L.-33004/99 सी.जी.-डी.एल.-अ.-20022026-270375 CG-DxLx-xEG-I2D0H0x2x2x0 26-270375 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 861] नई दिल्ली, र्ुधवार, फरवरी 18, 2026/माघ 29, 1947 No. 861] NEW DELHI, WEDNESDAY, FEBRUARY 18, 2026/MAGHA 29, 1947 नवीन और नवीकरणीय ऊिा ा मंत्रालय अजधसचू ना नई दिल्ली, 18 फरवरी, 2026 का.आ. 901(अ).—पहचान स्ट्थाजपत करन े के जलए आधार संख्या का उपयोग, व्यजियों को सुजवधािनक और जनर्ााध रीजत से सजससडी, लाभ और सेवाएं प्राप्त करन े में समथा र्नाता ह,ै पहचान स्ट्थाजपत करने के जलए िस्ट्तावेिों की र्हुलता की आवश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल र्नाता ह ैऔर पारिर्िाता तथा िक्षता को र्ढावा िेता ह:ै - और, भारत सरकार (जिसे इसमें इसके पश्चात उि सरकार कहा गया ह)ै में नवीन और नवीकरणीय ऊिाा मंत्रालय (जिसे इसमें इसके पश्चात उि मंत्रालय कहा गया ह)ै राष्ट्रीय नवीकरणीय ऊिाा अध्येतावृजि कायािम और राष्ट्रीय सौर जवज्ञान अध्यते ावृजि कायािम (जिसे इसमें इसके पश्चात स्ट्कीम कहा गया ह)ै को प्रिाजसत कर रहा ह:ै और िर्दक, अध्यते ावृजि (जिसे इसमें इसके पश्चात उि फायिा कहा गया ह)ै वैज्ञाजनकों, अनुसंधान जवद्वानों और भारत में जवश्वजवद्यालयों या महाजवद्यालयों या िैक्षजणक संस्ट्थानों में पंिीकृत छात्रों (जिसे इसमें इसके पश्चात लाभाथी कहा गया ह)ै को उि स्ट्कीम के अधीन और उसके संर्ंध म ें िारी दकए गए दििाजनिेि और दििाजनिेिों के अधीन िी िाती ह।ै और, भारत की संजचत जनजध से स्ट्कीम के जलए व्यय दकया िाता ह:ै और, उि मंत्रालय इच्छुक ह ै दक उि सरकार, उि फायिे की प्राजप्त के जलए एक िता के रूप में लाभाथी की पहचान स्ट्थाजपत करन े के उद्देश्य के जलए, यह अपेक्षा करे दक ऐसे लाभाथी अजधप्रमाण स े गिु रें, या आधार संख्या धाररत 1249 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] करने का प्रमाण प्रस्ट्तुत करें या दकसी ऐसे व्यजि के मामले में जिसे कोई आधार संख्या प्रिान नहीं की गई है, नामांकन के जलए आवेिन करें: अतः, अर्, आधार (जविीय और अन्य स हाजयदकयों, प्रसुजवधाओं और सेवाओं का लजययत पररिान) अजधजनयम, 2016 (जिस े इसम ें इसके पश्चात उि अजधजनयम कहा गया ह)ै की धारा 7 के उपर्ंधों के अनुसरण म,ें भारत सरकार जनम्नजलजखत को अजधसूजचत करती ह,ै अथाात्: - 1. (1) स्ट्कीम के अधीन उि लाभ का फायिा उठाने के इच्छुक व्यजि को अजधप्रमाणन से गुिरना होगा, या आधार संख्या रखने करन े का प्रमाण प्रस्ट्तुत करना होगा। (2) यदि ऐसे व्यजि को आधार संख्या िारी नहीं की गई ह,ै तो उसे नामांकन के जलए आवेिन करना होगा: परन्त,ु यदि वह व्यजि र्ालक ह,ै तो ऐसा आवेिन केवल उसके माता-जपता या जवजधक अजभभावक की सहमजत से दकया िाएगा। (3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपर्ंधों के अनुसार, उि मंत्रालय, ऐस े लाभार्थायों का नामांकन सुजनजश्चत करेगा जिनका अभी नामांकन होना ह,ै या रजिस्ट्रारों के साथ समन्वय और सुजवधािनक स्ट्थानों पर नामांकन केंद्र स्ट्थाजपत करन े या रजिस्ट्रार स्ट्वयं र्नकर नामांकन सुजवधाएं प्रिान करने सजहत उजचत उपायों के माध्यम से उनके आधार जववरण को अद्यजतत करेगा: परन्त,ु िर् तक ऐसे लाभाथी को आधार संख्या नहीं िी िाती ह,ै तर् तक वह जनम्नजलजखत िस्ट्तावेि प्रस्ट्तुत करके, जिसके वह हकिार ह ैं और िो प्रस्ट्तुजत के समय वैध होते ह,ैं उि लाभ प्राप्त करन े के जलए अपनी पहचान स्ट्थाजपत कर सकेगा, या, यदि ऐसी पहचान के जलए उि मंत्रालय द्वारा प्रिान दकया गया या प्राजधकृत सॉफ्टवेयर ऐसे प्राजधकाररयों के डेटार्ेस से ऐसे िस्ट्तावेिों की अन्तवास्ट्त ु को प्रमाजणत करने वाली सूचना को इलेक्ट्रॉजनक रूप में प्राप्त करने में सहायता करता ह,ै िो इसे तयै ार करने या इसका रखरखाव, इस प्रकार प्राप्त करने के जलए अपनी सहमजत िेकर, से संर्ंजधत हों अथाात्:- 18 वर्ा से कम आय ुके र्ालक के जलए जिसे आधार संख् या नहीं िी गई ह:ै (क) आपरेटर द्वारा उपलसध कराई नामांकन केंद्र म ें नामांकन प्रदिया से गुिरने वाले लाभाथी की अजभस्ट्वीकृजत, जिसमें नामांकन आईडी (ईआईडी) अन्तर्वाष्ट ह;ै और (ख) जनम्नजलजखत िस्ट्तावेिों म ें से कोई एक िस्ट्तावेि, िो यह प्रमाजणत करता हो दक लाभाथी 18 वर्ा से कम आय ु का र्ालक ह,ै अथाात्:- (i) िन्म और मृत्य ु रजिस्ट्रीकरण अजधजनयम, 1969 के अधीन िारी दकया गया िन्म प्रमाण पत्र, िैसा दक लाभाथी के िन्म के र्ारे में िन्म रजिस्ट्टर में की गई प्रजवजष्ट स े जलया गया हो; (ii) भारतीय पासपोटा; (iii) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त र्ोड ा द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा के अंकों का प्रमाण पत्र या जववरण; (iv) दकिोर न्याय (र्ालकों की िखे रेख और संरक्षण) अजधजनयम, 2015 के अधीन र्नाए गए जनयमों के अधीन संर्ंजधत राज्य सरकार के साथ रजिस्ट्रीकृत र्ाल िेखभाल संस्ट्थान द्वारा रख े गए र्च्चे या जवजध के उल्लघं न म ें र्ालक के संर्ंध म,ें ऐसी संस्ट्था के प्रभारी व्यजि, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्म की तारीख जनर्िाष्ट करन े वाला प्रमाण पत्र; अथवा[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (v) दकसी जविेिी राजष्ट्रक के संर्ंध में, - I. यदि वह भारत का जविेिी नागररक काडाधारक, भारत का जवििे ी नागररक काडा; II. यदि वह एक जतसर्ती िरणाथी है, तो जविेिी क्षेत्रीय रजिस्ट्रीकरण कायाालय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र; III. यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा; IV. यदि वह भारत का जविेिी नागररक काडाधारक के अलावा, जतसर्ती िरणाथी अथवा नेपाल या भूटान के राजष्ट्रक से जभन्न ह,ै या तो जविेिी पासपोटा के साथ भारतीय वीिा या वतामान म ें भारत के जलए वैध िीघाकाजलक वीिा के साथ या समाप्त हो चकु े जविेिी पासपोटा; अथवा (ग) जनम्नजलजखत िस्ट्तावेिों में से कोई एक, िस्ट्तावेि जिसमें लाभाथी की फोटो हो, जिससे माता-जपता या जवजधक अजभभावक के साथ उसके संर्ंधों का प्रमाण दिया िा सके, अथाात्:- (i) रािन काडा; (ii) दकसी रािपजत्रत अजधकारी, िो एक कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी, िो तहसीलिार की पंजि से नीचे न हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र; (iii) दकसी सरकारी अजस्ट्तत्व या सावािजनक क्षेत्र के उद्यम द्वारा दकसी सेवाजनवृि या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान पत्र; (iv) भारतीय पासपोटा; (v) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त र्ोड ा द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा के अंकों का प्रमाण पत्र या जववरण; (vi) दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 के अधीन र्नाए गए जनयमों के अधीन संर्ंजधत राज्य सरकार के साथ रजिस्ट्री र्ाल िेखभाल संस्ट्थान द्वारा रखे गए र्ालक या जवजध के उल्लघं न में र्च्च े के संर्ंध में, ऐसी संस्ट्था के प्रभारी, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी की तारीख जनर्िाष्ट करने वाला प्रमाण पत्र; अथवा (vii) दकसी जविेिी नागररक के संर्ंध में, (I) यदि वह भारत का जविेिी नागररक काडाधारक, भारत का जवििे ी नागररक काडा ह;ै (II) यदि वह एक जतसर्ती िरणाथी ह,ै तो जविेिी क्षेत्रीय रजिस्ट्रीकरण कायाालय द्वारा िारी रजिस्ट्रीकरण प्रमाण पत्र; (III) यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा; (IV) यदि वह भारत के जविेिी नागररक इंजडया काडाधारक के अलावा, जतसर्ती िरणाथी अथवा नेपाल या भूटान के राजष्ट्रक स े जभन्न अन्य ह,ै या तो जविेिी पासपोटा के साथ भारतीय वीिा या वतामान में भारत के जलए वैध िीघाकाजलक वीिा के साथ या समाप्त हो चुके जविेिी पासपोटा; अथवा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (viii) ऐसे लाभाथी के संर्ंध में, जिसके पास जवजधक अजभभावक, ििक ग्रहण करने का आिेि या जवजधक संरक्षकता प्रमाजणत करन े के जलए अन्य िस्ट्तावेि ह,ैं िो सरं क्षक और प्रजतपाल् य अजधजनयम, 1890, दकिोर न्याय (र्ालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 के अधीन न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया िाता ह,ै ऑरटज्म वाले व्यजियों के कल्याण के जलए राष्ट्रीय न्यास, सेरेब्रल पाल्सी, मानजसक मंिता और र्हु-दिव यागं ता अजधजनयम, 1999 या दिव यागं िन अजधकार अजधजनयम, 2016 और उि अजधजनयमों के अधीन र्नाए गए लागू जनयम और जवजनयम; अथवा (ix) कोई अन्य िस्ट्तावेि िो मंत्रालय जवजनर्िाष्ट करे। 18 वर्ा या उससे अजधक आयु के लाभार्थायों के जलए जिन्ह ेंआधार नंर्र नहीं दिया गया ह:ै (क) नामांकन की प्रदिया से गुिरने के र्ाि, ईआईडी युि नामांकन केंद्र में ऑपरेटर द्वारा प्रिान की गई लाभाथी की पावती; और (ख) जनम्नजलजखत िस्ट्तावेिों म ेंसे कोई एक, जिसमें लाभाथी का फोटो हो, अथाात:् - (i) भारत जनवााचन आयोग द्वारा िारी मतिाता फोटो पहचान पत्र; (ii) रािन काड;ा (iii) कोई रािपजत्रत अजधकारी, िो एक कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी, िो तहसीलिार की पंजि पि स े नीचे न हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र; (iv) दकसी सरकारी संस्ट्था या सावािजनक क्षेत्र के उद्यम द्वारा दकसी सेवाजनवृि या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या र्ीमा पहचान पत्र; (v) भारतीय पासपोटा; (vi) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त र्ोड ा द्वारा िारी दकया गया मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा के अंकों का प्रमाण पत्र या जववरण; (vii) दकसी सरकारी संस्ट्था या सावािजनक क्षेत्र के उद्यम द्वारा सेवारत या सेवाजनवृि लोक सेवक को िारी दकया गया पहचान पत्र या अन्य पहचान िस्ट्तावेि; (viii) दिव यांगिन अजधकार जनयम, 2017 के के अधीन अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी जवकलांगता प्रमाण पत्र, या दिव यांगिन सिजिकरण जवभाग, भारत सरकार द्वारा िारी जवजिष्ट जवकलांगता पहचान (यडू ीआईडी) काड;ा (ix) भारत में िारी चालान अनुज्ञजप्त: (x) दकिोर न्याय (र्ालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 के अधीन उसके द्वारा र्नाए गए जनयमों के अधीन संर्ंजधत राज्य सरकार के के पास उस रूप म ें रजिस्ट्रीकृत र्ाल िेखभाल संस्ट्था द्वारा रखे गए र्ालक या जवजध के उल्लघं न म ें र्ालक के संर्ंध म,ें ऐसी संस्ट्थ ा के प्रभारी, अधीक्षक, र्ाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी दकया गया उसकी िन्म की तारीख जनर्िाष्ट करन े वाला प्रमाण पत्र; अथवा[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (xi) दकसी जविेिी नागररक के संर्ंध में, - (I) यदि वह भारत का जविेिी नागररक काडाधारक, भारत का जवििे ी नागररक काडा ह;ै (II) यदि वह एक जतसर्ती िरणाथी ह,ै तो जविेिी क्षेत्रीय रजिस्ट्री कायाालय द्वारा िारी रजिस्ट्री प्रमाण पत्र; (III) यदि वह नेपाल या भूटान का नागररक है, तो नेपाल या भूटान का पासपोटा; (IV) यदि वह भारत का जविेिी नागररक काडाधारक के अलावा, जतसर्ती िरणाथी या नेपाल या भूटान का राजष्ट्रक ह,ै तो जविेिी पासपोटा के साथ भारतीय वीिा या वतामान म ें वैध या समाप्त हो चुके जविेिी पासपोटा के साथ भारत के जलए िीघाकाजलक वीिा; अथवा (xii) ऐसे लाभाथी के संर्ंध में, जिसके पास जवजधक अजभभावक, ििक ग्रहण का आिेि या जवजध संरक्षकता के जलए अन्य िस्ट्तावेि हैं, िो सरं क्षक और प्रजतपाल् य अजधजनयम, 1890, दकिोर न्याय (र्ालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 के अधीन न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया िाता है, ऑरटज्म वाल े व्यजियों के कल्याण के जलए राष्ट्रीय रस्ट्ट, सेरेब्रल पाल्सी, मानजसक मंिता और र्हु-दिव यागं ता अजधजनयम, 1999 या दिव यांगिन अजधकार अजधजनयम, 2016 और उि अजधजनयमों के अधीन र्नाए गए लागू जनयम और जवजनयम; (xiii) अथवा कोई अन्य िस्ट्तावेि, िो मंत्रालय द्वारा जवजनर्िाष्ट दकया िाए: (4) इस जनजमि उि मंत्रालय द्वारा नाजमत कोई अजधकारी, प्रस्ट्तुत दकए गए िस्ट्तावेिों या उसकी जवर्य-वस्ट्तु को प्रमाजणत करने वाली सूचना के संर्ंध में खंड (3) के अधीन िाचं करेगा- (क) इस र्ात की पुजष्ट करन े के जलए दक ईआईडी वैध ह ै और नामांकन अनुरोध अस्ट्वीकृत नहीं है, मेरा आधार पोटाल (https://myaadhaar.uidai.gov.in/portal) पर ईआईडी प्रस्ट्ततु करके नामांकन अनुरोध की जस्ट्थजत का पता लगाएगा; और (ख) अन्य िस्ट्तावेि, और इस प्रयोिन के जलए, दकसी भी सरकारी संस्ट्था या दकसी प्राजधकरण की सहायता ल े सकते ह ैं और प्रस्ट्तुत िानकारी के साथ साझा कर सकते हैं, िो ऐसे िस्ट्तावेिों में जनजहत िानकारी को तैयार करने या रखरखाव से सर्ं ंजधत हो। 2. लाभार्थायों को उि लाभों को सुजवधािनक रूप से प्राप्त करन े म ें समथा र्नाने के जलए, मंत्रालय स्ट्कीम के अधीन आधार संख्या की आवश्यकता के र्ारे म ें लाभार्थायों को िागरूक करन े के जलए मीजडया के माध्यम स े व्यापक प्रचार सुजनजश्चत करन े के जलए सभी आवश्यक किम उठाएगा। 3. िहां दकसी भी र्ायोमेररक-आधाररत ढगं (अथाात् चेहरे का प्रजतबर्ंर्, उंगजलयों की छाप या आईररस स्ट्कैन आधाररत अजधप्रमाण) के माध्यम से दकया गया लाभाथी की आधार संख्या का अजधप्रमाण दकसी भी कारण स,े िैसे दक र्ायोमीररक सूचना की खरार् गणु विा जवफल हो िाता है, तो जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएंगे, अथाात:् - क. यदि अजधप्रमाण का कोई जवजिष्ट र्ायोमेररक-आधाररत ढगं सफल नहीं होता ह,ै तो र्ायोमेररक- आधाररत अजधप्रमाण या वन-टाइम जपन (ओटीपी) आधाररत अजधप्रमाण का कोई अन्य ढगं , िहां भी व्यवहाया और स्ट्वीकाया हो, प्रस्ट् ततु दकया िाएगा;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ख. ऐसे मामलों म ें िहा ं अजधप्रमाण के र्ायोमेररक-आधाररत या ओटीपी-आधाररत ढंग संभव नहीं ह,ैं उि स्ट्कीम के अधीन लाभ, आधार जसक्ट्योर दिक ररस्ट्पांस (क्ट्यूआर) कोड या आधार पेपरलेस ऑफलाइन ई- केवाईसी िस्ट्तावेि पर यआू ईडीएआई के जडजिटल हस्ट्ताक्षर प्रमाणपत्र का ऑफ़लाइन सत्यापन करके, आधार संख्या की वास्ट्तजवकता स्ट्थाजपत करन े के र्ाि, िैसा भी मामला हो, जनम्नजलजखत म ें से दकसी के आधार पर दिया िा सकेगा: (i) आधार क्ट्यआू र स्ट्कैनर या एमआधार एप का उपयोग करके, क्ट्यूआर कोड को स्ट्कैन करके, ऑफ़लाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होन े के पश्चात, आधार जसक्ट्योर दिक ररस्ट्पांस (क्ट्यआू र) कोड जिसमें आधार काडा, आधार पत्र (अथाता, आधार नंर्र धारक को उसकी आधार संख्या र्नाने पर िारी दकया गया पत्र) या ई-आधार (अथाात, यआू ईडीएआई की वेर्साइट से डाउनलोड दकए िा सकने वाले आधार पत्र की पासवडा-सुरजक्षत इलेक्ट्रॉजनक कॉपी या इसके एम-आधार ऐप का उपयोग करके एक्ट्सेस दकया िा सकता ह)ै । (ii) यूआईडीएआई की वेर्साइट पर इस संर्ंध म ें दिए गए सयौरों के अनुसार, इस प्रयोिन के जलए मंत्रालय या जवभाग या संर्ंजधत स्ट्कीम कायाान्वयन अजभकरण द्वारा जवकजसत एजललकेिन के माध्यम से िस्ट्तावेि पर यआू ईडीएआई के जडजिटल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होन े के पश्चात, आधार पेपरलेस ऑफलाइन ई- केवाईसी िस्ट्तावेि (यूआईडीएआई की वेर्साइट से डाउनलोड करने योग्य या इसके एमआधार ऐप का उपयोग करके प्राल य)। 4. इसम ेंऊपर अन्तर्वाष्ट दकसी भी र्ात के होत े हुए भी, — (क) स्ट्कीम के अधीन दकसी र्ालक को लाभ से वंजचत नहीं दकया िाएगा — (i) अजधप्रमाणन से गुिरकर अपनी पहचान स्ट्थाजपत करने में या आधार संख्या रखने का प्रमाण प्रस्ट्तुत करन े में जवफल रहने की ििा म;ें अथवा (ii) नामांकन के जलए आवेिन प्रस्ट्ततु करने के मामले म,ें िहा ंउसे आधार संख्या नहीं िी गई ह;ै और (ख) ऐस े र्ालक को, उसकी पहचान का सत्यापन करके और पैरा 1 के खंड (3) के परंतुक म ें जव जनर्िाष्ट रीजत स े उसके माता-जपता या जवजधक संरक्षक के साथ उसके संर्ंध साजर्त करके स्ट्कीम के अधीन, लाभ दिया िाएगा; और (ग) िहां खंड (ख) के अधीन लाभ दिया िाता ह,ै उस संर्ंध म ें एक अजभलेख रखा िाएगा, जिसकी उि मंत्रालय द्वारा समय-समय पर समीक्षा और लेखा परीक्षा की िाएगी। 5. यह सुजनजश्चत करने के जलए दक 18 वर्ा या उससे अजधक आयु के वास्ट्तजवक लाभाथी उि स्ट्कीम के अधीन िेय लाभ से वंजचत न हों, प्रत्यक्ष लाभ अंतरण जमिन, मंजत्रमंडल सजचवालय, भारत सरकार के दिनांक 19 दिसंर्र, 2017 के कायाालय ज्ञापन संख्या डी-26011/04/2017-डीर्ीटी (https://dbtbharat.gov.in पर उपलसध) म ें जवजनर्िाष्ट अपवाि प्रर्ंधन तंत्र का मंत्रालय पालन करेगा। 6. यह अजधसूचना रािपत्र में इसके प्रकािन की तारीख से प्रभावी होगी। [एफ. सं. 381/3/2019-डीर्ीटी] िे. रािेि कुमार, आर्थाक सलाहकार[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 MINISTRY OF NEW AND RENEWABLE ENERGY NOTIFICATION New Delhi, the 18th February, 2026 S.O. 901(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas, the Ministry of New and Renewable Energy (hereinafter referred to as the said Ministry) in the Government of India (hereinafter referred to as the said Government) is administering the National Renewable Energy Fellowship Programme and National Solar Science Fellowship Programme (hereinafter referred to as the Scheme): And whereas fellowship (hereinafter referred to as the said benefit) is given to the Scientists, Research scholars and students registered in Universities or colleges or academic institutions in India (hereinafter referred to as the beneficiaries) under the said Scheme and the instructions and guidelines issued in respect thereof: And whereas expenditure for the Scheme is incurred from the Consolidated Fund of India: And whereas the said Ministry is desirous that the said Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment: Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act), the Government of India hereby notifies the following, namely: - 1. (1) An individual desirous of availing of the said benefit under the said Scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number. (2) In case such an individual has not been assigned an Aadhaar number, he shall be required to make an application for enrolment: Provided that if that individual is a child, such application shall be made only with the consent of his parent or legal guardian. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the said Ministry shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the said Ministry for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:— For a child below 18 years of age to whom an Aadhaar number has not been assigned: (a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment ID (EID); and (b) Any one of the following documents to evidence that the beneficiary is a child below 18 years of age, namely: — (i) Certificate of birth given under the Registration of Births and Deaths Act, 1969, as extracted from the entry made in the register of births regarding the birth of the beneficiary; (ii) Indian passport; (i) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education; (ii) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (v) In respect of a foreign national, — (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (c) Any one of the following documents, having the photograph of the beneficiary, to evidence his relationship with the parent or legal guardian, namely: — (i) Ration card; (ii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar; (iii) Medical or insurance identity card issued by a Government entity or public sector enterprise to a retired or serving public servant or his family member; (iv) Indian passport; (v) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education; (vi) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or (vii) In respect of a foreign national, — (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (viii) In respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890, the Juvenile Justice (Care and Protection of Children) Act, 2015, the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities Act, 2016 and the applicable rules and regulations made under the said Acts; or (ix) Any other document as the Ministry may specify. For beneficiaries aged 18 years or more to whom an Aadhaar number has not been assigned: (a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the EID; and (b) Any one of the following documents, having the beneficiary’s photograph, namely: — (i) Elector’s Photo Identity Card issued by the Election Commission of India; (ii) Ration card; (iii) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 (iv) Medical or insurance identity card issued by a Government entity or public sector enterprise to a retired or serving public servant or his family member; (v) Indian passport; (vi) Certificate or statement of marks of matriculation or 10th class or higher secondary or 12th class, issued by a recognised board of school education; (vii) Identity card or other identity document issued to serving or retired public servant by a Government entity or a public sector enterprise; (viii) Disability certificate issued by notified medical authority under Rights of Persons with Disabilities Rules, 2017, or Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India; (ix) Driving licence issued in India: (x) In respect of a child in need of care and protection or a child in conflict with law, who is housed by Child Care Institution registered as such with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, certificate specifying his date of birth issued by the person-in-charge, superintendent, child welfare officer or probation officer of such institution; or (xi) In respect of a foreign national, — (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; or (xii) In respect of a beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890, the Juvenile Justice (Care and Protection of Children) Act, 2015, the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 or the Rights of Persons with Disabilities Act, 2016 and the applicable rules and regulations made under the said Acts; or (xiii) Any other document as the Ministry may specify: (4) An officer designated by the said Ministry in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3), — (a) the status of the enrolment request by submitting the EID on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the EID is valid and that the enrolment request does not stand rejected; and (b) the other documents, and for this purpose, may take the assistance of and share the information presented with any Government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the Scheme. 3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely: — (a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (b) In cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said Scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of UIDAI on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following: (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password-protected electronic copy of Aadhaar letter downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps. (ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of UIDAI or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or Scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of UIDAI. 4. Notwithstanding anything contained hereinabove, — (a) benefit under the Scheme shall not be denied to a child — (i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or (ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number; and (b) benefit under the Scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian in the manner specified in the proviso to clause (3) of paragraph 1; and (c) where benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the said Ministry. 5. In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of the benefit due to them under the said Scheme, the Ministry shall follow the exception handling mechanism specified in the Office Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 6.
