22.11.2024, ि टाइम्पस ऑफ इंलडया (अंग्रेजी) किनांि 23.11.2024, िच्छ उिय (गुजिाती) किनांि 09.05.2024 औि भाित िे साप्तालहि िाजपत्र किनांि 14.12.2024 म ेंट्ांसलमशन योजना िे ललए प्रस्तालवत ट्ासं लमशन मागस पि प्रिाशन िी 7590 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] तािीख स े 2 महीन े िे भीति आम जनता िी रट्पलणयों / अभ्यावेिन िी मांग िित े हुए नोरटस प्रिालशत किया िा। इसिे पश्चात, मेसस स एनटीपीसी रिन्यूएबल एनजी लललमटेड न े 13.10.2025 किनांकित एि हलफनामा प्रस्ततु किया, लजसम ें घोषणा िी गई ह ै कि भाित सििाि िे आलधिारिि िाजपत्र एव ं स्िानीय समाचाि पत्रों म ेंप्रिाशन िी तािीख स े 2 महीन े िे भीति िोई रट्पणी / अभ्यावेिन प्राप्त नहीं हुआ िा। मेसस स एनटीपीसी रिन्यूएबल एनजी लललमटेड ने किनांि 05.03.2026 िो एि वचन पत्र प्रस्तुत किया ह,ै लजसम ें यह उल्लेख किया गया ह ै कि प्रस्तालवत ओविहडे ट्ांसलमशन लाइन(नो) िा माग स िाजस्िान िे संशोलधत ग्रेट इंलडयन बस्टड स

(GIB) प्रािलमिता क्षत्रे िे बाहि लस्ित ह,ै जैसा कि रिट यालचिा (लसलवल) संख्या 838/2019 िे किनांि 19.12.2025 िे आिेश म ें संिर्भसत ह।ै आवेिि ने यह भी वचन किया ह ै कि वह उक्त लनणसय म ें लनलहत माननीय सवोच्च न्यायालय िे सभी लनिेशों तिा उक्त आिशे िे अनपु ालन म ें सक्षम प्रालधिािी द्वािा भलवष्य म ें जािी किए जाने वाले किसी भी लनिेश िा पूणसतः पालन ििेगी। साि ही, आवेिि न े यह भी बताया गया ह ैकि ट्ांसलमशन लाइन िा संिेखण इस प्रिाि बेहति बनाया गया ह ै कि जहााँ ति संभव हो, वे अलधितम साझा मागस िा उपयोग ििें। औि अब आवेिि न े लवद्युत अलधलनयम, 2003 िी धािा 164 िे अंतगसत “मेससस एनटीपीसी रिन्यूएबल एनजी लललमटेड िा प्रस्तालवत 1995 मेगावाट सौि ऊजा स पािस खावडा, िच्छ, गुजिात म ें िनेलक्टलवटी प्रिान ििन े हते ु पािेषण प्रणाली” िे तहत ट्ांसलमशन लाइन लबछान े िे ललए उसे व े सभी शलक्तयां प्रिान ििन े िा अनुिोध किया ह,ै जो भाितीय टेलीग्राफ अलधलनयम, 1885 िे तहत टेलीग्राफ िे प्रयोजन िे ललए सििाि द्वािा स्िालपत अिवा अनुिलक्षत किय े गए टेलीग्राफ लाइन एव ं खम्पभे या इस प्रिाि िी स्िापना औि अनुिक्षण किय े जाने िे ललए, टेलीग्राफ प्रालधििण िो प्राप्त ह।ैं योजना िे अंतगतस लनम्नलललखत ओविहडे ट्ांसलमशन लाइन ह:ैं • खावडा-II पीएस (सेि-I) - एनटीपीसी आिईएल िॉमन पॉइंट 400 िेवी डी/सी (D/c) लाइन [खावडा-II पीएस (सेि-I) स े एनटीपीसी आिईएल िॉमन पॉइंट ति लाइन िी िुल लंबाई लगभग 8.7 किमी ह।ै इसम ें स,े िेपीएस- II पीएस (आईएसटीएस) छोि िे पास लगभग 2-3 किमी लहस्सा एम/सी (M/c) टावि पि डी/सी लाइन िे रूप म ें लाग ू किया जाएगा औि शेष लहस्सा डी/सी टाविों पि डी/सी लाइन िे रूप म ेंलागू किया जाएगा] • एनटीपीसी आिईएल िॉमन पॉइंट – एनटीपीसी आिईएल पीएसएस-03 400 िेवी एस/सी (S/c) लाइन (एनटीपीसी आिईएल िॉमन पॉइंट स ेएनटीपीसी आिईएल पीएसएस-03 ति लाइन िी लंबाई लगभग 5.3 किमी ह ैऔि इस ेडी/सी टाविों पि एस/सी लाइन िे रूप म ेंलागू किया जाएगा) • एनटीपीसी आिईएल िॉमन पॉइंट – एनटीपीसी आिईएल पीएसएस-04 400 िेवी एस/सी (S/c) लाइन (एनटीपीसी आिईएल िॉमन पॉइंट स े एनटीपीसी आिईएल पीएसएस-04 ति िी लंबाई लगभग 10.4 किमी ह ै औि इस ेडी/सी टाविों पि एस/सी लाइन िे रूप म ेंलागू किया जाएगा) उपिोक्त योजना िे अतं गतस ओविहडे ट्ांसलमशन लाइन गुजिात िे लनम्पन् ांकित गााँवों, िस्बों औि शहिों स े होिि, उन पि स,े उनिे आसपास स ेऔि बीच स ेहोिि गुजिेगी। क्र. स.ं गााँव िे नाम तहसील लजला िाज्य 1 खावडा म ें आिई पािस भुज िच्छ गुजिात[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 अब, सावधानीपूवसि लवचाि ििने िे पश्चात, लवद्युत मंत्रालय, भाित सििाि, लवि्य ुत अलधलनयम, 2003 िी धािा 164 िे अंतगसत मेससस एनटीपीसी रिन्यूएबल एनजी लललमटेड िो उपिोक्त ओविहडे ट्ांसलमशन लाइन िो लगान े िे ललए व े सभी शलक्तया ं लनम्नलललखत लनबंधनों एव ं शतों िे साि प्रिान ििता ह,ै जो भाितीय टेलीग्राफ अलधलनयम, 1885 िे तहत टेलीग्राफ िे प्रयोजन िे ललए सििाि द्वािा स्िालपत अिवा अनुिलक्षत किय े गए टेलीग्राफ लाइन एव ं खम्पभे या इस प्रिाि िी स्िापना औि अनुिक्षण किय ेजाने िे ललए, टेलीग्राफ प्रालधििण िो प्राप्त ह-ैं i. यह अनुमोिन 25 वषों िे ललए प्रिान किया जाता ह।ै ii. आवेिि िो प्रस्तालवत लाइन िी स्िापना स े पूवस संबंलधत प्रालधििणों अिातस स्िानीय लनिायों, िेलवे, िाष्ट्रीय िाजमागस, िाज्य िाजमागस आकि िी सहमलत प्राप्त ििनी होगी। iii. आवेिि िो लवद्युत अलधलनयम, 2003 िे तहत समुलचत आयोग िे द्वािा तैयाि किए गए ट्ांसलमशन, ओ एडं एम, ओपन एक्सेस आकि िे लवलनयमों/संलहताओं िा पालन ििना होगा। iv. आवेिि िेंद्र सििाि िे लवद्युत लनिीक्षि/मुख्य लवद्युत लनिीक्षि िे अनुमोिन िे पश्चात ही लाइन िा प्रचालन ििेगा। v. यह अनुमोिन आवेिि द्वािा लवद्युत अलधलनयम, 2003 िे प्रावधानों औि उसिे तहत बनाए गए लनयमों िी अपेक्षाओं िा अनुपालन किए जाने िे अध्यधीन ह।ै vi. मेसस सएनटीपीसी रिन्यूएबल एनजी लललमटेड िो लवद्युत लनिीक्षण िे समय लवमानन एव ंिक्षा प्रालधििणों इत्याकि, स ेअपेलक्षत अनुमलत िो प्राप्त ििने िे बाि, इस ेिेंद्रीय लवद्युत प्रालधििण िो लवद्युत लनिीक्षण िे समय प्रस्तुत ििना होगा। vii. यकि, उपिोक्त ओविहडे लाइनों िा माग स (या उपिोक्त ओविहडे लाइन िे माग स िा िुछ भाग) संशोलधत ग्रेट इंलडयन बस्टडस (जीआईबी) क्षत्रे म ें आता ह,ै तो आवेिि िो भाित िे माननीय सवोच्च न्यायालय िे रिट यालचिा (लसलवल) संख्या 838/2019 िे किनांि 19.12.2025 िे आिशे औि माननीय सवोच्च न्यायालय िे उपिोक्त आिेश िे अनुसिण म ें सक्षम प्रालधिारियों द्वािा किए गए किसी भी अन्य लनिेश िा पालन ििना होगा। [फा. स.ं 25-16/78/2026-पािर जिड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजिि (पीिी) MINISTRY OF POWER

ORDER New Delhi, the 29th September, 2026 S.O. 5414(E).— Whereas M/s NTPC Renewable Energy Limited, the applicant with its registered Office at NTPC Bhawan, SCOPE Complex, Institutional Area, Lodhi Road, New Delhi – 110003 India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 1995 MW Solar Power Park at Khavda, Kutch, Gujarat”.

And whereas, Ministry of Power, Government of India vide its letter No. 25-17/40/2024-PG dated 25.04.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 1995 MW Solar Power Park at Khavda, Kutch, Gujarat”.

M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers Garvi Gujarat (Hindi) dated 22.11.2024, The Times of India (English) dated 23.11.2024, Kutch Uday (Gujarati) dated

09.05.2024 and in Weekly Gazette of India dated 14.12.2024 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently M/s NTPC Renewable Energy Limited has submitted an affidavit dated 13.10.2025 declaring that no observation/representation was received within 2 Months from the date of Publication of public notice.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] M/s NTPC Renewable Energy Limited had submitted an Undertaking dated 05.03.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.

And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 1995 MW Solar Power Park at Khavda, Kutch, Gujarat”

The following overhead lines is covered under this scheme: • Khavda-II PS (Sec-I) - NTPC REL Common Point 400 kV D/c line [the total line length from Khavda-II PS (Sec-I) to NTPC REL Common Point is about 8.7 km approx. Out of this, 2-3 km (approx.) near KPS-II PS

(ISTS) end would be implemented as D/c line on M/c tower and remaining portion would be implemented as D/c line on D/c towers] • NTPC REL Common Point – NTPC REL PSS-03 400 kV S/c line (the line length of NTPC REL Common Point to NTPC REL PSS-03 is about 5.3 km approx. and would be implemented as S/c line on D/c towers) • NTPC REL Common Point – NTPC REL PSS-04 400 kV S/c line (the length of NTPC REL Common Point to NTPC REL PSS-04 is about 10.4 km approx. and would be implemented as S/c line on D/c towers).

The transmission lines covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Gujarat Sl. No. Name of the Village Tehsil District State 1 RE Park at Khavda Bhuj Kutch Gujarat Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:

i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.

iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government.

v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.

vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
