L.-33004/99 सी.जी.-डी.एल.-अ.-03122025-268201 CG-DxLx-xEG-I0D3H1x2x2x0 25-268201 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5364] नई ददल्ली, मगं लिार, ददसम्ब र 2, 2025/अग्रहायण 11, 1947 No. 5364] NEW DELHI, TUESDAY, DECEMBER 2, 2025/AGRAHAYANA 11, 1947 जिद्यतु मत्रं ालय आदेि नई ददल्ली, 1 ददसम् बर, 2025 का.आ. 5552(अ).— िबदक मसे सस सोलटाउन इंफ्रा प्राइिेट जलजमटेड, आिेदक न ेजिसका रजिस्ट्टडस ऑदिस आर-1, ऑदिस नंबर 1, श्री एस मोहर प्लािा, युजधष्ठर माग,स सी-स्ट्कीम, ियपुर, रािस्ट्थान 302001 पर जस्ट्थत ह,ै ने रािस्ट्थान के बीकानेर में मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड के 325 मगे ािाट सौर ऊिा स पाकस को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन योिना म ेंिाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करन े हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न ेअपने िाइल न.ं 25-17/30/2025-पीिी ददनांक 17.03.2025 के अंतगतस रािस्ट्थान के बीकानेर में मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड के 325 मगे ािाट सौर ऊिास पाकस को कनेजटटजिटी प्रदान करने के जलए रांसजमिन योिना में िाजमल िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया था। 8086 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड ने प्रस्ट्ताजित रांसजमिन मागस के बारे म ें स्ट्थानीय अखबारों, द इंजडयन एटसप्रेस (अग्रं ेिी में) ददनांक 31.03.2025 और दैजनक यगु पक्ष (हहदं ी में) ददनांक 31.03.2025, तथा भारत के साप्ताजहक रािपत्र ददनांक 03.05.2025 म ेंप्रकािन की तारीख स ेदो महीनों के भीतर आम िनता स ेअिलोकन/ अभ्यािेदन की मांग करते हुए नोटटस प्रकाजित दकया था। इसके पश् चात, मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड, न े ददनांदकत 17.10.2025 को एक हलिनामा प्रस्ट्तुत दकया, जिसम ें घोषणा की गई ह ै दक भारत के िासकीय रािपत्र म ें सािसिजनक सचू ना के प्रकािन के दो महीनों के भीतर िनता से कोई अिलोकन/ अभ्यािेदन प्राप्त नहीं हुआ था। और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड के जलए ओिरहडे रांसजमिन लाइन जबछान ेके जलए उन्ह ेंि ेसभी िजिया ंप्रदान करन ेका अनुरोध दकया ह,ै िो टेलीग्राि लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राि लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राि अजधजनयम 1885 के अंतगसत टेजलग्राि प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं- • सोलटाउन इंफ्रा प्राइिेट जलजमटेड का 325 मेगािाट सौर ऊिास पाकस (सामान्य उत्पादन जस्ट्िचयाडस, गांि किानी, जिला बीकानेर, रािस्ट्थान म ेंजस्ट्थत) – बीकानेर-II (आईएसटीएस) पूहलगं स्ट्टेिन डी/सी और एम/सी टािरों पर 220 केिी एस/सी लाइन। इस योिना के अंतगतस ओिरहडे पारेषण लाइनें रािस्ट्थान राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े उनके आसपास स ेऔर बीच से होकर गुज़रेगी। गािाँ तहसील जिला राज्य उपजनिेिन तहसील गिनेर कािनी बीकानेर रािस्ट्थान मुकाम कोलायत उपजनिेिन तहसील गिनेर ियमलसर बीकानेर रािस्ट्थान मुकाम कोलायत अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अंतगतस मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी िजिया ं जनम्नजलजखत जनबंधनों एि ं ितों के साथ प्रदान करता ह,ै िो टेलीग्राि के उद्देश्य के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राि लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राि अजधजनयम, 1885 के अतं गसत टेलीग्राि प्राजधकरण के पास ह ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्थापना स े पूिस संबंजधत प्राजधकाटरयों अथासत स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससस सोलटाउन इंफ्रा प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) क्षेत्र में आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) के मामले में याजचका सं. 2019 के न.ं 838 में माननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तथा माननीय सिोच्च न्यायालय द्वारा इस बारे म ें गटित टेदिकल/एटसपटस कमेटी के जनदेिों का पालन करना पड़गे ा. [िा. स. ं 25-16/67/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 1st December, 2025 S.O. 5552(E).— Whereas, M/s Soltown Infra Pvt Ltd, the applicant with its registered office at R-1, Off. No.1, Shree S Mohar Plaza, Yudishter Marg, C-Scheme, Jaipur, Rajasthan 302001 has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme for providing connectivity to M/s Soltown Infra Private Limited for its 325 MW Solar Power Park in Bikaner, Rajasthan. And whereas, Ministry of Power, Government of India vide its File No. 25-17/30/2025-PG dated 17.03.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme for providing connectivity to M/s Soltown Infra Private Limited for its 325 MW Solar Power Park in Bikaner, Rajasthan. M/s Soltown Infra Pvt Ltd had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 31.03.2025 & Dainik Yugpaksh (in Hindi) dated 31.03.2025 and in Weekly Gazette of India dated 03.05.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Soltown Infra Pvt Ltd has submitted an affidavit dated 17.10.2025 declaring that no observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s Soltown Infra Pvt Ltd. The following overhead transmission line is covered under this scheme: • Soltown Infra Private Limited 325 MW Solar Power Park (common generation switchyard located in village Kawani, District Bikaner, Rajasthan) — Bikaner-II (ISTS) Pooling Station 220 kV S/c line on D/c & M/c towers The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan S.No. Villages Tehsil District State 1. Kawani Upniveshan Tehsil Gajner Bikaner Rajasthan Mukam Kolayat 2. Jaimalsar Upniveshan Tehsil Gajner Bikaner Rajasthan Mukam Kolayat Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Soltown Infra Pvt Ltd for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Soltown Infra Pvt Ltd shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
