का.आ. 334(अ).—केंद्रीय आधार (जवत्तीय और अन्य सजससडी, लाभ और सेवाओं का लजित जवतरण) अजधजनय्,
2016 की धारा 4(4)(ख)(ii) (इसके बाि इसे "उक्त अजधजनय्" के रूप ् ें संिर्भित दकया िाएगा"), ऐसे उद्देश्य के जलए,
स्ट्वैजछिक आधार पर प्र्ाणीकरण करन े की अनु्जत िेती ह ै जिसे केंद्रीय सरकार ् ें प्राजधकरण के साथ परा्ि ि स े और जहत
्ें, जनधािररत दकया िा सकता ह।ै
िबदक ऐसे उद्देश्य हते ु भारत सरकार ने गडु गवनेंस (सा्ाजिक कल्याण, नवाचार ज्ञान) के जलए आधार
प्र्ाणीकरण जनय्, 2020 तयै ार दकया ह,ै जिस् ें भारतीय पटसन जनग् जलज्टेड (िेसीआई) स्ट्वैजछिक आधार पर
आधार का उपयोग करन े के जलए उक्त जनय्ों के तहत अनु्जत ्ांग सकता ह।ै
िबदक भारत सरकार न े कायािलय ज्ञापन ई-फाइल संख्या 13(13)/2023-ईिी.II दिनांक 19 िलु ाई, 2023 के
्ाध्य् स े आधार अजधजनय् 2016 की धारा 4(4)(ख)(ii) (यथासंिोजधत) के साथ परित गुड गवनेंस (सा्ाजिक
कल्याण, नवाचार ज्ञान) के जलए आधार प्र्ाणीकरण जनय्, 2020 के जनय् 5 के अनसु ार भारतीय पटसन जनग्
जलज्टेड को पहचान सत्यापन के उद्देश्य स े ऑनलाइन जसस्ट्ट् पर पंिीकरण के स्य, स्ट्वैजछिक आधार पर प्र्ाणीकरण
का उपयोग करने की अनु्जत िने े के जलए सि् प्राजधकारी की ्ंिूरी ि ेिी ह।ै
अत:, अब, भारत सरकार, एतद्द्वारा अजधसूजचत करती ह ै दक गुड गवनेंस (सा्ाजिक कल्याण, नवाचार ज्ञान) के
जलए आधार प्र्ाणीकरण जनय्, 2020 के जनय् 5 के अनुसार भारतीय पटसन जनग् जलज्टेड ऑनलाइन जसस्ट्ट् पर
पंिीकरण के स्य पहचान/सत्यापन के उद्देश्य स े और गडु गवनेंस सुजनजित करन े के जलए जडजिटल प्लेटफॉ्ि के उपयोग
को प्रोत्साजहत करने हते ु जनम्नजलजखत ितों के अधीन स्ट्वैजछिक आधार पर आधार प्र्ाणीकरण का उपयोग कर सकता ह:ै

1. तत्काल अनु्ोिन 'हा/ं नहीं प्र्ाणीकरण और ई-केवाईसी प्र्ाणीकरण' िोनों सुजवधाओं के जलए ह।ै
2. आधार अजधजनय्, 2016 की धारा 29 के संिभि ् ें प्र्ाणीकरण के उद्देश्य के जलए जहतधारक की सूजचत
सह्जत प्राप्त की िाएगी। जिन उद्देश्यों के जलए आधार संख्या और संबंजधत िानकारी ्ागं ी िा रही ह,ै उस े
जहतधारकों को स्ट्पष्ट रूप से सजू चत दकया िाना चाजहए। जविेष रूप से, जिस तरीके से आधार नंबर एकर
दकया िाएगा, संग्रहीत दकया िाएगा और उपयोग दकया िाएगा, उसके बारे ्ें जहतधारकों को स्ट्पष्ट रूप स े
सूजचत दकया िाना चाजहए।
3. अपवािों से जनपटने से संबंजधत प्रावधानों को आधार अजधजनय्, 2016 और उससे िुडे जवजनय्ों के अनुसार
सख्ती से लाग ूदकया िाएगा।
4. जहतधारक को पहचान/सत्यापन के वैकजल्पक तंर के बारे ्ें सूजचत दकया िाएगा क्योंदक आधार प्र्ाणीकरण
के तत्काल उपयोग की अनु्जत पूरी तरह से स्ट्वैजछिक आधार पर ह।ै
5. आधार आधाररत प्र्ाणीकरण की जवफलता के कारण जहतधारक को दकसी भी सेवा/लाभ से इनकार नहीं
दकया िाएगा।
6. प्रणाली ्ें आधार संख्या प्रिर्िति नहीं की िाएगी और िहा ं भी आवश्यक हो आधार संख्या के केवल अंजत् 4
अंक प्रिर्िति दकए िा सकत े ह।ैं
7. आधार नंबर को आधार डेटा वॉल्ट ् ें सुरजित रूप से सग्रं जहत दकया िाएगा।
8. जहतधारक की ई-केवाईसी िानकारी का परू ा जववरण स्ट्रीन पर प्रिर्िति नहीं दकया िाएगा, बजल्क केवल
आवश्यक िनसांजख्यकीय जववरण िैस े ना्, िन्् का वष ि आदि प्रिर्िित दकया िा सकता ह।ै
9. जहतधारकों का बायो्ेररक प्र्ाणीकरण केवल भारतीय पटसन जनग् जलज्टेड द्वारा नाज्त/पंिीकृत/
सत्याजपत ऑपरेटर द्वारा सहायता प्राप्त ्ोड या जनयंजरत वातावरण ् ेंदकया िाएगा।
10. भारतीय पटसन जनग् जलज्टेड दकसी भी पंिीकरण-संबंजधत िस्ट्तावेज़ पर बायो्ेररक्स को स्ट्पष्ट रूप स े
प्रिर्िित नहीं करेगा।
11. भारतीय पटसन जनग् जलज्टेड एक सीईआरटी-इन पनै लबद्ध आईएस लेखापरीिक द्वारा अपना आविे न
लेखा परीजित करवाएगा और यह ररपोट ि वस्ट्र ्ंरालय को प्रस्ट् तुत करेगा। िांच के पश् चात वस्ट् र ्ंरालय यह
ररपोट ि यआू ईडीएआई को सौंपेगा। कार््िक और प्रिासजनक सुधार जवभाग (ई-गवनेंस)/यूआईडीएआई द्वारा
दिए गए दकसी भी बाि के सुझाव का भी अनपु ालन दकया िा सकता ह।ै
12. भारतीय पटसन जनग् जलज्टेड, िहां भी आवश्यक हो, आइररस-आधाररत बायो्ेररक प्र्ाणीकरण के
उपयोग को, यह िेखत े हुए दक यह जविेष रूप स े वति्ान कोजवड-19 ्हा्ारी के स्य ् ें अजधक सटीक,
संपकि रजहत और सुरजित ह,ै प्रोत्साजहत कर सकता ह।ै
13. भारतीय पटसन जनग् जलज्टेड आधार अजधजनय्, 2016 के सभी प्रासंजगक प्रावधानों, इसके संबंजधत
जवजनय्ों और स्य-स्य पर यूआईडीएआई द्वारा िारी अन्य जनिेिों का पालन करेगा।
जहतधारकों द्वारा आधार का उपयोग प्र्ाजणत करने हते ु इछ िुक नहीं होने की जस्ट्थजत ् ें सि् प्राजधकारी
पहचान के अन् य तरीकों को अलग से अजधसूजचत करेगा।
िावेिारों से सह्जत पर जलया िाएगा।
यह अजधसूचना सभी राज्यों और केंद्र िाजसत प्रिेिों ्ें आजधकाररक रािपर ्ें इसके प्रकािन की तारीख से प्रवृत् त
होगी।

NOTIFICATION
New Delhi, the 24th January, 2024
S.O. 334(E).—Section 4(4)(b)(ii) of the Central Aadhaar (Targeted delivery of Financial and other Subsidies,
Benefits and Services) Act, 2016 (hereinafter referred to as "the said Act"), allows performing authentication on
voluntary basis, for such purpose, as the Central Government in consultation with the Authority, and in the interest,
may prescribe.
Whereas for such purpose Government of India has framed the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation Knowledge) Rules, 2020 wherein the The Jute Corporation of India
Limited (JCI) can seek permission under the said rules to use Aadhaar on Voluntary basis.
Whereas Government of India vide Official Memorandum eFile No. 13(13)/2023-EG.II dated: 19th July,
2023 has conveyed the approval of the competent authority to allow The Jute Corporation of India Limited to use
Aadhaar Authentication on voluntary basis, for the purpose of identity verification at the time of registration on the
online systems in terms of Rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation
Knowledge) Rules, 2020 read with Section 4(4)(b)(ii) of the Aadhaar Act 2016 (as amended).
Now, therefore, the Government of India, hereby notifies that The Jute Corporation of India Limited can
use Aadhaar Authentication on voluntary basis to encourage of usage of digital platform to ensure good governance
and for the purpose of identity verification at the time of registration on the online systems, in terms of Rule 5 of
the Aadhaar Authentication for Good Governance (Social Welfare, Innovation Knowledge) Rules, 2020 Subject to
the following conditions:
1. The instant approval is for both 'Yes/No authentication and e-KYC authentication' facilities.
2. The informed consent of the stakeholder shall be obtained for the purpose of authentication in terms of
Section 29 of the Aadhaar Act, 2016. The purposes for which the Aadhaar number and related information is
being sought must be communicated clearly to the stakeholders. Specifically, the manner in which the
Aadhaar number will be collected, stored and used should be clearly communicated to the stakeholders.
3. Provisions related to exception handling shall be implemented strictly in accordance with Aadhaar Act, 2016
and its associated regulations.
4. The stakeholder shall be informed of alternate mechanism of identification/verification as the instant usage of
Aadhaar authentication is permitted purely on voluntary basis.
5. There shall not be denial of any service/benefit to stakeholder on account of failure of Aadhaar based
authentication.
6. There shall not be display of Aadhaar number anywhere in system and wherever required only last 4 digits of
Aadhaar number may be displayed.
7. Aadhaar numbers shall be stored securely in Aadhaar Data Vault.
8. Complete details of the e-KYC information of the stakeholder shall not be displayed on the screen instead
only necessary demographic details such as first name, year of birth etc, may be displayed.
9. Biometric authentication of stakeholders shall be performed only in assisted mode or controlled environment
by the operator nominated / registered / verified by The Jute Corporation of India Limited.
10. The Jute Corporation of India Limited shall not display the Biometrics explicitly on any of the registration-
related documents.
11. The Jute Corporation of India Limited shall get its application audited by a CERT-In empanelled IS Auditor
and submit the report to The Ministry of Textiles. The Ministry of Textiles after examination shall submit the
report to UIDAI. Any subsequent suggestions made by Department of Personnel and Administrative Reforms
(e-Governance)/ UIDAI may also be complied with.
12. The Jute Corporation of India Limited may encourage use of Iris-based biometric authentication, wherever
required, considering that it is more accurate, contactless and safe particularly in current Covid-19 pandemic
times.
13. The Jute Corporation of India Limited shall comply with all the relevant provisions of the Aadhaar Act,
2016, its associated regulations and other instructions issued by UIDAI from time-to-time.
The Competent Authority shall separately notify the methods of identification in case the stakeholders do
not intend to authenticate using his Aadhaar.
The consent form to be collected from the claimants.
This notification shall come into effect on the date of its publication in the Official Gazette in all the States
and Union Territories.
