औि नौवहन महाननदेशालय औि सम द्री वानिज्य नवभार् समूह 'क' (साम दद्रक) पद भती ननयम, 2003 को, जहां तक
उनका संबंि वरिष्ठ िेनियो सवेक्षक औि िेनियो ननिीक्षक के पदों स ेह;ै औि पोत परिवहन मंत्रालय, नौवहन महाननदेशालय
औि सम द्रीय वानिज्य नवभार्, समूह 'क' (साम दद्रक) पद भती ननयम, 2015 को, उन बातों के नसवाय अनिक्ांत किते
हुए, नजन्ह ें ऐस े अनिक्मि स े पहले दकया र्या ह ै या किन े का लोप दकया र्या ह,ै पत्तन, पोत परिवहन औि जलमार् ग
मंत्रालय, नौवहन महाननदेशालय औि वानिनज्यक साम दद्रक नवभार् म ें भाित सिकाि के नॉरिकल सलाहकाि-सह-अपि
महाननदेशक (नॉरिकल), प्रिान अनिकािी (नॉरिकल)-सह-संय ि महाननदेशक (तकनीकी), उप नॉरिकल सलाहकाि-सह-
वरिष्ठ उप महाननदेशक (तकनीकी), नॉरिकल सवेक्षक-सह-उप महाननदेशक (तकनीकी), वरिष्ठ िेनियो सवेक्षक-सह-सहायक
महाननदेशक औि िेनियो ननिीक्षक के पदों पि भती की पद्धनत का नवननयमन किन े के नलए ननम्ननलनित ननयम बनात े ह,ैं
अर्ागत:् -
1. संनक्षप्त नाम औि प्रािंभ – (1) इन ननयमों का संनक्षप्त नाम पत्तन, पोत परिवहन औि जलमार्ग मंत्रालय, नौवहन
महाननदेशालय औि सम द्रीय वानिज्य नवभार्, नॉरिकल स्कंि, समूह ‘क’ पद, भती ननयम, 2026 ह।ै (2) य े िाजपत्र म ें
प्रकाशन की तािीि स ेलार् ू होंर्े।

2. लार्ू होना - ये ननयम इन ननयमों स े उपाबद्ध अन सूची के स्तंभ (1) म ें नवननर्दगष्ट पदों पि लार् ू होंर्े।
3. पद संख्या, वर्ीकिि औि वेतन मैरिक्स म ें स्ति - उि पदों की संख्या, उसका वर्ीकिि, वेतन मैरिक्स म ें उसका
उनका स्ति वह होर्ा वे होंर्,े जो इन ननयमों स े उपाबंद्ध अनस ूची के स्तंभ (2) स े स्तंभ (4) म ें नवननर्दगष्ट ह।ैं
4. भती की पद्धनत, आय -सीमा, अहतग ाएँ आदद – उि पदों पि भती की पद्धनत, आय- सीमा, अहतग ाएं औि उससे उनस े
संबंनित अन्य बातें वे होंर्ी जो उि अन सूची के स्तंभ (5) स े स्तंभ (13) म ेंनवननर्दगष्ट ह।ैं
5. ननिहतग ा: वह व्यनि -
(क) नजसने ऐस े व्यनि स,े नजसका पनत या नजसकी पत्नी जीनवत ह,ै नववाह दकया ह ै या नववाह की संनवदा की ह;ै
या
(ि) नजसने अपन े पनत या अपनी पत्नी के जीनवत िहते हुए दकसी व्यनि स े नववाह दकया ह ै या नववाह की संनवदा
की ह ै
उि पद/पदों पि ननय नि का पात्र नहीं होर्ा:
पिन्त यदद केन्द्रीय सिकाि का यह समािान हो जाता ह ै दक ऐसा नववाह ऐस े व्यनि औि नववाह के अन्य पक्षकाि
को लार्ू स्वीय नवनि के अिीन अन ज्ञेय ह ैऔि ऐसा किने के नलए अन्य आिाि ह ैंतो वह दकसी व्यनि को इस ननयम के प्रवतगन
स े छूि दे सकेर्ी।
6. नशनर्ल किन े की शनि - जहा ँ केन्द्रीय सिकाि की यह िाय ह ैदक ऐसा किना आवश्यक या समीचीन ह,ै वहा ँ वह उसके
नलए जो कािि ह ैंउन्ह ेंलेिाबद्ध किके तर्ा संघ लोक सेवा आयोर् स ेपिामश गकिके, इन ननयमों के दकसी उपबंि को दकसी
वर्ग या प्रवर्ग के व्यनियों की बाबत, आदेश द्वािा नशनर्ल कि सकेर्ी।
7. व्यावृनत - इन ननयमों की कोई बात, ऐस े आिक्षि/आिक्षिों, आय- सीमा म ें छूि औि अन्य रियायतों पि प्रभाव नहीं
िालर्े ी, नजनका केन्द्रीय सिकाि द्वािा इस संबंि म ेंसमय-समय पि जािी दकए र्ए आदशे ों के अन साि अन सूनचत जानतयों,
अन सूनचत जनजानतयों, अन्य नपछडा वर्ों, भूतपूव ग सैननकों औि अन्य नवशेष प्रवर् ग के व्यनियों के नलए उपबंि किना
अपेनक्षत ह।ै

पोत परिवहन नवनि औि प्रशासन स ेसंबंनित स संर्त क्षत्रे म ेंतीन सप्ताह का अननवाय गप्रनशक्षि सफलतापूवगक पूिा दकया
हो।
रिप् पि – जहां ऐस े कननष्ठ व्यनियों के संबंि म,ें नजन्होंन े अपनी अहकग या पात्रता सेवा पिू ी कि ली ह,ै प्रोन्ननत के नलए
नवचाि दकया जा िहा हो, वहाँ उनके ज्येष्ठ व्यनियों के संबंि म ेंभी नवचाि दकया जाएर्ा पिंत यह तब जब दक उसके द्वािा
की र्ई ऐसी अहकग या पात्रता सेवा, अपेनक्षत अहकग या पात्रता सेवा के आिे स े अनिक से या दो वषग स,े इनम ें स े जो भी
कम हो, कम न हो औि उन्होंने अपने ऐस े कननष्ठ व्यनियों सनहत, नजन्होंने ऐसी अहकग या पात्रता सेवा पहले ही पूिी कि
ली ह,ै अर्ली उच्चति श्रेिी म ें प्रोन्ननत के नलए अपनी परिवीक्षा की अवनि सफलतापूवगक पूिी कि ली हो।
प्रनतननय नि (अल्पकानलक संनवदा सनहत):
केन्द्रीय सिकाि या िाज्य सिकाि या संघ िाज्य क्षत्रे प्रशासन अर्वा स्वायत्त ननकाय या वैिाननक संर्ठन या पनललक
सेक्िि उपक्म या मान्यता प्राप्त नवश्वनवद्यालय या मान्यता प्राप्त अन संिान संस्र्ान के ऐसे अनिकािी—
(क)
(i) जो मलू कािि या नवभार् म ें ननयनमत आिाि पि सदशृ पद िािि दकए हो; या
(ii) नजन्होंने मलू कािि या नवभार् म ेंवेतन मैरिक्स के स्ति-14 (144200–218200 रु) या समत ल्य म ेंननयनमत आिाि
पि ननय नि के पश्चात तीन वष गकी सेवा पूिग की हो; औि
(ि) जो ननम्ननलनित शक्षै निक अहतग ाएँ औि अन भव िित े हों, अर्ागत्—
(i) वानिज्य पोत परिवहन अनिननयम, 2025 (2025 का 24) की िािा 46 म ेंयर्ा नवननर्दगष्ट दकए अन साि नवदेशर्ामी
पोत के मास्िि का सक्षमता प्रमािपत्र, अर्वा उि अनिननयम की िािा 50 म ेंयर्ा नवननर्दगष्ट समत ल् य;
(ii) वानिज्य पोत परिवहन अनिननयम, 2025 (2025 का 24) की िािा 46 म ें यर्ा नवननर्दगष्ट अनतरिि मास्िि का
सक्षमता प्रमािपत्र, अर्वा दकसी मान्यता प्राप्त नवश्वनवद्यालय स े सम द्रीय कायगकलापों म ें नवज्ञान स्न ात् कोत् ति
(एम.एससी.), नजसम ें वल्ि ग मेिीिाइम यूननवर्सगिी, माल्मो, स्वीिन भी सनममनलत ह;ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(iii) सेकंि मेि (नवदेशर्ामी) का सक्षमता प्रमािपत्र प्राप्त किन े के पश्चात िेक अनिकािी के रूप म ें पाँच वष ग की सेवा,
नजसम ें स े एक वषग नवदेशर्ामी पोत पि मास्िि के रूप में होना अननवाय ग ह;ै तर्ा
(iv) भाित सिकाि के सार् अर्वा भाित सिकाि द्वािा मान्यता प्राप्त क्लासीदफकेशन सोसाइिी के सार्, सवेक्षक के रूप
म,ें नवदेशर्ामी वानिनज्यक पोतों एव ं उन पि स्र्ानपत उपस्किों के सवेक्षि एव ं ननिीक्षि का चौदह वषग का अन भव।
रिप्पि 1: पोषक प्रवर् ग के ऐस े नवभार्ीय अनिकािी, जो प्रोन्ननत की सीिी पंनि म ें ह,ै प्रनतननय नि पि ननय नि के
नलए नवचाि दकए जाने के पात्र नहीं होंर्े। इसी प्रकाि प्रनतननय ि व्यनि, प्रोन्ननत द्वािा ननय नि के नलए नवचाि दकए
जाने के पात्र नहीं होंर्े।
रिप्पि 2: प्रनतननय नि की अवनि नजसके अंतर्गत केंद्रीय सिकाि के उसी या दकसी अन्य संर्ठन या नवभार् म ेंइस ननय नि
स े ठीक पहल े िारित दकसी अन्य कािि पद पि प्रनतननय नि की अवनि ह ैसािािितया 5 वष गस े अनिक नहीं होर्ी।
रिप्पि 3: प्रनतननय नि (अल्पकानलक संनवदा सनहत) द्वािा ननय नि के नलए अनिकतम आय- सीमा आवेदन प्राप्त किन े
की अंनतम तािीि को अट्ठावन (58) वष ग स े अनिक नहीं होर्ी।
यदद नवभार्ीय प्रोन्ननत सनमनत ह,ै तो उसकी संिचना भती किने म ें दकन परिनस्र्नतयों म ें संघ लोक सेवा आयोर् के
सार् पिामशग दकया जाएर्ा।

नवभार्ीय प्रोन्ननत सनमनत (प्रोन्ननत के संबंि म ेंनवचाि प्रनतननय नि (अल्पकानलक संनवदा सनहत) द्वािा ननय नि
किने के नलए) ननम्ननलनित स ेर्रठत होंर्े: नजसम-ें किते समय संघ लोक सेवा आयोर् स े पिामश ग आवश्यक
होर्ा।

(ii) नजन्होंने वेतन मैरिक्स के स्ति-13ए (131100–216600₹) या समत ल् य म ेंननयनमत आिाि पि ननय नि के पश्चात
ग्रेिम ेंदो वष ग की सेवा पूि ग की हो; या
(iii) वेतन मैरिक्स के स्ति-13 (123100–215900₹) या समत ल् य म ें ननयनमत आिाि पि ननय नि के पश्चात ग्रिे म ें
तीन वषग की सेवा पूिग की हो; औि
(ि) जो ननम्ननलनित शक्षै निक अहतग ाएँ औि अन भव िित े हों, अर्ागत्—
(i) वानिज्य पोत परिवहन अनिननयम, 2025 (2025 का 24) की िािा 46 म ें यर्ा नवननर्दगष्ट नवदेशर्ामी पोत के
मास्िि का सक्षमता प्रमािपत्र, अर्वा उि अनिननयम की िािा 50 म ें नवननर्दगष्ट समकक्ष; तर्ा
(ii) वानिज्य पोत परिवहन अनिननयम, 2025 (2025 का 24) की िािा 46 म ें यर्ा यर्ा नवननर्दगष्ट अनतरिि मास्िि
का सक्षमता प्रमािपत्र, अर्वा दकसी मान्यता प्राप्त नवश्वनवद्यालय स े सम द्रीय कायगकलापों म ें नवज्ञान म ें मास्िस ग
(एम.एससी.), नजसम ें वल्ि ग मेिीिाइम यूननवर्सगिी, माल्मो, स्वीिन भी सनममनलत ह;ै
(iii) सेकंि मेि (नवदेशर्ामी) का सक्षमता प्रमािपत्र प्राप्त किन े के पश्चात िेक अनिकािी के रूप म ें पाँच वष ग की सेवा,

ग्रेि म ें पाँच वषग की ननयनमत सवे ा के सार् तर्ा ननम्ननलनित शक्षै निक अहतग ाएँ िित े हों, अर्ातग ्—
(i) वानिज्य पोत परिवहन अनिननयम, 2025 (2025 का 24) की िािा 46 म ें यर्ा नवननर्दगष्ट सक्षमता का अनतरिि
मास्िि प्रमािपत्र, या दकसी मान्यता प्राप्त नवश्वनवद्यालय स े सम द्रीय कायगकलापों म ें नवज्ञान म ें मास्िस ग (एम.एस.सी.),
नजसम ें वल्िग मिे ीिाइम यूननवर्सगिी, माल्मो, स्वीिन भी सनममनलत ह;ै औि
(ii) सक्षम प्रानिकािी द्वािा यर्ा नवननर्दगष्ट वानिज्य पोत परिवहन नवनि औि प्रशासन स े सबं ंनित स संर्त क्षत्रे म ें तीन
सप्ताह का अननवाय ग प्रनशक्षि सफलतापूवगक पिू ग दकया हो।
रिप्पि 1: उपय गि जैसा नवनहत प्रोन्ननत हते ननिागरित शैक्षनिक अहतग ाए ँ प्राप्त किने के नलए पत्तन, पोत परिवहन औि
जलमार् ग मंत्रालय, नौवहन महाननदेशालय कायागलय, फीिि ग्रेि पद पि कायगित पदिािकों को स नविा प्रदान किेर्ा
तर्ा उससे संबंनित व्यय वहन किेर्ा।

G.S.R.(E). 245.-- In exercise of the powers conferred by the proviso to article 309 of the Constitution and
in supersession of the Directorate General of Shipping and Mercantile Marine Departments Group ‘A’
(Nautical) Posts Recruitment Rules, 2003, in so far as they relate to the posts of Senior Radio Surveyor and
Radio Inspector; and the Ministry of Shipping, Directorate General of Shipping and Mercantile Marine
Department, Group 'A' (Nautical) Posts Recruitment Rules, 2015, except as respects things done or
omitted to be done before such supersession, the President hereby makes the following rules
regulating the method of recruitment to the posts of Nautical Adviser to the Government of India-cum-Additional
Director General (Nautical), Principal Officer (Nautical)-cum-Joint Director General (Technical), Deputy Nautical
Adviser-cum-Senior Deputy Director General (Technical), Nautical Surveyor-cum-Deputy Director General
(Technical), Senior Radio Surveyor-cum-Assistant Director General and Radio Inspector in the Directorate
General of Shipping and Mercantile Marine Department, Ministry of Ports, Shipping and Waterways, namely:-
1. Short title and commencement. – (1) These rules may be called the Ministry of Ports, Shipping and
Waterways, Directorate General of Shipping and Mercantile Marine Department, Nautical Wing, Group
‘A’ Posts, Recruitment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to
these rules.
3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit,
qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the
said Schedule.
5. Disqualification. – No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Provided that the Central Government may, if satisfied that such a marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
so doing, exempt any person from the operation of this rule.
6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to
do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service
Commission, relax any of the provisions of these rules with respect to any class or category of persons.
7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-
servicemen and other special categories of persons in accordance with the orders issued by the Central
Government from time to time in this regard.

(ii) with three years service rendered after appointment to the posts on a regular basis in level-14 in the
pay matrix (Rs.144200 - 218200) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience, namely:-
(i) certificate of competency as master of a foreign going ship as specified in section 46 of the Merchant
Shipping Act, 2025 (24 of 2025) or equivalent as specified in section 50 of the said Act;
(ii) extra master's certificate of competency as specified in section 46 of the Merchant Shipping Act, 2025
(24 of 2025) or Master of Science (M.Sc.) degree in Maritime Affairs from a recognised University including
World Maritime University, Malmo, Sweden;
(iii) five years service as Deck Officer, after obtaining the certificate of competency of second mate
(foreign going), of which one year must have been in capacity of a master's on a foreign going ship; and
(iv) fourteen years of experience in survey and inspection of foreign going merchant ships and
equipments on board such ships, as a surveyor, with the Government of India or with a classification
society recognised by the Government of India.
Note 1 : The departmental officers in the feeder category who are in direct line of promotion shall not be
eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible
for consideration for appointment by promotion.
Note 2 : The period of deputation (including short-term contract) including the period of deputation
(including short-term contract) in another ex-cadre post held immediately preceding this appointment in
the same or some other organisation or department of the Central Government shall ordinarily not exceed
five years.

Note 1 : For acquiring educational qualifications as prescribed above for promotion, the Office of the
Directorate General of Shipping, Ministry of Ports, Shipping and Waterways shall bear the cost and
facilitate the incumbents in the feeder grade post.
Note 2 : Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service or two years, whichever is
less, and have successfully completed their probation period for promotion to the next higher grade along

(C) certificate of competency as first mate of a foreign going ship as specified in section 46 of the Merchant
Shipping Act, 2025 (24 of 2025) or equivalent as specified in section 50 of the said Act; and
(D) seven years service as Deck Officer, after obtaining the certificate of competency of Second mate (foreign
going) with Global Maritime Distress Safety System duties.
(ii) Desirable:
Bachelor’s degree in Electronics and Telecommunication Engineering or Electronics and Communication
Engineering from recognised University or institute.
Note 1 : The departmental officers in the feeder category who are in direct line of promotion shall not be
eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible
for consideration for appointment by promotion.
