L.-33004/99 सी.जी.-डी.एल.-अ.-22052026-272753 CG-DxLx-xEG-I2D2H0x5x2x0 26-272753 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 2456] नई दिल्ली, सोमवार, मई 18, 2026/विै ाख 28, 1948 No. 2456] NEW DELHI, MONDAY, MAY 18, 2026/VAISAKHA 28, 1948 नवीन और नवीकरणीय ऊिा ामत्रं ालय अजधसचू ना नई दिल्ली, 18 मई, 2026 का.आ. 2548(अ).—िबदक पहचान स्ट्थाजपत करने के जलए आधार संख्या का उपयोग, व्यजियों को सुजवधािनक और जनबााध रीजत स ेसजससडी, लाभ और सेवाएं प्राप्त करन े म ेंसक्षम बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए िस्ट्तावेिों की बहुलता की आवश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैऔर पारिर्िाता तथा िक्षता को बढावा िेता ह:ै- और, िबदक, भारत सरकार म ें (जिसे इसमें इसके पश्चात सरकार कहा गया है) में नवीन और नवीकरणीय ऊिा ा मंत्रालय के प्रिासजनक कायाक्षेत्र के अंतगात राज्य सरकारें और संघ राज्य क्षेत्र (जिन्ह ेंइसमें इसके पश्चात सरकारी जनकाय(यों) कहा गया ह)ै , प्रधान मंत्री दकसान ऊिाा सुरक्षा एवं उत्थान महाजभयान (पीएम कुसुम) (जिसे इसमें इसके पश्चात ्स्ट्कीम कहा गया ह)ै को प्रिाजसत कर रह ेह;ैं और िबदक सजससडी िरों पर सौर कृजि पंपों की स्ट्थापना या जिड से िडु े कृजि पपं ों का सौरकरण (जिसे इसमें इसके पश्चात लाभ कहा गया ह)ै , स्ट्कीम के तहत दकसानों और सहकारी सजमजतयों या दकसान उत्पािक संगठनों या स्ट्वयं सहायता समूहों या क्लस्ट्टर ससंचाई प्रणाजलयों या िल उपयोगकताा संघों या प्राथजमक कृजि ऋण सजमजतयों के प्राजधकृत हस्ट्ताक्षरकता ा (जिसे इसमें इसके पश्चात लाभाथी कहा गया ह)ै को दिया िाता ह ैऔर उसके संबंध म ेंिारी दकए गए जनििे ों और दििाजनिेिों के अधीन िी िाती ह:ै और िबदक, भारत की संजचत जनजध और राज्य सरकारों या सघं राज्य क्षेत्र प्रिासनों स े स्ट्कीम के जलए व्यय उपगत दकया िाता ह:ै 3559 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और िबदक, मंत्रालय अजभलािा करता ह ै दक सरकार, उि लाभ की प्राजप्त के जलए एक िता के रूप में लाभाथी की पहचान स्ट्थाजपत करन े के प्रयोिन के जलए यह अपेक्षा करता ह ै दक ऐसे लाभाथी अजधप्रमाणन से गुिरें, या आधार संख्या रखने का प्रमाण प्रस्ट्तुत करें या दकसी ऐसे व्यजि के मामल े में, जिसे कोई आधार संख्या प्रिान नहीं की गई ह,ै नामांकन के जलए आवेिन करें: अतः, अब, आधार (जवत्तीय और अन्य स हाजयदकयों, प्रसुजवधाओं और सेवाओं का लजययत पररिान) अजधजनयम, 2016 (2016 का 18) की धारा 7 के उपबंधों के अनुसरण में, भारत सरकार इसके द्वारा जनम्नजलजखत को अजधसूजचत करती ह,ै अथाात:् - 1. (1) स्ट्कीम के अधीन उि लाभ का फायिा उठान े के इच्छुक व्यजि को अजधप्रमाणन से गुिरना होगा, या आधार संख्या रखने का प्रमाण प्रस्ट्ततु करना होगा। (2) यदि ऐसे व्यजि को आधार संख्या िारी नहीं की गई है, तो उसे नामांकन के जलए आवेिन करना होगा: बिते दक यदि वह व्यजि एक बालक है, तो आवेिन केवल उसके माता-जपता या जवजधक संरक्षक की सहमजत स े दकया िाएगा। (3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपबंधों के अनुसार, सरकारी जनकाय(यों), ऐसे लाभार्थायों का नामांकन सुजनजश्चत करेगा जिनका अभी नामांकन होना है, या रजिस्ट्रारों के साथ समन्वय और सुजवधािनक अवस्ट्थानों पर नामांकन केंद्र स्ट्थाजपत करन े या रजिस्ट्रार स्ट्वय ं बनकर नामांकन सुजवधाएं प्रिान करन े सजहत उजचत उपायों के माध्यम से उनके आधार जववरण को अद्यजतत करेगा: बिते दक, िब तक ऐसे लाभाथी को आधार संख्या आवंरटत नहीं हो िाती, तब तक वह जनम्नजलजखत िस्ट्तावेि प्रस्ट्ततु करके, जिसके वह हकिार ह ैंऔर िो प्रस्ट्तुजत के समय वैध होते हैं, उि लाभ प्राप्त करन े के जलए अपनी पहचान स्ट्थाजपत कर सकेगा, या, यदि ऐसी पहचान के जलए उि सरकारी जनकाय(यों) द्वारा प्रिान दकया गया या प्राजधकृत सॉफ्टवेयर ऐसे प्राजधकाररयों के डेटाबेस स े ऐस े िस्ट्तावेिों की अन्तवास्ट्त ु को प्रमाजणत करने वाली सूचना को इलेक्रॉजनक रूप म ें प्राप्त करन े में सहायता करता ह,ै िो इसे तयै ार करन ेया इसका रखरखाव, इस प्रकार प्राप्त करन ेके जलए अपनी सहमजत िेकर, से संबंजधत हों अथाात:् - क. 18 विा से कम आय ुके लाभाथी के जलए, जिसे आधार नंबर िारी नहीं दकया गया ह ै i. ऑपरेटर द्वारा उपलस ध कराई नामांकन केन् द्र में नामांकन प्रदिया स े गुिरने वाले लाभाथी की अजभस्ट् वीकृजत, जिसमें नामांकन आईडी (ईआईडी) अन् तर्वाष्ट ह;ै और ii. जनम्नजलजखत िस्ट्तावेिों म ेंस े कोई एक िस्ट् तावेि, जिसम ेंलाभाथी का फोटो हो, अथाता ्:- क. िन्म और मृत्य ु पंिीकरण अजधजनयम, 1969 (1969 का 18) के तहत िारी दकया गया िन्म प्रमाण पत्र, िैसा दक लाभाथी के िन्म के सबं ंध म ें िन्म रजिस्ट्टर म ेंकी गई प्रजवजि स े जलया गया हो; ख. भारतीय पासपोटा; ग. स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त बोडा द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा के अंकों का प्रमाण पत्र या जववरण; घ. दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन उसके द्वारा बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के पास उस रूप म ें रजिस्ट्रीकृत बाल िखे भाल संस्ट्था द्वारा रखे गए बालक या जवजध के उल्लघं न म ें बालक के संबंध म,ें ऐसी संस्ट्थ ा के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी दकया गया उसकी िन्म की तारीख जनर्िाि करन ेवाला प्रमाण पत्र; अथवा (iii) जनम्नजलजखत िस्ट्तावेिों म ें स े कोई एक, जिसम ें लाभाथी की तस्ट्वीर हो, जिससे माता-जपता या जवजधक संरक्षक के साथ उसके संबंधों का प्रमाण दिया िा सके, अथाात:् - (क) रािन काडा; (ख) कोई रािपजत्रत अजधकारी, िो एक कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी, िो तहसीलिार के पि स े नीच ेन हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (ग) दकसी सरकारी संस्ट्था या सावािजनक क्षत्रे के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र; (घ) भारतीय पासपोटा; (ङ) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त बोड ा द्वारा िारी मैररक या 10 वीं कक्षा या उच्चतर माध्यजमक या 12 वीं कक्षा के अंकों का प्रमाण पत्र या जववरण; (च) दकिोर न्याय (बालकों की िेखरेख और सरं क्षण) अजधजनयम, 2015 (2016 का 2) के तहत बनाए गए जनयमों के तहत संबंजधत राज्य सरकार के साथ पंिीकृत बाल िेखभाल संस्ट्थान द्वारा रख े गए बालक या कानून के उल्लघं न म ें बच्च े के संबंध म,ें ऐसी संस्ट्था के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी उसकी िन्मजतजथ जनर्ििा करन े वाला प्रमाण पत्र; (छ) ऐसे लाभाथी के संबंध म,ें जिसके पास जवजधक अजभभावक, ित्तक िहण का आिेि या जवजध संरक्षकता के जलए अन्य िस्ट्तावेि ह,ैं िो संरक्षक और प्रजतपाल् य अजधजनयम, 1890 (1890 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया िाता ह,ै ऑरटज्म वाल े व्यजियों के कल्याण के जलए राष्ट्रीय रस्ट्ट, सेरेब्रल पाल्सी, मानजसक मंिता और बहु-दिव यांगता अजधजनयम, 1999 (1999 का 44) या दिव यागं िन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के अधीन बनाए गए लाग ूजनयम और जवजनयम; अथवा (ि) कोई अन्य िस्ट्तावेि, िो मत्रं ालय, द्वारा जवजनर्िाि दकया िाए: (ख) 18 विा या उससे अजधक आय ुके लाभाथी के जलए जिसे आधार संख् या नहीं िी गई ह:ै (i) ऑपरेटर द्वारा उपलसध कराई नामांकन केन् द्र में नामांकन प्रदिया स े गुिरन े वाले लाभाथी की अजभस्ट् वीकृजत, जिसमें नामांकन आईडी (ईआईडी) अन् तर्वाष्ट ह;ै और (ii) जनम्नजलजखत िस्ट्तावेिों म ेंस े कोई एक िस्ट्त ावेि, जिसम ेंलाभाथी का फोटो हो, अथाता ्:- (क) भारत जनवााचन आयोग द्वारा िारी मतिाता फोटो पहचान पत्र; (ख) रािन काडा; (ग) कोई रािपजत्रत अजधकारी, िो एक कायाकारी मजिस्ट्रेट या राज्य सरकार का रािस्ट्व अजधकारी, िो तहसीलिार की पंजि स ेनीच ेन हो, द्वारा िारी दकया गया िाजत प्रमाण पत्र या अजधवास प्रमाण पत्र; (घ) स्ट्कूल जिक्षा के दकसी मान्यता प्राप्त बोडा द्वारा दकसी सरकारी अजस्ट्तत्व या सावािजनक क्षत्रे के उद्यम द्वारा दकसी सेवाजनवृत्त या सेवारत लोक सेवक या उसके पररवार के सिस्ट्य को िारी दकया गया जचदकत्सा या बीमा पहचान पत्र; (ि) दिव यागं िन अजधकार जनयम, 2017 के अधीन अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी जवकलांगता प्रमाण पत्र, या दिव यागं िन सिजिकरण जवभाग, भारत सरकार द्वारा िारी जवजिि जवकलांगता पहचान (यूडीआईडी) काडा; (झ) भारत म ेंिारी चालान अनज्ञु जप्त: (ञ) दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन उसके द्वारा बनाए गए जनयमों के अधीन संबंजधत राज्य सरकार के पास उस रूप म ें रजिस्ट्रीकृत बाल िेखभाल संस्ट्था द्वारा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] रखे गए बालक या जवजध के उल्लघं न म ें बालक के संबंध म,ें ऐसी संस्ट् था के प्रभारी, अधीक्षक, बाल कल्याण अजधकारी या पररवीक्षा अजधकारी द्वारा िारी दकया गया उसकी िन्म की तारीख जनर्िाि करन ेवाला प्रमाण पत्र; (ट) ऐसे लाभाथी के संबंध म,ें जिसके पास जवजधक अजभभावक, ित्तक िहण का आििे या जवजध संरक्षकता के जलए अन्य िस्ट्तावेि ह,ैं िो संरक्षक और प्रजतपाल् य अजधजनयम, 1890 (1890 का 8), दकिोर न्याय (बालकों की िेखरेख और संरक्षण) अजधजनयम, 2015 (2016 का 2) के अधीन न्यायालय या सक्षम प्राजधकारी द्वारा िारी दकया िाता ह,ै ऑरटज्म वाल ेव्यजियों के कल्याण के जलए राष्ट्रीय रस्ट्ट, सेरेब्रल पाल्सी, मानजसक मंिता और बहु- दिव यांगता अजधजनयम, 1999 (1999 का 44) या दिव यागं िन अजधकार अजधजनयम, 2016 (2016 का 49) और उि अजधजनयमों के अधीन बनाए गए लागू जनयम और जवजनयम; अथवा (ठ) कोई अन्य िस्ट्तावेि, िो मत्रं ालय, द्वारा जवजनर्िाि दकया िाए: (4) इस जनजमत्त उि सरकारी जनकाय(यों) द्वारा नाजमत कोई अजधकारी, प्रस्ट्ततु दकए गए िस्ट्तावेिों या उसकी जविय-वस्ट्त ु को प्रमाजणत करने वाली सूचना के संबंध म ेंउप-खडं (3) के अधीन िांच करेगा - (क) इस बात की पुजि करने के जलए दक पंिीकरण पहचान सख्ं या (ईआईडी) वैध ह ैऔर नामांकन अनरु ोध अस्ट्वीकृत नहीं ह,ै मेरा आधार पोटाल (https://myaadhaar.uidai.gov.in/portal) पर पंिीकरण पहचान संख्या (ईआईडी) प्रस्ट्तुत करके नामांकन अनुरोध की जस्ट्थजत का पता लगाएगा; और (ख) अन्य िस्ट्तावेि, और इस प्रयोिन के जलए, दकसी भी सरकारी संस्ट्था या दकसी प्राजधकरण की सहायता ल ेसकत े ह ैं और प्रस्ट्ततु िानकारी के साथ साझा कर सकते ह,ैं िो ऐस े िस्ट्तावेिों म ें जनजहत िानकारी को तैयार करने या रखरखाव स े संबंजधत हो। 2. लाभार्थायों को उि लाभों को सुजवधािनक रूप से प्राप्त करने में समथ ाबनाने के जलए, मंत्रालय, राज्य सरकारों के संबंजधत जवभाग और संघ राज्य क्षत्रे प्रिासन, स्ट्कीम के अधीन आधार संख्या की आवश्यकता के बारे में लाभार्थायों को िागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार सुजनजश्चत करने के जलए सभी आवश्यक किम उठाएगा। 3. िहां दकसी भी बायोमेररक-आधाररत अजधप्रमाणन (अथाता ् चेहरे का प्रजतसबंब, उंगजलयों की छाप या आईररस स्ट्कैन आधाररत अजधप्रमाण) के माध्यम से दकया गया लाभाथी की आधार संख्या का अजधप्रमाण दकसी भी कारण से, िैसे दक बायोमीररक सूचना की खराब गुणवत्ता जवफल हो िाता है, तो जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएंगे, अथाात:् - (क) यदि अजधप्रमाण का कोई जवजिि बायोमेररक-आधाररत अजधप्रमाणन सफल नहीं होता ह,ै तो बायोमेररक- आधाररत अजधप्रमाण या वन-टाइम जपन (ओटीपी) आधाररत अजधप्रमाण का कोई अन्य ढगं , िहा ंभी व्यवहाय ाऔर स्ट्वीकाय ा हो, प्रस्ट् ततु दकया िाएगा; (ख) ऐस े मामलों म ें िहां अजधप्रमाण के बायोमेररक-आधाररत या वन-टाइम जपन (ओटीपी)-आधाररत ढगं संभव नहीं ह,ैं उि स्ट्कीम के अधीन लाभ, आधार जसक्योर दिक ररस्ट्पांस (क्यूआर) कोड या आधार पपे रलेस ऑफलाइन ईलेक्रॉजनक नो यॉर कस्ट्टमर (ई-केवाईसी) िस्ट्तावेि पर भारतीय जवजिि पहचान प्राजधकरण (यूआईडीएआई) के जडजिटल हस्ट्ताक्षर प्रमाणपत्र का ऑफ़लाइन सत्यापन करके, आधार संख्या की वास्ट्तजवकता स्ट्थाजपत करन े के बाि, िैसा भी मामला हो, जनम्नजलजखत म ें स ेदकसी के आधार पर दिया िा सकेगा: i. आधार क्यूआर स्ट्कैनर या एमआधार एप का उपयोग करके, क्यआू र कोड को स्ट्कैन करके, ऑफ़लाइन सत्यापन के माध्यम स े इसकी वास्ट्तजवकता स्ट्थाजपत होने के पश्चात, आधार जसक्योर दिक ररस्ट्पांस (क्यूआर) कोड जिसम ें आधार काडा, आधार पत्र (अथाात, आधार नंबर धारक को उसकी आधार संख्या बनान े पर िारी दकया गया पत्र) या ई-आधार (अथाात, भारतीय जवजिि पहचान प्राजधकरण (यआू ईडीएआई) की वेबसाइट स े डाउनलोड दकए िा सकन े वाले आधार पत्र की पासवडा-सुरजक्षत इलेक्रॉजनक कॉपी या इसके एम-आधार ऐप का उपयोग करके एक्सेस दकया िा सकता ह)ै । ii. भारतीय जवजिि पहचान प्राजधकरण (यूआईडीएआई) की वेबसाइट पर इस संबंध म ें दिए गए सयौरों के अनुसार, मंत्रालय या जवभाग या योिना कायाान्वयन एिेंसी द्वारा इस प्रयोिन के जलए जवकजसत एजललकेिन के माध्यम से िस्ट्तावेि पर भारतीय जवजिि पहचान प्राजधकरण (यूआईडीएआई) के जडजिटल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होने के पश्चात, आधार पेपरलेस ऑफलाइन इलैक्रॉजनक नो यॉर कस्ट्टमर (ई-केवाईसी) िस्ट्तावेि (भारतीय जवजिि पहचान प्राजधकरण (यूआईडीएआई) की वेबसाइट से डाउनलोड करने योग्य या इसके एमआधार ऐप का उपयोग करके प्राल य)।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 4. इसम ेंऊपर अन्तर्वाि दकसी भी बात के होते हुए भी, — क. स्ट्कीम के अधीन दकसी बालक को लाभ स े वंजचत नहीं दकया िाएगा — (i) अजधप्रमाणन से गुिरकर अपनी पहचान स्ट्थाजपत करने में या आधार संख्या रखन े का प्रमाण प्रस्ट्तुत करने म ेंजवफल रहन े की ििा म;ें अथवा (ii) नामांकन के जलए आवेिन प्रस्ट्ततु करने के मामले म,ें िहा ं उसे आधार संख्या नहीं िी गई ह;ै और ख. ऐसे बालक को, उसकी पहचान का सत्यापन करके और खडं 1 के उप-खंड (3) के परंतुक म ें जव जनर्िाि रीजत स े उसके माता-जपता या जवजधक सरं क्षक के साथ उसके संबंध स्ट्थ ाजपत करके स्ट्कीम के अधीन, लाभ दिया िाएगा; और ग. िहां खडं (ख) के अधीन लाभ दिया िाता ह,ै उस संबंध म ें एक अजभलेख रखा िाएगा, जिसकी उि मंत्रालय द्वारा समय-समय पर समीक्षा और लेखा परीक्षा की िाएगी। 5. यह सुजनजश्चत करन े के जलए दक 18 वि ा या उससे अजधक आय ु के वास्ट्तजवक लाभाथी उि स्ट्कीम के अधीन िये लाभ स े वंजचत न हों, प्रत्यक्ष लाभ अतं रण जमिन, मंजत्रमंडल सजचवालय, भारत सरकार के दिनांक 19 दिसंबर, 2017 के कायाालय ज्ञापन संख्या डी-26011/04/2017-डीबीटी (https://dbtbharat.gov.in पर उपलसध) म ें जवजनर्िाि अपवाि प्रबंधन तंत्र का मंत्रालय पालन करेगा। 6. यह अजधसूचना रािपत्र म ें इसके प्रकािन की तारीख से प्रभावी होगी। [फा. स. ं 381/1/2024-डीबीटी] ि.े रािेि कुमार, आर्थाक सलाहकार MINISTRY OF NEW AND RENEWABLE ENERGY NOTIFICATION New Delhi, the 18th May, 2026 S.O. 2548(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency; And whereas, State Governments and the Union territory Administrations (hereinafter referred to as the Government body(s)) under the administrative purview of the Ministry of New and Renewable Energy (hereinafter referred to as the Ministry) in the Government of India (hereinafter referred to as the Government) is administering the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) (hereinafter referred to as the Scheme); And whereas installation of solar agriculture pumps or solarization of grid-connected agriculture pumps on subsidized rates (hereinafter referred to as the Benefit) is given to the farmers and authorised signatory of cooperatives or Farmer Producer Organisations or Self Help Groups or cluster irrigation systems or Water User Associations or Primary Agriculture Credit Societies (hereinafter referred to as Beneficiary) under the Scheme and the instructions and guidelines issued in respect thereof; And whereas expenditure for the Scheme is incurred from the Consolidated Fund of India and States Governments or Union territory Administrations; And whereas, the Ministry is desirous that the Government, for the purpose of establishing identity of a Beneficiary as a condition for the receipt of the Benefit, requires that such Beneficiary have to undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment;6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, (18 of 2016) the Government hereby notifies the following, namely: – 1. (1) An individual desirous of availing of the Benefit under the Scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number. (2) In case an individual has not been assigned an Aadhaar number, he shall be required to make an application for enrolment: Provided that if that individual is a child, the application shall be made only with the consent of his parent or legal guardian. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Government body(s) shall ensure enrolment of Beneficiary who is yet to be enrolled, or update his Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centres at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to a Beneficiary, he may establish his identity to avail of the Benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorised by the Government body(s) for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:— (a) for a Beneficiary below 18 years of age to whom an Aadhaar number has not been assigned: (i) the acknowledgement of Beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment Identification number (EID); and (ii) any one of the following documents to evidence that Beneficiary is a child below 18 years of age, namely: — (A) Certificate of birth given under the Registration of Births and Deaths Act, 1969 (18 of 1969), as extracted from the entry made in the register of births regarding the birth of Beneficiary; (B) Indian passport; (C) Certificate or statement of marks of Matriculation or 10th class or Higher Secondary or 12th class, issued by a recognised Board of school education; (D) In respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, Superintendent, Child Welfare Officer or Probation Officer of such institution. (iii) any one of the following documents, having the photograph of Beneficiary, to evidence his relationship with the parent or legal guardian, namely: — (A) Ration card; (B) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a Revenue Officer of the State Government, not below the rank of Tehsildar;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (C) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (D) Indian passport; (E) Certificate or statement of marks of Matriculation or 10th class or Higher Secondary or 12th class, issued by a recognised Board of school education; (F) In respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015, (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, Superintendent, Child Welfare Officer or Probation Officer of such institution; (G) In respect of a child who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or (H) Any other document as the Ministry may specify. (b) for a Beneficiary aged 18 years or more to whom an Aadhaar number has not been assigned: –– (i) the acknowledgement of Beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment Identification number (EID); and (ii) any one of the following documents having the photograph of Beneficiary namely: — (A) Elector’s Photo Identity Card issued by the Election Commission of India; (B) Ration card; (C) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a Revenue Officer of the State Government, not below the rank of Tehsildar; (D) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (E) Indian passport; (F) Certificate or statement of marks of Matriculation or 10th class or Higher Secondary or 12th class, issued by a recognised Board of school education; (G) Identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise; (H) Disability certificate issued by a notified medical authority under the Rights of Persons with Disabilities Rules, 2017, or the Unique Disability Identification (UDID) card issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India; (I) Driving licence issued in India; (J) In respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered with the State Government concerned under the rules made by it under the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2016), certificate specifying his date of birth issued by the person-in-charge, Superintendent, Child Welfare Officer or Probation Officer of such institution; (K) In respect of a child who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890 (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015 (2 of 2015), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 (44 of 1999) or the Rights of Persons with Disabilities Act, 2016 (49 of 2016) and the applicable rules and regulations made under the said Acts; or (L) Any other document as the Ministry may specify. (4) An officer designated by the Government body(s) in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under sub-paragraph (3), — (a) status of the enrolment request by submitting the Enrolment Identification number (EID) on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment Identification number (EID) is valid and that the enrolment request does not stand rejected; and (b) other documents, and for this purpose, he may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable Beneficiary to avail of the Benefit conveniently, the Ministry, concerned Department of State Governments and the Union territory Administrations shall make all necessary steps to ensure wide publicity through media to make Beneficiary aware of the requirement of Aadhaar number under the Scheme. 3. Where the authentication of the Aadhaar number of a Beneficiary done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely: — (a) In case any particular biometric-based mode of authentication is not successful, any other mode of biometric- based authentication or One-Time Pin (OTP) based authentication shall, wherever feasible and admissible, be offered; (b) In cases where biometric-based or One-Time Pin (OTP) based modes of authentication are not possible, Benefit under the Scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of the Unique Identification Authority of India (UIDAI) on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar paperless offline electronic Know Your Customer (e-KYC) document, as the case may be, be given on the basis of any of the following, namely: - (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., password-protected electronic copy of Aadhaar letter [downloadable from the website of the Unique Identification Authority of India (UIDAI) or accessible using its my Aadhaar app], after its genuineness is established through offline verification by scanning the Quick Response (QR) code using the Aadhaar Quick Response (QR) Scanner or myAadhaar app. (ii) Aadhaar Paperless Offline electronic Know Your Customer (e-KYC) document [downloadable from the website of Unique Identification Authority of India (UIDAI) or accessible using its my Aadhaar app], after its genuineness is established through offline verification of the digital signature certificate[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9 of the Unique Identification Authority of India (UIDAI) on the document through the application developed by the Ministry or Department or Scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of the Unique Identification Authority of India (UIDAI). 4. Notwithstanding anything contained herein above, — (a) Benefit under the Scheme shall not be denied to a child— (i) in case of failure to establish his identity by undergoing authentication or to furnish proof of possession of Aadhaar number; or (ii) in case of production of an application for enrolment where he has not been assigned an Aadhaar number; and (b) Benefit under the Scheme shall be given to such a child by verifying his identity and establishing his relationship with his parent or legal guardian, as the case may be, in the manner specified in the proviso to sub- paragraph (3) of paragraph 1; and (c) where Benefit is given under clause (b), a record shall be maintained in respect of the same, which shall be reviewed and audited periodically by the Ministry. 5. In order to ensure that a bona fide Beneficiary who is aged 18 years or more is not deprived of the Benefit due to him under the Scheme, the Ministry shall follow the exception handling mechanism specified in the Office Memorandum Number D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 6.
