No. 01 भाग III PART III राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI नई दिल्ली नगरपाजलका पररषि अजधसचू ना नई दिल्ली, 24 माच,च 2026 फा. स.ं ए-12011/26/2023-एच (स्ट्था.)-II/डी-362.—नई दिल्ली नगरपाजलका पररषि अजधजनयम, 1994 (1994 का 44) की धारा 43 की उपधारा (1) के खंड (सी) और (ई) द्वारा प्रित्त िजियों का प्रयोग करते हुए तथा उि अजधजनयम की धारा 387 की उपधारा (2) के अनुसार केन्द्रीय सरकार के अनुमोिन स,े नई दिल्ली नगरपाजलकापररषि, जचदकत्सा सेवा जवभाग म ें ितं िल्य जचदकत्सा कक्ष सहायक (DORA) के पि पर भती की पद्धजत को जवजनयजमत करन े के जलए जनम्नजलजखत जवजनयम बनाती ह,ै अथाचत्— 1. सजं क्षप्त िीषकच और प्रारंभ -- (1) इन जवजनयमों को गृह मंत्रालय, नई दिल्ली नगर पाजलकापररषि, जचदकत्सा सेवा जवभाग, ितं िल्य जचदकत्सा कक्ष सहायक (DORA) (श्रेणी ‘सी’ पि) भती जवजनयम, 2026 कहा िाएगा। (2) ये आजधकाररक रािपत्र म ेंप्रकािन की जतजथ स ेलाग ू होंगे। 2409 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART III] 2. पिों की सख्ं या, वगीकरण तथा वते न मरै रक्स म ें स्ट्तर -- उि पिों की संख्या, उनका वगीकरण तथा वेतन मैररक्स म ें स्ट्तर इन जवजनयमों स े संलग्न अनुसूची के कॉलम (2) स े(4) म ेंजवजनर्िचष्ट होंगे। 3. भती की पद्धजत, आय-ु सीमा, योग्यताए ं आदि -- उि पि पर भती की पद्धजत, आय-ु सीमा, योग्यताए ं तथा अन्द्य संबंजधत बातें वे होंगी िो उि अनुसूची के कॉलम (5) स े(13) म ेंजवजनर्िचष्ट ह।ैं 4. अयोग्यता -- कोई व्यजि— (a) जिसने ऐस े व्यजि स,े जिसका पजत या पत्नी िीजवत ह,ै जववाह दकया ह ै या जववाह की संजविा की ह;ै या (b) जिसने अपन े पजत या पत्नी के िीजवत रहत े हुए दकसी व्यजि स े जववाह दकया ह ैया जववाह की संजविा की ह,ै उि पि पर जनयुजि के जलए पात्र नहीं होगा। बिते दक नई दिल्ली नगरपाजलका पररषि, यदि संतष्टु हो दक ऐसा जववाह उस व्यजि और जववाह के िसू रे पक्ष पर लाग ू पसचनल लॉ के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्द्य आधार भी ह,ैं तो वह दकसी भी व्यजि को इस जवजनयमन के लाग ू होने स ेछूट िे सकती ह।ै 5. छूट िेन े की िजि -- िहां केन्द्रीय सरकार का मत ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहा ं वह आििे द्वारा तथा जलजखत म ें कारण ररकॉड च करके दकसी वग च या श्रणे ी के व्यजियों के संबंध म ें इन जवजनयमों के दकसी उपबंध म ें छूट ि े सकती ह।ै 6. व्यावजृ त -- इन जवजनयमों की कोई बात ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्द्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछडे वगों, भूतपूव च सैजनकों और अन्द्य जविेष वगों के व्यजियों के जलए उपबंध दकया िाना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की वगीकरण वते न मरै रक्स म ेंस्ट्तर चयजनत अथवा सीधी भती के जलए आय-ु सख्ं या अचयजनत पि सीमा 1 2 3 4 5 6 ितं िल्य *05 (2026) श्रेणी 'सी' वेतन मैररक्स म ें लाग ू नहीं आय ु 18 स े 27 वषच के बीच। जचदकत्सा कक्ष स्ट्तर-2 (रु.19900- * कायचभार के जवभागीय उम्मीिवारों के सहायक 63200) आधार पर जलए केन्द्रीय सरकार द्वारा पररवतचन दकया समय-समय पर िारी दकए िा सकता ह ै । गए जनिेिों या आिेिों के अनुसार चालीस वष च तक की आय ु सीमा म ें छूट िी िा सकतीह।ै आय ु सीमा जनधाचररत करन े की महत्वपूणच जतजथ दिल्ली अधीनस्ट्थ सेवा चयन बोड च द्वारा जवज्ञाजपत की िाएगी।[PART III DELHI GAZETTE : EXTRAORDINARY 3 सीधी भती के जलए अपजे क्षत िजे क्षक और अन्द्यआहताएच ं सीधी भती दकए िान े वाल ेव्यजियों पररवीक्षा की अवजध, के जलए जवजहत आय ुऔर िजै क्षक यदि कोई हो। अहतच ाएँ पिोन्नत व्यजियों के मामल े म ें भी लाग ूहोगी। 7 8 9 (i) दकसी मान्द्यता प्राप्त बोड च स े जवज्ञान म ें 12वीं उत्तीणच, लाग ू नहीं। िो वषच। जिसम ें िीव जवज्ञान एक जवषय के रूप म ें हो, और रटप्पणी: सक्षम (ii) ितं िल्य जचदकत्सा कक्ष सहायक यािंत जचदकत्सा प्राजधकारी द्वारा सहायक म ें भारतीय ितं पररषि द्वारा अनुमोदित जनर्िचष्ट पररवीक्षा को जडप्लोमा; No. A-12011/26/2023-H(Estt.)-II/D-362.—In exercise of the powers conferred by clause (c) and (e) of sub-section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (44 of 1994) and with the approval of the Central Government in terms of sub-section (2) of section 387 of the said Act, the New Delhi Municipal Council hereby makes the following regulations regulating the method of recruitment to the post of Dental Operating Room Assistant (DORA) in Medical Services Department, New Delhi Municipal Council, namely:- 1. Short title and commencement— (1) These regulations may be called the Ministry of Home Affairs, New Delhi Municipal Council, Medical Services Department, Dental Operating Room Assistant (DORA) (category ‘C’ post) Recruitment Regulations, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix,—The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.,— The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification,-— No person,--- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post; Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 5. Power to relax,— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these regulations with respect to any class or category of persons. 6. Saving,— Nothing in these regulations shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.[PART III DELHI GAZETTE : EXTRAORDINARY 5 SCHEDULE Name of Post.
