क्लीनटेक सॉल्यिू ंस प्राइिेट जलजमटेड को रांसजमिन योिना "रािस्ट्थान के िैसलमेर म ें मेससस एकम े क्लीनटेक सॉल्यूिंस प्राइिेट जलजमटेड के 1000 मेगािाट सौर ऊिास पररयोिना को कनेजक्टजिटी प्रदान करन े के जलए रांसजमिन प्रणाली" म ें िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अतं गतस पूि सअनुमोदन प्रदान दकया था । मेसस स एकम े क्लीनटेक सॉल्यिू सं प्राइिेट जलजमटेड ने प्रस्ट्ताजित रांसजमिन माग स के बारे म ें स्ट्थानीय अखबारों मरू लहर (हहदं ी म)ें ददनांक 30.01.2026, हहदं स्ट्ु तान बॉडसर (हहदं ी म)ें ददनांक 30.01.2026, दैजनक भास्ट्कर (हहदं ी म)ें ददनाकं 30.01.2026, रािस्ट्थान पजत्रका (हहदं ी म)ें ददनांक 30.01.2026, द टाइम्स ऑफ इंजडया (अग्रं ेजी म)ें ददनांक 30.01.2026 तथा द इंजडयन एक्सप्रेस (अग्रं ेजी म)ें ददनांक 30.01.2026 और साप्ताजहक रािपत्र म ें ददनांक 14.02.2026 म ें प्रकािन की तारीख स े दो महीनों के भीतर आम िनता स े अिलोकन/ अभ्यािेदन की मागं करते हुए नोरटस प्रकाजित 6748 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] दकया था। इसके पश् चात, मसे सस एकम े क्लीनटेक सॉल्यूिसं प्राइिेट जलजमटेड, न े ददनादं कत 08.06.2026 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई थी दक भारत के अजधकाररक रािपत्र एि ं स्ट्थानीय समाचार पत्रों म ें सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता स े मेससस एकम े क्लीनटेक सॉल्यिू ंस प्राइिेट जलजमटेड को कोई भी अभ्यािेदन प्राप्त नहीं हुआ ह।ै मेसस स एकम े क्लीनटेक सॉल्यूिसं प्राइिेट जलजमटेड न े ददनांक 01.06.2026 को एक िचन पत्र प्रस्ट्तुत दकया ह,ै जिसम ें यह उल्लेख दकया गया ह ै दक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का माग स रािस्ट्थान के संिोजधत ग्रेट इंजडयन बस्ट्टडस (GIB) प्राथजमकता क्षत्रे के बाहर जस्ट्थत ह,ै िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदेि म ें संदर्भसत ह।ै आिेदक न े यह भी िचन ददया ह ै दक िह उक्त जनणयस म ें जनजहत माननीय सिोच्च न्यायालय के सभी जनदेिों तथा उक्त आदेि के अनुपालन म ें सक्षम प्राजधकारी द्वारा भजिष्य म ें िारी दकए िाने िाले दकसी भी जनदेि का पूणसतः पालन करेगी। साथ ही, आिेदक न े यह भी बताया गया ह ै दक रांसजमिन लाइन का संरेखण इस प्रकार बेहतर बनाया गया ह ैदक िहााँ तक संभि हो, ि े अजधकतम साझा मागस का उपयोग करें। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस मेससस एकम े क्लीनटेक सॉल्यूिंस प्राइिेट जलजमटेड को ओिरहडे रांसजमिन लाइन जबछाने के जलए उन्ह ें िे सभी िजक्तयां प्रदान करने का अनरु ोध दकया ह,ै िो टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाइन्स और खंभों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम 1885 के अतं गतस टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन िाजमल ह: ैं • एकम े क्लीनटेक सॉल्यिू ंस प्राइिेट जलजमटेड सौर जिद्युत पररयोिना (जस्ट्िचयाड स ग्राम दलपतपरु ा, जिला िैसलमरे , रािस्ट्थान म ें जस्ट्थत) स े फतेहगढ़-II (आईएसटीएस) पूहलगं स्ट्टेिन तक 400 केिी हसंगल सर्कसट लाइन डबल सर्कसट टािरों पर इस योिना के अंतगसत िाजमल रांसजमिन लाइन जनम्नजलजखत गांिों, कस्ट्बों और िहरों स े होकर, उनके ऊपर, चारों ओर और उनके बीच स ेगुिरेंगी। गािं के नाम तहसील जिला राज्य सािता, सांिता, फतेहसर, दिे ीकोट, केहर फकीर की ढाणी, अमरपरु ा, भोपा, लखमाणा, छोडीया, भीखसर, लाला, कराडा, फतेहगढ़ िैसलमेर रािस्ट्थान उत्तम नगर रामदेि नगर, अमरसर, भैंसडा, संग्राम हसंह की ढाणी, बेजतणा, बेतीणा, नया लूणा कला, लणू ा कला, मोतीसर, लणू ा खदु स, पोकरण/पोखरण िैसलमेर रािस्ट्थान अचलपरु ा, दलपतपरु ा अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस एकम े क्लीनटेक सॉल्यूिंस प्राइिटे जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगान े के जलए ि े सभी िजक्तयां जनम्नजलजखत जनबंधनों एि ं ितों के साथ प्रदान करता ह,ै िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण के पास ह ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्थापना स े पूिस संबंजधत प्राजधकाररयों अथासत स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एंड एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अतं गतस बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेसस स एकम े क्लीनटेक सॉल्यूिसं प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों इत्यादद, स े अपेजक्षत अनुमजत को प्राप्त करने के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोक्त ओिरहडे लाइनों का माग स (या उपरोक्त ओिरहडे लाइन के मागस का कुछ भाग) संिोजधत ग्रेट इंजडयन बस्ट्टड स (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदेि और माननीय सिोच्च न्यायालय के उपरोक्त आदेि के अनुसरण म ेंसक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा। [फा. स.ं 25-16/66/2026-पािर जग्रड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 28th August, 2026 S.O. 4855(E).—Whereas M/s ACME Cleantech Solutions Private Limited having its registered address at Plot No.152, Sector-44, Gurugram, Haryana, 122002, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s ACME Cleantech Solutions Private Limited for its 1000 MW solar power project in Jaisalmer, Rajasthan”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/8/2026-POWER GRID (MoP) dated 08.01.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s ACME Cleantech Solutions Private Limited for its 1000 MW solar power project in Jaisalmer, Rajasthan”. M/s. ACME Cleantech Solutions Private Limited had published notice for transmission scheme in local newspapers Maru Laher (in Hindi) dated 30.01.2026, Hindustan Border (in Hindi) dated 30.01.2026, Dainik Bhaskar (in Hindi) dated 30.01.2026 and Rajasthan Patrika (in Hindi) dated 30.01.2026, The Times of India (in English) dated 30.01.2026 and The Indian Express (in English) dated 30.01.2026 and in Weekly Gazette of India dated 14.02.2026 for the general public to make observations/representations on the proposed transmission route within two Months from the date of publication. Subsequently, M/s ACME Cleantech Solutions Private Limited has submitted an affidavit dated 08.06.2026 declaring that no observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India. M/s. ACME Cleantech Solutions Private Limited had submitted an Undertaking dated 01.06.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] established or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to M/s ACME Cleantech Solutions Private Limited for its 1000 MW solar power project in Jaisalmer, Rajasthan” The following overhead line is covered under this scheme: • ACME Cleantech Solutions Private Limited Solar Power Project (switchyard located in Village Dalpatpura, District Jaisalmer, Rajasthan) – Fatehgarh-II (ISTS) Pooling Station 400 kV S/c line on D/c towers. The transmission lines covered under the scheme will pass through, over, around, and between the following villages, towns and cities of Rajasthan: Name of the villages Tehsil District State Sawata, Sanwata, Fatehsar, Devikot, Kehar Fakir Ki Dhani, Amarpura, Bhopa, Lakhmana, Chodiya, Bhikhsar, Lala, Fatehgarh Jaisalmer Rajasthan Karada, Uttam Nagar Ramdev Nagar, Amarsar, Bhainsada, Sangram Singh ki Dhani, Betina, Baiteena, Naya Luna Kala, Luna Kala, Pokaran/Pokhran Jaisalmer Rajasthan Motisar, Luna Khurd, Achalpura, Dalpatpura Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s ACME Cleantech Solutions Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s ACME Cleantech Solutions Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
