लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपन े पत्र स.ं 25-17/111/2024-PG ददनांदकत 16.12.2024 के द्वारा रांसजमिन योिना "रािस्ट्िान के बीकानेर म ें प्रस्ट्ताजित 1900 मगे ािाट सौर ऊिास पररयोिना के जलए मैसस स एनआरईएल को कनेजक्टजिटी प्रदान प्रदान करन े हते ु पारेषण प्रणाली” के अतं गतस आन े िाली ओिरहडे रांसजमिन लाइन के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा। मैसस स एन.टी.पी.सी ररन्यूएबल एनिी जलजमटेड ने स्ट्िानीय समाचार पत्रों द इंजडयन एक्सप्रसे , लहदं स्ट्ु तान टाइम्स (अग्रं ेिी म)ें ददनांक 11.02.2025 और रािस्ट्िान पजत्रका, दैजनक यगु पक्ष (लहदं ी म)ें ददनांक 11.02.2025 और भारत के साप्ताजहक रािपत्र ददनांक 29.03.2025 म ें रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख स े 2 महीन े के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया िा। इसके पश् चात, मैससस एन.टी.पी.सी ररन्यूएबल एनिी जलजमटेड न े11.07.2026 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसम ेंयह घोजषत दकया िाता ह ै दक तीन आपजत्तयााँ/प्रजतिेदन प्राप्त हुए ि,े जिनम ें स े सभी की जिजधित िााँच की गई, उन पर उजचत रूप स े 7679 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] प्रत्युत्तर ददया गया तिा भारत सरकार के समाचार-पत्र/रािपत्र म ें सािसिजनक सूचना के प्रकािन की जतजि स े दो माह की अिजध के भीतर उनका जनस्ट्तारण कर ददया गया। मैसस सएन.टी.पी.सी ररन्यएू बल एनिी जलजमटेड न ेददनांक 11.07.2026 को एक िचन पत्र प्रस्ट्ततु दकया ह,ै जिसम ेंयह उल्लेख दकया गया ह ैदक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का माग सरािस्ट्िान के संिोजधत ग्रेट इंजडयन बस्ट्टड स(GIB) प्रािजमकता क्षत्रे के बाहर जस्ट्ित ह,ै िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे म ेंसंदर्भसत ह।ै आिेदक न ेयह भी िचन ददया ह ैदक िह उक्त जनणसय म ेंजनजहत माननीय सिोच्च न्यायालय के सभी जनदिे ों तिा उक्त आदेि के अनपु ालन म ेंसक्षम प्राजधकारी द्वारा भजिष्य म ेंिारी दकए िान ेिाल ेदकसी भी जनदेि का पणू सतः पालन करेगी। साि ही, आिेदक न े यह भी बताया गया ह ै दक रांसजमिन लाइन का सरं ेखण इस प्रकार बेहतर बनाया गया ह ै दक िहा ाँ तक संभि हो, ि े अजधकतम साझा मागस का उपयोग करें। और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत रांसजमिन योिना "रािस्ट्िान के बीकानेर म ें प्रस्ट्ताजित 1900 मेगािाट सौर ऊिा स पररयोिना के जलए मैससस एनआरईएल को कनेजक्टजिटी प्रदान प्रदान करने हते ु पारेषण प्रणाली” के तहत ओिरहडे रांसजमिन लाइन जबछान ेके जलए उसे िे सभी िजक्तयां प्रदान करन ेका अनरु ोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजक्षत दकय े गए टेलीग्राफ लाइन एि ंखम्भे या इस प्रकार की स्ट्िापना और अनुरक्षण दकय ेिाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं इस योिना के अंतगसत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं • एन. टी. पी. सी. अक्षय ऊिास जलजमटेड सौर ऊिास पररयोिनाओं (150 मेगािाट, 700 मगे ािाट, 400 मेगािाट, 250 मगे ािाट और 400 मगे ािाट) के जलए सामान्य पूललगं स्ट्टेिन-बीकानेर IV पी. एस. 400 के. िी. डी./सी. लाइन (लगभग लंबाई 18 दक. मी. ह ैजिसम ें स े बीकानेर-IV पी. एस. छोर स े लगभग 2-3 दक. मी. एम./ सी. टािरों पर लाग ू की िाएगी) । उपरोक्त योिना के अंतगसत ओिरहडे रांसजमिन लाइन रािस्ट्िान राज्य के जनम्न ादं कत गााँिों, कस्ट्बों और िहरों स ेहोकर, उन पर स,े उनके आसपास स बीकानेर 7 रािासर भारटयान छतरगढ़ बीकानेर अब, सािधानीपूिसक जिचार करन े के पश्चात, जिद्युत मत्रं ालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अंतगसत मैससस एन.टी.पी.सी ररन्यूएबल एनिी जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजक्तया ं जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजक्षत दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनुरक्षण दकय ेिाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना स े पूिस संबंजधत प्राजधकरणों अिातस स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मैसस स एन.टी.पी.सी ररन्यूएबल एनिी जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों इत्यादद, स े अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोक्त ओिरहडे लाइन का माग स(या उपरोक्त ओिरहडे लाइन के मागस का कुछ जहस्ट्सा) संिोजधत ग्रेट इंजडयन बस्ट्टडस (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल) संख्या 838/2019 में ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोक्त आदेि के अनुसरण म ें ORDER New Delhi, the 6th October, 2026 S.O. 5472(E).— Whereas M/s NTPC Renewable Energy Limited (NREL) having its registered office at NETRA Building, E-3, Ecotech- II, Udyog Vihar, Goutam Buddha Nagar, Greater Noida, Uttar Pradesh-201306, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme “Transmission system for providing connectivity to M/s NREL for its proposed 1900 MW Solar Power Project in Bikaner, Rajasthan”.

And whereas, Ministry of Power, Government of India vide its letter no. 25-17/111/2024-PG dated

12.12.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme “Transmission system for providing connectivity to M/s NREL for its proposed 1900 MW Solar Power Project in Bikaner, Rajasthan”.

M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers The Indian Express & Hindustan Times (in English) dated 11.02.2025 Rajasthan Patrika & Dainik Yug Paksh (in Hindi) dated 11.02.2025 and in Weekly Gazette of India dated 29.03.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s NTPC Renewable Energy Limited has submitted an affidavit dated 29.09.2026 declaring that three observations/representations were received, all of which were duly examined, suitably responded to, and resolved within a period of two months from the date of publication of the Public Notice in the newspaper/Official Gazette of the Government of India NTPC Renewable Energy Limited had submitted an Undertaking dated 11.07.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.

And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electrical lines under the transmission scheme “Transmission system for providing connectivity to M/s NREL for its proposed 1900 MW Solar Power Project in Bikaner, Rajasthan”. The following overhead transmission line is covered under this scheme:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] • Common Pooling Station for NTPC Renewable Energy Limited Solar Power Projects (150 MW, 700 MW, 400 MW, 250 MW, and 400 MW) – Bikaner IV PS 400 kV D/c Line (Approx length is 18 km out of which about 2-3 kms from Bikaner-IV PS end would be implemented on M/c towers).

The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan:

S.No. Village Tehsil District 1 Lakhusar Bikaner Bikaner 2 Kalasar Bikaner Bikaner 3 Barju Pugal Bikaner 4 Sardarpura Chattargarh Bikaner 5 Kelan Chattargarh Bikaner 6 Ambaran Chattargarh Bikaner 7 Rajasar Bhatiyan Chattargarh Bikaner Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/S NTPC Renewable Energy Limited (NREL) for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:

i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.

iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government.

v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s NTPC Renewable Energy Limited (NREL) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.

vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
