संय ि महाजनदेिक (तकनीकी), उप म ख्य सवेक्षक – सह – ययेष्ठ उप महाजनदेिक (तकनीकी) और इंिीजनयर एव ं पोत सवक्षे क – सह – उप महाजनदेिक (तकनीकी) के पदों पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनात ेहैं, अर्ागत् :- 1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप्त नाम पत्तन, पोत पररवहन और िलमागग मंत्रालय, नौवहन महाजनदेिालय और वाजणजययक सम द्री जवभाग, इंिीजनयरी काडर (समूह ‘क’ पद) भती जनयम, 2025 ह।ै (2) य ेरािपत्र में प्रकािन की तारीख को प्रवृत्त होंगे। 2. लाग ूहोना - उि पदों की संख्या, उनका वगीकरण, इसस े उपाबद्ध वेतन मैररक्स में स्ट् तर वे होंगे, िो उि अन सूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्दगष्ट ह।ैं 4. भती की पद्धजत, आय -सीमा, अहतग ा, आदद - भती की पद्धजत, आय- सीमा, अहतग ाएं और उनसे संबंजधत अन्य बातें व े होंगी िो उि अन सूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्दगष्ट ह।ैं 5. जनरहतग ा- वह व्यजि - (क) जिसन े ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजवत ह,ै जववाह या जववाह की संजवदा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ै या जववाह की संजवदा दकया ह,ै उि पद पर जनय जि का पात्र नहीं होगा: परन्त यदद केन्द्रीय सरकार का यह समाधान हो िाता है, दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अन ज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो वह दकसी व्यजि को इस जनयम के प्रवतगन से छूट दे सकेगी। 6. जिजर्ल करन ेकी िजि - िहााँ केन्द्र सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन है, वहााँ वह उसके जलए िो कारण ह ैंउन्ह ेंलेखाबद्ध करके तर्ा संघ लोक सेवा आयोग से परामिग करके, इन जनयमों के दकसी उपबंध को दकसी वगग या प्रवगग के व्यजियों की बाबत आदिे द्वारा जिजर्ल कर सकेगी। 7. व्यावृजत - इन जनयमों की कोई बात ऐसे आरक्षण, आय- सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्र सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आदिे ों के अन सार अन सूजचत िाजतयों, अन सूजचत िनिाजतयों, अन्य जपछडा वगों, भूतपूवग सैजनकों और अन्य जविषे प्रवग गके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनस चू ी पद का नाम पद सख्ं या वगीकरण प ेमरै रक्स म ेंलवे ल चयन अर्वा सीधी भती के अचयन पद जलए आय - सीमा। (1) (2) (3) (4) (5) (6) 1. मख् य सवेक्षक-सह-1*(2025) सामान्य केंद्रीय वेतन मैररक्स में चयन पद लागू नहीं होता अपर महाजनदेिक * कायगभार के सेवा, समूह 'क', स्ट् तर- 15 (182200- (इंिीजनयररंग)। आधार पर रािपजत्रत, 224100 रु.)। पररवतगन दकया िा अनन सजचवीय। सकता ह।ै सीध ेभती दकए िान े सीध ेभती दकए िान ेवाल े पररवीक्षा की भती की पद्धजत वाल ेव्य जियों के जलए व्य जियों के जलए जवजहत आय अवजध, यदद भती सीध ेहोगी या प्रोन्नजत या अपजे क्षत िक्षै जणक और और िक्षै जणक अहतग ाएं, प्रोन्न त प्रजतजनयज ि/आमले न द्वारा ह ैऔर जवजभन्न कोई हों, अन्य अहतग ाएं पद्धजतयों द्वारा भरे िान ेवाली ररजियों का व्य जियों की दिा म ेंलाग ूहोंगी या नहीं प्रजतितता (7) (8) (9) (10) लाग ूनहीं होता। लाग ूनहीं होता। लाग ू नहीं प्रोन्नजत द्वारा, जिसके न हो सकन े पर होता। प्रजतजनय जि द्वारा (अल् पकाजलक संजवदा सजहत)।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयज ि/आमले न द्वारा भती की दिा म,ें व ेश्रजे णयॉं, जिनस ेप्रोन्नजत या प्रजतजनयज ि/ आमले न दकया िाएगा (11) प्रोन्नजत: वेतन मैररक् स में स्ट् तर -14 (144200-218200 रु.) में ऐसे प्रधान अजधकारी (इंिीजनयरी)- सह- संय क् त महाजनदेिक (तकनीकी) जिन् होंन े इस ग्रेड म ें तीन वषग की जनयजमत सेवा की हो और जिसने वाजणजययक नौवहन जवजध और प्रिासन स े संबंजधत क्षेत्र या सक्षम प्राजधकारी द्वारा यर्ाजवजनर्दगष् ट क्षेत्र में कम से कम दो सप् ताह का अजनवायग प्रजिक्षण सफलतापूवगक पूरा दकया हो। रटप्प ण – िहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकग या पात्रता सेवा पूरी कर ली ह,ै प्रोन्नजत के जलए जवचार दकया िा रहा हो, वहााँ उनके ययेष्ठ व्यजियों के संबंध म ेंभी जवचार दकया िाएगा परंत यह तब िब दक उसके द्वारा की गई ऐसी अहकग या पात्रता सेवा, अपेजक्षत अहकग या पात्रता सेवा के आध ेसे अजधक से या दो वषग से, इनमें से िो भी कम हो, कम न हो और उन्होंन े अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकग या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवगक परू ी कर ली हो। प्रजतजनयज ि (अल्पकाजलक सजं वदा सजहत): केंद्रीय सरकार या रायय सरकार या सघं रायय क्षेत्र प्रिासन, स्ट्व ायत्त जनकाय या कानूनी संगठन या पजललक सेक्ट र उपक्रम या मान् यता प्राप् त जवश् वजवद्यालय या मान् यता प्राप् त अन संधान संस्ट् र्ान के अजधकारी, - (क) (i) िो मलू काडर या जवभाग में जनयजमत आधार पर सदिृ पद धारण दकए हों ; या (ii) मूल काडर या जवभाग में वेतन मैररक् स मेंस्ट् तर -14 में (144200-218200 रु.) या समत ल् य में जनयजमत आधार पर पदों पर जनय जि के पश् चात् इस श्रेणी में तीन वष ग की सेवा की हो; और (ख) जनम्न जलजखत िैक्षजणक अहतग ा और अन भव रखते हो, अर्ातग ्:- i. वाजणयय पोत पररवहन अजधजनयम, 1958 (1958 का 44) की धारा 78 में यर्ा जवजनर्दगष्ट या उक्त अजधजनयम की धारा 86 में यर्ा जवजनर्दष्टग सम द्री इंिीजनयर अजधकारी प्रर्म श्रणे ी (स्ट्टीम या मोटर या संय ि स्ट्टीम और मोटर) के रूप में सक्षमता प्रमाणपत्र; और ii. वाजणयय पोत पररवहन अजधजनयम,1958 (1958 का 44) की धारा 78 में यर्ाजवजनर्दगष् ट एक्स्ट्रा प्रर्म श्रेणी इंिीजनयर के रूप म ें सक्षमता प्रमाण पत्र अर्वा उक्त अजधजनयम की धारा 86 में यर्ाजवजनर्दगष् ट समत ल्य अहतग ा; या भारतीय प्रौद्योजगकी संस्ट् र्ान द्वारा प्रदान दकया गया सम द्री प्रचालन और प्रबंधन में स्ट् नातकोत्तर जडप् लोमा; या iii. जवश्व सम द्री जवश्वजवद्यालय, माल्मो, स्ट्वीडन स े सम द्री स रक्षा और पयागवरण संरक्षा के सभी पहल ओं म ें सम द्री आवरक मामलों में मास्ट्टर ऑफ साइंस जडग्री। (ग) वांजछत अहतग ाएं: i. सम द्र में पांच वष ग की सेवा जिसमें से एक वष ग की सेवा म ख्य इंिीजनयर या सेकंड इंिीजनयर के रूप में की हो; और ii. भारत सरकार म ें या भारत सरकार द्वारा मान्यता प्राप्त वगीकरण सोसायटी में सवेक्षक के रूप में जवदेिगामी वाजणजययक पोतों और ऐसे पोतों में लग ेउपकरणों के सांजवजधक सवेक्षण और जनरीक्षण म ेंचौदह वषग का अन भव। रटप्प ण 1. – पोषक प्रवग गम ेंऐसे जवभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ेंह,ै प्रजतजनयज ि पर जनय जि हते जवचार दकए िान ेके पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयि व्यजि, प्रोन्नजत द्वारा जनय जि हते जवचार दकए िान ेके पात्र नहीं होंगे।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] रटप्प ण 2.- प्रजतजनय जि की अवजध (अल्पकाजलक अन बंध सजहत) जिसमें केंद्र सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनय जि से ठीक पहले धाररत दकसी अन्य कैडर-बाह्य पद पर प्रजतजनय जि की अवजध (अल्पकाजलक अन बंध सजहत) ह,ै साधारणतया पांच वषग से अजधक नहीं होगी। रटप्प ण 3.- प्रजतजनय जि (अल्पकाजलक अन बंध सजहत) द्वारा जनय जि के जलए अजधकतम आय -सीमा आवेदन-पत्र प्राप्त करन े की अंजतम जतजर् को अट्ठावन (58) वष ग से अजधक नहीं होगी। यदद जवभागीय प्रोन्नजत सजमजत जवद्यमान ह,ै तो पररजस्ट्र्जतया,ं जिनम ेंभती करन ेम ेंसघं लोक सवे ा आयोग के सार् इसकी सरं चना परामि गदकया िाना ह ै (12) (13) जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जवचार करन े प्रजतजनय जि (अल्पकाजलक संजवदा सजहत) पर जनय जि करत ेसमय संघ हते ) जिसमें जनम् नजलजखत होंगे:- लोक सेवा आयोग का परामिग आवश्यक ह ै 1. अध्यक्ष या सदस्ट्य, संघ लोक सवे ा आयोग – अध्यक्ष 2. सजचव, पत्तन, पोत पररवहन और िलमाग ग मंत्रालय – सदस्ट्य 3. नौवहन महाजनदेिक – सदस्ट्य (1) (2) (3) (4) (5) (6) 2. प्रधान अजधकारी 3*(2025) सामान्य केन्द्रीय सेवा, वेतन मैररक्स में स्ट् तर चयन पद लाग ू – 14 (144200- नहीं (इंिीजनयरी) – सह – समूह ‘क’, रािपजत्रत, होता संय ि महाजनदेिक *कायगभार के आधार अनन सजचवीय 218200 रु.) (तकनीकी) पर पररवतगन दकया िा सकता ह।ै (7) (8) (9) (10) लाग ूनहीं लाग ूनहीं लाग ूनहीं प्रोन्नजत द्वारा, जिसके न हो सकने पर प्रजतजनय जि द्वारा (अल्पकाजलक अन बंध होता होता होता सजहत) (11) प्रोन्नजत: वेतन मैररक्स में स्ट् तर-13 (123100-215900 रु.) म ें उप मख् य सवेक्षक – सह – ययष्ठे उप महाजनदेिक (तकनीकी), जिन्होंने ग्रडे में 3 वष ग की जनयजमत सेवा की हो और वाजणजययक नौवहन जवजध और प्रिासन से संबंजधत क्षेत्र या सक्षम प्राजधकारी द्वारा यर्ा जवजनर्दगष्ट क्षेत्र म ेंकम से कम 2 सप्ताह का अजनवायग प्रजिक्षण सफलतापूवकग पूरा दकया हो रटप्प ण – िहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकग या पात्रता सेवा पूरी कर ली ह,ै प्रोन्नजत के जलए जवचार दकया िा रहा हो, वहााँ उनके ययेष्ठ व्यजियों के संबंध म ेंभी जवचार दकया िाएगा परंत यह तब िब दक उसके द्वारा की गई ऐसी अहकग या पात्रता सेवा, अपेजक्षत अहकग या पात्रता सेवा के आध ेसे अजधक से या दो वषग से, इनमें से िो भी कम[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 हो, कम न हो और उन्होंन े अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकग या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवगक परू ी कर ली हो। प्रजतजनयज ि (अल्पकाजलक सजं वदा सजहत): केंद्रीय सरकार या रायय सरकार या संघ रायय क्षेत्र प्रिासन या स्ट्वायत्त जनकाय या कानूनी संगठन या पजललक सेक्ट र उपक्रमों या मान्यता प्राप्त जवश्वजवद्यालय या मान्यता प्राप्त अन संधान संस्ट्र्ा के अजधकारी, - (क) (i) िो मलू काडर या जवभाग में जनयजमत आधार पर सदिृ पद धारण दकए हों ; और (ख) जनम्नजलजखत िक्षै जणक अहतग ाएं और अन भव रखत े हो, अर्ागत्:- (i) वाजणयय पोत पररवहन अजधजनयम, 1958 (1958 का 44) की धारा 78 में यर्ाजवजनर्दगष्ट सम द्री इंिीजनयर अजधकारी श्रेणी-I (भाप या मोटर या भाप और मोटर, संय ि) के रूप में सक्षमता प्रमाण पत्र या उि अजधजनयम की धारा 86 म ें यर्ाजवजनर्दगष् ट अहतग ा; और (ii) वाजणयय पोत पररवहन अजधजनयम, 1958 (1958 का 44) की धारा 78 में यर्ाजवजनर्दगष्ट एक्स्ट् रा प्रर्म श्रणे ी इंिीजनयर के रूप में सक्षमता प्रमाणपत्र या उि अजधजनयम की धारा 86 में यर्ाजवजनर्दगष्ट अहतग ा; या (iii) भारतीय प्रौद्योजगकी संस्ट्र्ान द्वारा प्रदान दकया गया सम द्री प्रचालन और प्रबंधन म ेंस्नाकोत्तर जडप्लोमा; या (iv) जवश्व सम द्री जवश्वजवद्यालय, माल्मो, स्ट्वीडन स े सम द्री स रक्षा और पयागवरण संरक्षा के प्रिासन के सभी पहलओं म ें सम द्री आवरक मामलों म ें मास्ट्टर ऑफ साइंस जडग्री। (ग) वांछनीय अहतग ाएं: i. सम द्र में पांच वष ग की सेवा जिसमें से एक वष ग की सेवा म ख्य इंिीजनयर या सेकंड इंिीजनयर के रूप में की हो; और ii. भारत सरकार के सार् अर्वा भारत सरकार द्वारा मान्यता प्राप्त वगीकरण सोसायटी के सार् जवदेिगामी वाजणजययक पोतों और ऐसे पोतों के फलक पर लगे उपस्ट् करों के कानूनी सवेक्षण और जनरीक्षण का 12 वष ग का अन भव; रटप्प ण 1.– पोषक प्रवग गमें ऐसे जवभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजनय जि पर जनय जि हते जवचार दकए िान ेके पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयि व्यजि, प्रोन्नजत द्वारा जनय जि हते जवचार दकए िान ेके पात्र नहीं होंगे।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] रटप्प ण 2.- प्रजतजनय जि की अवजध (अल्पकाजलक अन बंध सजहत) जिसमें केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनय जि से ठीक पहले धाररत दकसी अन्य कैडर-बाह्य पद पर प्रजतजनय जि की अवजध (अल्पकाजलक अन बंध सजहत) ह,ै साधारणतया पांच वषग से अजधक नहीं होगी। रटप्प ण 3.- प्रजतजनय जि (अल्पकाजलक अन बंध सजहत) द्वारा जनय जि के जलए अजधकतम आय -सीमा आवेदन-पत्र प्राप्त करन े की अंजतम तारीख को अट्ठावन (58) वष ग से अजधक नहीं होगी। (12) (13) जवभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जवचार करने के जलए) जिसमें संघ लोक सेवा आयोग से परामिग आवश्यक नहीं ह।ै जनम् नजलजखत होंगे:- 1. अध्यक्ष या सदस्ट्य, संघ लोक सेवा आयोग – अध्यक्ष; Note 2. - Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short-term contract): Officers of the Central Government or State Government or Union territory Administration or autonomous body or statutory organisation or public sector undertakings or recognised University or recognised research institution, - (a) (i) holding analogous posts on a regular basis in the parent cadre or department; or (ii) with five years service rendered after appointment to the posts on a regular basis in level-12 in the pay matrix (Rs.78800-209200) or equivalent in the parent cadre or department; and (b) possessing the following educational qualifications and experience, namely:- (i) certificate of competency as marine engineer officer first class (Steam or Motor or Combined Steam and Motor) as specified in section 78 of the Merchant Shipping Act, 1958 (44 of 1958) or as specified in section 86 of the said Act; and (ii) certificate of competency as extra first class engineer as specified in section 78 of the Merchant Shipping Act, 1958 (44 of 1958) or equivalent as specified in section 86 of the said Act; or (iii) Post Graduate Diploma in Maritime Operation and Management awarded by the Indian Institute of Technology or equivalent; or (iv) Master of Science degree in Maritime Affairs covering all aspects of Administration of Maritime safety and Environment Protection from the World Maritime University, Malmo, Sweden; and (v) five years service at sea of which one year service as Chief Engineer or Second Engineer; (vi) eight years of experience in carrying out statutory survey and inspection of foreign going merchant ships and equipment on board such ships, as a surveyor, with Government of India or with a classification society recognised by Government of India. Note 1. - The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2. - The period of deputation (including short-term contract) including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed five years.
