(1) स्ट्कीम के अधीन उि लाभ का फायिा उठान े के इच्छुक व्यजि को अजधप्रमाणन से गुिरना होगा, या आधार संख्या रखने का प्रमाण प्रस्ट्ततु करना होगा। (2) यदि ऐसे व्यजि को आधार संख्या िारी नहीं की गई है, तो उसे नामांकन के जलए आवेिन करना होगा: (3) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के जवजनयम 12 के उपबंधों के अनुसार, उि सरकारी जनकाय एिेंसी, ऐस े लाभार्थायों का नामांकन सुजनजश्चत करेगा जिनका अभी नामांकन होना है, या रजिस्ट्रारों के साथ समन्द्वय और सुजवधािनक अवस्ट्थानों पर नामांकन केंर स्ट्थाजपत करन े या रजिस्ट्रार स्ट्वय ं बनकर नामांकन सुजवधाएं प्रिान करन े सजहत उजचत उपायों के माध्यम से उनके आधार जववरण को अद्यजतत करेगा: बिते दक, िब तक ऐसे लाभाथी को आधार संख्या आवंरित नहीं हो िाती, तब तक वह जनम्नजलजखत िस्ट्तावेि प्रस्ट्तुत करके, जिसके वह हकिार ह ैंऔर िो प्रस्ट्तुजत के समय वैध होते ह,ैं उि लाभ प्राप्त करने के जलए अपनी पहचान स्ट्थाजपत कर सकेगा, या, यदि ऐसी पहचान के जलए उि एिेंसी द्वारा प्रिान दकया गया या प्राजधकृत सॉफ्िवेयर ऐस े प्राजधकाररयों के डेिाबेस से ऐसे िस्ट्तावेिों की अन्द्तवास्ट्त ुको प्रमाजणत करने वाली सूचना को इलेक्ट्रॉजनक रूप म ेंप्राप्त करन ेमें सहायता करता ह,ै िो इस ेतैयार करन े या इसका रखरखाव, इस प्रकार प्राप्त करने के जलए अपनी सहमजत िके र, स ेसंबंजधत हों अथाात:् - 18 वर्ष या उससे अधिक आय ुके लाभाथी के धलए जिसे आिार संख् या नहीं िी गई ह:ै (i) ऑपरेटर द्वारा उपलस ध कराई नामाांकन केन्द् र म ेंनामांकन प्रक्रिया स े गुजरने वाल ेलाभाथी की अजभस्ट् वीकृजत, जिसमें ईआईडी अन्द्त र्वाष्ि ह;ै और (ii) धनम्नधलधित दस्तावेजों म ेंस े कोई एक िस्ट्त ावेि, धजसम ेंलाभार्थी का फोिो हो, अर्थातष ्:- (क) भारत धनवाषचन आयोग द्वारा जारी मतदाता फोटो पहचान पत्र; (ख) राशन कार्ष; (ग) कोई राजपधत्रत अधिकारी, जो एक कायषकारी मधजस्रेट या राज्य सरकार का राजस्व अधिकारी, जो तहसीलदार की पंजि स ेनीच े न हो, द्वारा िारी दकया गया जाधत प्रमाण पत्र या अधिवास प्रमाण पत्र; (घ) क्रकसी सरकारी अजस्ट्तत्व या सावषजधनक क्षत्रे के उद्यम द्वारा क्रकसी सेवाधनवृत्त या सेवारत लोक सेवक या उसके पररवार के सदस्य को जारी क्रकया गया धचक्रकत्सा या बीमा पहचान पत्र; (ङ) भारतीय पासपोटष; (च) स्कूल धशक्षा के क्रकसी मान्यता प्राप्त बोर् ष द्वारा जारी मैररक या 10 वीं कक्षा या उच्चतर माध्यधमक या 12 वीं कक्षा के अांकों का प्रमाण पत्र या धववरण; (छ) क्रकसी सरकारी अजस्ट्तत्व या सावषजधनक क्षत्रे के उद्यम द्वारा सेवारत या सेवाधनवृत्त लोक सेवक को जारी क्रकया गया पहचान पत्र या अन्य पहचान दस्तावेज; (ि) दिव यागं िन अधिकार धनयम, 2017 के अधीन अधिसूधचत धचक्रकत्सा प्राधिकरण द्वारा जारी धवकलाांगता प्रमाण पत्र, या दिव यांगिन सिजिकरण जवभाग, भारत सरकार द्वारा जारी धवधशष्ट धवकलाांगता पहचान (यर्ू ीआईर्ी) कार्;ष (झ) भारत म ेंजारी ड्राइववंग लाइसेंस: (ञ) क्रकशोर न्याय (बालकों की िेखरेख और सरां क्षण) अधिधनयम, 2015 (2016 का 2) के अधीन उसके द्वारा बनाए गए धनयमों के अधीन सांबांधित राज्य सरकार के पास उस रूप म ें रजिस्ट्रीकृत बाल देिभाल सांस्र्था द्वारा रि े गए बालक या जवजध के उल्लघां न में बालक के सांबांि म,ें ऐसी संस्ट् था के प्रभारी, अिीक्षक, बाल कल्याण अधिकारी या पररवीक्षा अधिकारी द्वारा जारी दकया गया उसकी िन्द्म की तारीख धनर्दषष्ट करने वाला प्रमाण पत्र; अथवा; (ि) दकसी जविेिी नागररक के संबंध में, - (I) यदि वह ओवरसीि जसिीिन ऑफ इंजडया काडाधारक, ओवरसीि जसिीिन ऑफ इंजडया काडा ह;ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (II) यदि वह एक जतसबती िरणाथी है, जविेिी क्षेत्रीय पंिीकरण कायाालय द्वारा िारी पंिीकरण प्रमाण पत्र; (III) यदि वह नेपाल या भूिान का नागररक है, नपे ाल या भूिान का पासपोिा; (IV) यदि वह ओवरसीि जस िीिन ऑफ इंजडया काडाधारक, जतसबती िरणाथी या नेपाल या भूिान के नागररक के अलावा अन्द्य ह,ै तो जविेिी पासपोिा के साथ भारतीय वीिा या वतामान के जलए वधै िीघाकाजलक वीिा के साथ या समाप्त हो चुके जविेिी पासपोिा; अथवा (ठ) ऐसे लाभार्थी के सांबांि म,ें धजसके पास जवजधक अधभभावक, ित्तक ग्रहण का आदशे या जवजध सांरक्षकता के धलए अन्य दस्तावेज ह,ैं जो संरक्षक और प्रजतपाल् य अधिधनयम, 1890, क्रकशोर न्याय (बालकों की दिे रेख और सांरक्षण) अधिधनयम, 2015 के अधीन न्द्यायालय या सक्षम प्राधिकारी द्वारा जारी क्रकया जाता ह,ै ऑरटज्म वाले व्यधियों के कल्याण के धलए राष्ट्रीय रस्ट, सेरेब्रल पाल्सी, मानधसक मांदता और बहु-दिव यागं ता अधिधनयम, 1999 या दिव यांगिन अधिकार अधिधनयम, 2016 और उि अधिधनयमों के अधीन बनाए गए लागू धनयम और धवधनयम; अथवा (ड) मंत्रालय द्वारा जवजनर्िाष्ट कोई अन्द् य िस्ट्तावेि। (4) इस धनधमत्त उि मांत्रालय द्वारा नाधमत कोई अधिकारी, प्रस्तुत क्रकए गए दस्तावेजों या उसकी धवर्य-वस्तु को प्रमाधणत करने वाली सूचना के सांबांि म ें उप-िर्ां (3) के अिीन जाांच करेगा - (क) इस बात की पुधष्ट करन े के धलए क्रक पंिीकरण पहचान संख्या (ईआईडी) वैि ह ै और नामाकां न अनुरोि अस्वीकृत नहीं ह,ै मरे ा आिार पोटषल (https://myaadhaar.uidai.gov.in/portal) पर पंिीकरण पहचान सख्ं या (ईआईडी) प्रस्ततु करके नामाांकन अनरु ोि की धस्र्थधत का पता लगाएगा; और (ख) अन्य दस्तावेज, और इस प्रयोजन के धलए, क्रकसी भी सरकारी सांस्र्था या दकसी प्राधिकरण की सहायता ले सकत े ह ैं और प्रस्ततु जानकारी के सार्थ साझा कर सकत े ह,ैं जो ऐसे दस्तावेजों म ें धनधहत जानकारी को तैयार करने या रिरिाव स े सांबांधित हो। 2. लाभाथी को उि लाभ को सुजवधािनक रूप से प्राप्त करने में समथा बनाने के जलए, मंत्रालय स्ट्कीम के अधीन आधार संख्या की आवश्यकता के बारे में लाभार्थायों को िागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार सुजनजश्चत करन े के जलए सभी आवश्यक किम उठाएगा। 3. िहां दकसी भी बायोमेररक-आधाररत ढगं (अथाात् चेहरे का प्रजतवबंब, उंगजलयों की छाप या आईररस स्ट्कैन आधाररत अजधप्रमाण) के माध्यम से दकया गया लाभाथी की आधार संख्या का अजधप्रमाण दकसी भी कारण से, िैसे दक बायोमीररक सूचना की खराब गणु वत्ता जवफल हो िाता है, तो जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएगं े, अथाात्:- (क) यदि अजधप्रमाण का कोई जवजिष्ट बायोमेररक-आधाररत ढगं सफल नहीं होता ह,ै तो बायोमेररक-आधाररत अजधप्रमाण या वन-िाइम जपन (ओिीपी) आधाररत अजधप्रमाण का कोई अन्द्य ढगं , िहां भी व्यवहाया और स्ट्वीकाया हो, प्रस्ट् ततु दकया िाएगा; (ख) ऐसे मामलों में िहा ं अजधप्रमाण के बायोमेररक-आधाररत या ओिीपी-आधाररत ढगं संभव नहीं ह,ैं उि स्ट्कीम के अधीन लाभ, आधार जसक्ट्योर दिक ररस्ट्पांस (क्ट्यूआर) कोड या आधार पेपरलेस ऑफलाइन ई-केवाईसी िस्ट्तावेि पर भारतीय जवजिष्ट पहचान प्राजधकरण (यआू ईडीएआई) के जडजििल हस्ट्ताक्षर प्रमाणपत्र का ऑफ़लाइन सत्यापन करके, आधार संख्या की वास्ट्तजवकता स्ट्थाजपत करन ेके बाि, िसै ा भी मामला हो, जनम्नजलजखत में स ेदकसी के आधार पर दिया िा सकेगा: (i) आिार क्यूआर स्कैनर या एमआिार एप का उपयोग करके, क्यआू र कोर् को स्कैन करके, ऑफ़लाइन सत्यापन के माध्यम स ेइसकी वास्तधवकता स्र्थाधपत होने के पश्चात, आिार धसक्योर क्रिक ररस्पाांस (क्यूआर) कोर् धजसम ेंआिार कार्ष, आिार पत्र (अथाात, आिार नांबर िारक को उसकी आिार सांख्या बनान े पर जारी क्रकया गया पत्र) या ई- आिार (अथाात, भारतीय जवजिष्ट पहचान प्राजधकरण (यूआईर्ीएआई) की वेबसाइट स े र्ाउनलोर् दकए जा सकन े वाले आिार पत्र की पासवर्ष-सरु धक्षत इलेक्रॉधनक कॉपी या इसके एम-आिार ऐप का उपयोग करके एक्सेस क्रकया जा सकता ह)ै । (ii) यूआईर्ीएआई की वेबसाइि पर इस संबंध में दिए गए सयौरों के अनुसार, इस प्रयोिन के जलए मंत्रालय या एिेंसी द्वारा जवकजसत एजललकेिन के माध्यम से िस्ट्तावेि पर भारतीय जवजिष्ट पहचान प्राजधकरण (यूआईर्ीएआई) के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] जडजििल हस्ट्ताक्षर प्रमाणपत्र के ऑफलाइन सत्यापन के माध्यम से इसकी वास्ट्तजवकता स्ट्थाजपत होने के पश्चात, आधार पपे रलेस ऑफलाइन इलैक्ट्रॉजनक नो यॉर कस्ट्िमर (ई-केवाईसी) िस्ट्तावेि (भारतीय जवजिष्ट पहचान प्राजधकरण (यआू ईर्ीएआई) की वेबसाइि से डाउनलोड करन े योग्य या इसके एमआधार ऐप का उपयोग करके प्राल य)। 4. यह सुधनधित करने के धलए क्रक 18 वर् षया उससे अधिक आय ुके वास्तधवक लाभार्थी उि स्ट्कीम के अधीन दये लाभ स ेवांधचत न हों, प्रत्यक्ष लाभ अतां रण धमशन, मंजत्रमंडल सधचवालय, भारत सरकार के क्रदनाांक 19 क्रदसांबर, 2017 के कायाषलय ज्ञापन सांख्या र्ी-26011/04/2017-र्ीबीटी (https://dbtbharat.gov.in पर उपलब्ि) म ें जवधनर्दषष्ट अपवाद प्रबांिन तांत्र का मंत्रालय पालन करेगा। 5. यह अधिसूचना राजपत्र म ेंइसके प्रकाशन की तारीख स ेप्रभावी होगी। [फा. स.ं 381/3/2024-डीबीिी (भाग-1)] िे. रािेि कुमार, आर्थाक सलाहकार MINISTRY OF NEW AND RENEWABLE ENERGY NOTIFICATION New Delhi, the 21st May, 2026 S.O. 2839(E).—Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency: And whereas, the Ministry of New and Renewable Energy (hereinafter referred to as the Ministry) in the Government of India (hereinafter referred to as the Government) is administrating the Renewable Energy Research and Technology Development Programme (hereinafter referred to as the Scheme); And whereas, the Central Financial Assistance (hereinafter referred to as the Benefit) is given to the temporary manpower that is, Senior Research Fellow, Junior Research Fellow and Research Associate (hereinafter referred to as the Beneficiary) who are hired in the project given to the Principal Investigator under the Scheme as per the instructions and guidelines issued in respect thereof, And whereas, expenditure for the Scheme is incurred from the Consolidated Fund of India; And whereas, the Ministry is desirous that the Government, for the purpose of establishing identity of a Beneficiary as a condition for the receipt of the Benefit, requires that such Beneficiary have to undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, (18 of 2016), the Central Government hereby notifies the following, namely: - 1. (1) An individual desirous of availing of the Benefit under the Scheme shall be required to undergo authentication, or furnish proof of possession of Aadhaar number.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (2) In case an individual who has not been assigned an Aadhaar number, he shall be required to make an application for enrolment. (3)In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry shall ensure enrolment of a Beneficiary who is yet to be enrolled, or update his Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centers at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to a Beneficiary, he may establish his identity to avail of the Benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provide or authorized by the Ministry for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:— For a Beneficiary aged 18 years or more to whom an Aadhaar number has not been assigned: (i) the acknowledgement of Beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the enrolment identification number (EID); and (ii) any one of the following documents, having the photograph of Beneficiary, namely: — (A) Elector's Photo Identity Card issued by the Election Commission of India; (B) Ration card: (C) Caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a Revenue Officer of the State Government, not below the rank of Tahsildar; (D) Medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (E) Indian passport; (F) Certificate or statement of marks of Matriculation or 10th class or Higher Secondary or 12th class, issued by a recognised Board of school education; (G) Identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise; (H) Disability certificate issued by a notified medical authority under Rights of Persons with Disabilities Rules, 2017, or Unique Disability Identification (UDID) issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India; (I) Driving licence issued in India; (J) In respect of a child in need of care and protection or a child in conflict with law, who is housed by child care institution registered with the State Government concerned under the rules made by it6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] under the Juvenile Justice (Care and Protection of Children) Act, 2015, (2 of 2016), certificate specifying his date of birth issued by the person-in-charge, Superintendent, Child Welfare Officer or Probation Officer of such institution; (K) In respect of a foreign national, — (I) if he is an Overseas Citizen of India Cardholder, Overseas Citizen of India Card; (II) if he is a Tibetan refugee, registration certificate issued by a Foreigners Regional Registration Office; (III) if he is a national of Nepal or Bhutan, passport of Nepal or Bhutan; (IV) if he is other than a Overseas Citizen of India Cardholder, Tibetan refugee or a national of Nepal or Bhutan, either an Indian visa along with foreign passport or a Long Term Visa to India along with currently valid or expired foreign passport; (L) In respect of a Beneficiary who has a legal guardian, adoption order or other document to evidence legal guardianship, which is issued by a court of law or competent authority under the Guardians and Wards Act, 1890, (8 of 1890), the Juvenile Justice (Care and Protection of Children) Act, 2015, (2 of 2016), the National Trust for Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999, (44 of 1999), or the Rights of Persons with Disabilities Act, 2016, (49 of 2016) and the applicable rules and regulations made under the said Acts; or (M) Any other document as the Ministry may specify. (4) An officer designated by the Ministry in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under sub-paragraph (3), — a) status of enrolment request by submitting the Enrolment Identification number (EID) on myAadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment Identification number (EID) is valid and that the enrolment request does not stand rejected; and b) Other documents, and for this purpose, he may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable Beneficiary to avail of the Benefit conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the Beneficiary aware of the requirement of Aadhaar number under the Scheme. 3. Where the authentication of the Aadhaar number of a Beneficiary is done through any of the biometric-based modes of authentication (namely, facial image, fingerprints or iris scan-based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely: — (a.) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or One-Time Pin (OTP) based authentication shall, wherever feasible and admissible, be offered;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7 (b.) in cases where biometric-based or One-Time Pin (OTP) based modes of authentication are not possible, Benefit under the Scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of Unique Identification Authority of India (UIDAI) on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar paperless offline electronic know your customer (e-KYC) document, as the case may be, be given on the basis of any of the following, namely:— (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar ( i.e., password- protected electronic copy of Aadhaar letter downloadable from the website of Unique Identification Authority of India (UIDAI) or accessible using its myAadhaar app), after its genuineness is established through offline verification by scanning the Quick Response (QR) code using the Aadhaar Quick Response (QR) Scanner or my Aadhaar app. (ii) Aadhaar Paperless Offline electronic Know Your Customer (e-KYC) document (downloadable from the website of Unique Identification Authority of India (UIDAI) or accessible using its my Aadhaar app), after its genuineness is established through offline verification of the digital signature certificate of the Unique Identification Authority of India (UIDAI) on the document through the application developed by the Ministry or Department concerned for this purpose, in accordance with the details given in this regard on the website of the Unique Identification Authority of India (UIDAI). 4. In order to ensure that a bona fide Beneficiary who is aged 18 years or more is not deprived of the Benefit due to him under the Scheme, the Ministry shall follow the exception handling mechanism specified in the Office Memorandum number D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 5.
