और ii. पच्चीस प्रतिशि प्रतितनयुति द्वारा I प्रोन्नति या प्रतितनयुति या आमेलन द्वारा भिी की दशा में, िे श्रते णयॉं, तजनसे प्रोन्नति या प्रतितनयुति या आमेलन ककया जाएगा। (11) प्रोन्नति: ऐसे आशुतलतपक-I, तजन्होंन े िेिन मैरिक्‍स म ें स्िर-6 (35400-112400 रु.) म ें उस श्रेणी स े छह िष ग की तनयतमि सेिा की ह ै और सिम प्रातधकारी द्वारा तितनर्दगष्‍ट माइक्ोसॉफ्ट ऑकिस एप्पतलकैशन म े दो सप्‍िाह का प्रतशिण सिलिापूिगक पूरा ककया हो। रटप्प‍ ण – जहां ऐस े कतनष्ठ व्यतियों के संबंध म,ें तजन्होंने अपनी अहकग या पात्रिा सेिा परू ी कर ली ह,ै प्रोन्नति के तलए तििार ककया जा रहा हो, िहााँ उनके ज्येष्ठ व्यतियों के संबंध म ेंभी तििार ककया जाएगा परंि ुयह िब जब कक उसके द्वारा की गई ऐसी अहकग या पात्रिा सेिा, अपेतिि अहकग या पात्रिा सेिा के आध ेस ेअतधक स ेया दो िष गस,े इनम ेंस ेजो भी कम हो, कम न हो और उन्होंने अपन ेऐसे कतनष्ठ व्यतियों सतहि, तजन्होंने ऐसी अहकग या पात्रिा सिे ा पहले ही पूरी कर ली ह,ै अगली उच्चिर श्रेणी म ेंप्रोन्नति के तलए अपनी पररिीिा की अितध सिलिापूिगक परू ी कर ली हो। प्रतितनयुति: केंद्रीय सरकार के अधीन ऐसे अतधकारी जो आशुतलतपक पद धाररि ककए हुए ह,ै - (क) केंद्रीय सरकार के अधीन ऐस े अतधकारी जो मलू काडर या तिभाग म ेंसदशृ पद धारण ककए हुए ह;ै या (ख) केंद्रीय सरकार के अधीन ऐसे अतधकारी जो मूल काडर या तिभाग म ेंिेिन मैरिक्‍स म ेंस्िर-6 (35400-112400 रु.) के या समिुल्य पद पर तनयतमि आधार पर तनयुति के पश्चाि ऐसे पद पर छह िष ग की तनयतमि सेिा की ह;ै और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] रटप्प‍ ण 1:- पोषक प्रिगग के ऐस े तिभागीय अतधकारी, जो प्रोन्नति की सीधी पंति म ें ह,ै प्रतितनयुति पर तनयुति के तलए तििार ककए जान े के पात्र नहीं होंगे। इसी प्रकार, प्रतितनयिु व्यति, प्रोन्नति द्वारा तनयुति के तलए तििार ककए जान े के पात्र नहीं होंगे। रटप्प‍ ण 2:- प्रतितनयुति की अितध तजसके अंिगगि केंद्रीय सरकार के उसी या ककसी अन्य संगठन या तिभाग म ेंइस तनयुति स े ठीक पहल े धाररि ककसी अन्य काडर-बाह्य पद पर प्रतितनयुति की अितध ह,ै साधारणिया िीन िषग स े अतधक नहीं होगी। रटप्प‍ ण 3:- प्रतितनयुति द्वारा तनयुति के तलए अतधकिम आय-ु सीमा आिेदन प्राप्त करने की अंतिम िारीख को छप्‍पन (56) िषग स ेअतधक नहीं होगी। यकद तिभागीय प्रोन्नति सतमति ह,ै िो उसकी संरिना। भिी करने म ें ककन पररतस्र्तियों म ें संघ लोक सेिा आयोग के सार् परामशग ककया जाएगा। (12) (13) संघ लोक सेिा आयोग स ेपरामशग करना समूह 'ख' तिभागीय प्रोन्नति सतमति (प्रोन्नति के संबंध म ेंतििार करने के तलए), आिश्‍यक नहीं ह।ै तजसम ेंतनम्न‍ तलतखि होंग:े - i. अिर अर्िा संयुक्ि‍ महातनदशे क, समुद्रीय प्रशासन महातनदेशालय - अध्‍यि; ii. उप महातनदेशक (कार्मगक), समद्रु ीय प्रशासन महातनदेशालय - सदस्‍य; iii. उप महातनदेशक या समुद्री सिेिक या इंजीतनयर तशप सिेिक या तशप सिेिक (अनुसूतिि जाति या अनुसूतिि जनजाति के प्रतितनतध), समुद्रीय प्रशासन महातनदेशालय - सदस्य‍ I [फा. स.ं एसवाई-11016/6/2025-एमए (378017)] वेंकटेिपजत एस, सयं ुक् त सजचव[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF PORTS, SHIPPING AND WATERWAYS (Directorate General of Maritime Administration, Mumbai) NOTIFICATION New Delhi, the 27th July, 2026 G.S.R. 673(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Shipping, Road Transport and Highways, Directorate General of Shipping, Senior Private Secretary Group 'B' Posts Recruitment Rules, 2005, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Senior Private Secretary in the Directorate General of Maritime Administration, Ministry of Ports, Shipping and Waterways, namely:- 1. Short title and commencement.– (1) These rules may be called the Ministry of Ports, Shipping and Waterways, Directorate General of Maritime Administration, Senior Private Secretary (Group ‘B’ Post) Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.– The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.– Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age- limit for appointment by deputation shall not exceed fifty-six years as on the closing date of receipt of applications. [F.
