27.03.2026 िे द्वारा ट्ांसडमशन योजना, "मेससस एज़्योर पॉवर इंडिया प्राइवेट डिडमटेि िो बीिानेर, राजथथान म ें डथथत उनिी 650 मगे ावाट िी सौर ऊजास पररयोजना िे डिए िनेडटटडवटी प्रदान िरन ेहते ुपारेषण प्रणािी" िे अंतगसत आने वािी ओवरहिे ट्ांसडमशन िाइन िे डिए डवद्युत अडिडनयम िी िारा 68(1) िे अंतगसत पूवस अनुमोदन प्रदान किया था। मेसस स एज़्योर पावर इंडिया प्राइवेट डिडमटेि ने थथानीय समाचार पत्रों, द इंडियन एटसप्रेस (अंिेजी म)ें कदनांि 02.05.2026 और दैडनि भाथिर (डहन्दी म)ें कदनांि 02.05.2026 एवम 03.05.2026, और भारत िे साप्ताडहि राजपत्र कदनांि 23.05.2026 म ें ट्ांसडमशन योजना िे डिए प्रथताडवत ट्ांसडमशन मागस पर प्रिाशन िी तारीख स े 2 महीन े िे भीतर आम जनता िी रटप्पडणयों / अभ्यावेदन िी मांग िरते हुए नोरटस प्रिाडशत किया था। इसिे पश् चात, मेससस एज़्योर पावर इंडिया प्राइवेट डिडमटेि ने 28.07.2026 कदनांकित एि हिफनामा प्रथततु किया, डजसमें घोषणा िी गई ह ैकि भारत 7683 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] सरिार िे आडििाररि राजपत्र एव ं थथानीय समाचार पत्रों म ें प्रिाशन िी तारीख स े 2 महीने िे भीतर भीतर िोई रटप्पणी/अभ्यावेदन प्राप्त नहीं हुआ ह।ै मेसस स एज़्योर पावर इंडिया प्राइवेट डिडमटेि न े कदनांि 28.07.2026 िो एि वचन पत्र प्रथतुत किया ह,ै डजसम ें यह उल्िेख किया गया ह ै कि प्रथताडवत ओवरहिे ट्ांसडमशन िाइन(नो) िा माग स राजथथान िे संशोडित िेट इंडियन बथटि स

(GIB) प्राथडमिता क्षत्रे िे बाहर डथथत ह,ै जैसा कि ररट याडचिा (डसडवि) संख्या 838/2019 िे कदनांि 19.12.2025 िे आदेश म ें संदर्भसत ह।ै आवेदि ने यह भी वचन कदया ह ै कि वह उक्त डनणसय म ें डनडहत माननीय सवोच्च न्यायािय िे सभी डनदेशों तथा उक्त आदशे िे अनपु ािन म ें सक्षम प्राडििारी द्वारा भडवष्य म ें जारी किए जाने वािे किसी भी डनदेश िा पूणसतः पािन िरेगी। साथ ही, आवेदि न ेयह भी बताया गया ह ैकि ट्ांसडमशन िाइन िा संरेखण इस प्रिार बेहतर बनाया गया ह ै कि जहााँ ति संभव हो, वे अडिितम साझा मागस िा उपयोग िरें। और अब आवेदि ने डवद्युत अडिडनयम, 2003 िी िारा 164 िे अतं गतस ट्ांसडमशन योजना म ें शाडमि ओवरहिे ट्ांसडमशन िाइन डबछान े िे डिए मेससस एज़्योर पावर इंडिया प्राइवेट डिडमटेि िो व े सभी शडक्तयां प्रदान िरन े िा अनुरोि किया ह,ै जो भारतीय टेिीिाफ अडिडनयम, 1885 िे तहत टेिीिाफ िे प्रयोजन िे डिए सरिार द्वारा थथाडपत अथवा अनुरडक्षत किय े गए टेिीिाफ िाइन एव ं खम्भ े या इस प्रिार िी थथापना और अनरु क्षण किय े जाने िे डिए, टेिीिाफ प्राडििरण िो प्राप्त ह।ैं इस योजना िे अतं गतस डनम्नडिडखत ओवरहिे ट्ांसडमशन िाइन ह:ैं i. एज़्योर पावर इंडिया प्राइवेट डिडमटेि सोिर पावर प्रोजेटट (जनरेशन डथवच याि स गााँव शम्भ ू िी भुर्ज/स सोिंकियों िी ढाणी/ देवाडो िी ढाणी, डजिा बीिानेर, राजथथान म ें डथथत) – भदिा-II (आईएसटीएस) पूलिंग थटेशन िबि सर्िसट टावरों पर 400 िेवी लसंगि सर्िसट िाइन। उपरोक्त योजना िे अंतगसत ओवरहिे ट्ांसडमशन िाइन राजथथान राज्य िे डनम्न ाकं ित गााँवों, िथबों और शहरों स ेहोिर, उन पर स,े उनिे आसपास स ेऔर बीच स े होिर गुर्जरेगी। गााँव तहसीि डजिा राज्य शम्भ ू िी भुर्ज,स जेटूंगो िी ढाणी, सोिंकियों िी ढाणी िोिायत बीिानेर राजथथान िणीनगर, चौहानों िी ढाणी, खोखों िी ढाणी, िुम्हारों िी ढाणी, किशनरे ी मगरा, बाप फिोदी राजथथान िानलसंह िी डसड अब, साविानीपूवसि डवचार िरने िे पश्चात, डवद्युत मंत्रािय, भारत सरिार, डवद य ुत अडिडनयम, 2003 िी िारा 164 िे अंतगतस मेसस स एज़्योर पावर इंडिया प्राइवेट डिडमटेि िो उपरोक्त ओवरहिे ट्ांसडमशन िाइन िो िगान े िे डिए व े सभी शडक्तयां डनम्नडिडखत डनबंिनों एव ं शतों िे साथ प्रदान िरता ह,ै जो टेिीिाफ िे उद्दश्े य िे डिए सरिार द्वारा थथाडपत टेिीिाफ िाइनों और खंबों या उनिे रख-रखाव िे डिए भारतीय टेिीिाफ अडिडनयम, 1885 िे अंतगसत टेिीिाफ प्राडििरण िे पास ह ै i. यह अनुमोदन 25 वषों िे डिए प्रदान किया जाता ह।ै ii. आवेदि िो प्रथताडवत िाइनों िी थथापना स े पूवस संबंडित प्राडििाररयों अथासत थथानीय डनिायों, रेिवे, राष्ट्रीय राजमागस, राज्य राजमागस आकद िी सहमडत प्राप्त िरनी होगी। iii. आवेदि िो डवद्युत अडिडनयम, 2003 िे अंतगसत समुडचत आयोग िे द्वारा तैयार किए गए पारेषण, ओ एिं एम, ओपन एटसेस आकद िे डवडनयमों/संडहताओं िा पािन िरना होगा। iv. आवेदि िेंद्र सरिार िे डवद्युत डनरीक्षि/मुख्य डवद्युत डनरीक्षि िे अनुमोदन िे पश्चात ही िाइनों िा प्रचािन िरेगा। v. यह अनुमोदन आवेदि द्वारा डवद्युत अडिडनयम, 2003 िे प्राविानों और उसिे अंतगसत बनाए गए डनयमों िी अपेक्षाओं िा अनुपािन किए जाने िे अध्यिीन ह।ै vi. मेसस स एज़्योर पावर इंडिया प्राइवेट डिडमटेि िो डवद्युत डनरीक्षण िे समय डवमानन एव ंरक्षा प्राडििरणों इत्याकद, स ेअपेडक्षत अनुमडत िो प्राप्त िरने िे बाद, इस ेिेंद्रीय डवद्युत प्राडििरण िो डवद्युत डनरीक्षण िे समय प्रथतुत िरना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vii. यकद, उपरोक्त ओवरहिे िाइनों िा माग स (या उपरोक्त ओवरहिे िाइन िे माग स िा िुछ भाग) संशोडित िेट इंडियन बथटिस (जीआईबी) क्षत्रे म ें आता ह,ै तो आवेदि िो भारत िे माननीय सवोच्च न्यायािय िे ररट याडचिा (डसडवि) संख्या 838/2019 िे कदनांि 19.12.2025 िे आदशे और माननीय सवोच्च न्यायािय िे उपरोक्त आदेश िे अनुसरण म ें सक्षम प्राडििाररयों द्वारा कदए गए किसी भी अन्य डनदेश िा पािन िरना होगा। [फा. स.ं 25-16/89/2026-पािर जिड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजिि (पीिी) MINISTRY OF POWER

ORDER New Delhi, the 6th October, 2026 S.O. 5476(E).— Whereas M/s Azure Power India Private Limited, with its registered office at DSC- 304, Second Floor, DLF South Court, Saket District Centre, New Delhi - 110017, Delhi, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for providing connectivity to M/s Azure Power India Private Limited for its 650 MW Solar Power Project in Bikaner, Rajasthan”.

And whereas, Ministry of Power, Government of India vide its File No. 25-17/52/2026-POWER GRID(MoP) dated 27.03.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for providing connectivity to M/s Azure Power India Private Limited for its 650 MW Solar Power Project in Bikaner, Rajasthan”.

M/s Azure Power India Private Limited had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 02.05.2026 & Dainik Bhaskar (in Hindi) dated 02.05.2026 & 03.05.2026 and in Weekly Gazette of India dated 23.05.2026 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication.

Subsequently, M/s Azure Power India Private Limited has submitted an affidavit dated 28.07.2026 declaring that no observation/ representation was received within two months from the date of Publication in the Newspaper and official Gazette of Government of India.

M/s Azure Power India Private Limited had submitted an Undertaking dated 28.07.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard

(GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.

And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s Azure Power India Private Limited. The following overhead transmission line is covered under this scheme:

1. Azure Power India Pvt. Ltd. Solar Power Project (generation switchyard located in Village Shambu ki Bhurj/Solankiyo ki Dhani/Devado ki Dhani, District Bikaner, Rajasthan) – Bhadla-II (ISTS) Pooling Station 400 kV S/c line on D/c towers.

The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Villages Tehsil District State Sambhu ki burj, Jetungo ki dhani, Solankiyo ki dhani Kolayat Bikaner Rajasthan Karninagar, Chouhano ki dhani, Khohoko ki dhani, Kumharo ki dhani, Bap Phalodi Rajasthan Kishneri magra, Kansingh ki sid Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Azure Power India Private Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:

i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.

iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government.

v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Azure Power India Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.

vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
