.
