खंड 3, उपखंड (ii), तारीख 24 िनवरी, 2022 म ें प्रकाजित का.आ. 295(अ) तारीख 19 िनवरी, 2022 द्वारा स्ट् थायी
सलाहकार सजमजत का गठन दकया।
और, केन्द रीय सरकार का स्ट् थायी सलाहकार सजमजत द्वारा उसे की गई जसफाररिों पर जवचार करन े के
पश् चात् यह समाधान हो गया ह ै दक िूट पैकेि सामग्री में पैक दकए िाने के जलए वस्ट् तुओं या वस्ट् तुओं के वगय या उसके

अत:, अब, केन्द रीय सरकार, उक्त अजधजनयम की धारा 16 की उपधारा (1) के साथ परठत धारा 3 की उपधारा
(1) द्वारा प्रदत् त िजक्त यों का प्रयोग करत े हुए और का.आ. संख्य ा 5459(अ) तारीख 26 ददसबं र, 2023, को उन बातों के
जसवाय अजधक्रमण करते हुए, जिन्द ह ें ऐसे अजधक्रमण से पूवय दकया गया ह ै या करने का लोप दकया गया है, यह जनदिे देती ह ै
दक नीचे दी गई सारणी के स्ट्तंभ (2) म ें जवजनर्दयष् ट वस्ट् तएु ,ं उक्त सारणी के स्ट्तंभ (3) की तत्स्ट् थ ानी प्रजवजष्ट यों म ें
यथाजवजनर्दयष् ट ऐसे न्द यूनतम प्रजतित में आपूर्त य या जवतरण के जलए इस अजधसूचना के रािपर में प्रकािन की तारीख से 30
िून, 2025 तक िूट पैकेि सामग्री में पैक की िाएगी, अथायत:् -

**रटप्पण 2:- उपापन अजभकरणों द्वारा जमलों या खुल ेबािार स ेसीधे क्रय दकए गए जवजवध प्रकार के िूट बैग् स।
उक्त अजधजनयम के अधीन आरिण मानकों के जलए जवचार दकए िाने वाले खाद्यान्नों में चावल, धान और गेह ं
िाजमल दकया िाएगा। िूट बैगों के वार्षयक उत्पादन का पूणय उपयोग सुजनजश्चत करके माजसक आपूर्तय योिना को प्रभाजवत
दकए जबना चावल, गेह ं और अतं में चीनी के संबंध म ें पारस्ट्पररक प्राथजमकता के अनरूु प िूट बैग का उपयोग होगा, जिसस े
उक्त अजधजनयम के अजधदेि के अनुसार िूट उद्योग और इसके उत्पादन से िुड ेव्यजक्तयों की सुरिा हो सके।
2. खाद्यान्नों की पैककंग के जलए उपयोग दकए गए िूट के थैलों की उपलब्धता सुजनजश्चत करन े के जलए, जमलों द्वारा नए िूट
के थैलों की अपयायप्त आपूर्त य के मामले में, खाद्य और सावयिजनक जवतरण जवभाग केवल िेम पोटयल पर प्रजतस्ट्पधी बोली के
माध्यम स े भारत म ें बनाए गए तथा भारत म ें उत्पाददत कच्चे िटू स े बन े ऐसे प्रयुक्त थैलों को पहल े उपापन करन े के जलए एक
उपयुक्त तंर तैयार कर सकेगा िो उक्त अजधजनयम के अधीन पैकेि मानदडं ों के सापेि वस्त्र मंरालय द्वारा अनुदत्त
जिथलीकरण के जहस्ट्से के रूप म ेंनहीं होगा।
3. खाद्य और सावयिजनक जवतरण जवभाग, िूट वष य 2024-25 के जलए खाद्यान्न की पैककंग के जलए अपेजित िूट बैग की
मारा का माह-वार अनुमान और नई िूट पैकेि सामग्री की आपूर्तय या अन्दय आकजस्ट्मकता या आवश् यकता म ें दकसी भी कमी
या व्यवधान के मामले में अजग्रम रूप से सूजचत करेगा, वस्त्र मंरालय, संबंजधत उपयोगकताय मंरालयों और खाद्य और
सावयिजनक जवतरण जवभाग और वस्त्र मंरालय के अजधकाररयों से जमलकर बनी सजमजत, जिसे जवचार और जसफाररि करन े
के जलए गरठत दकया गया ह,ै के साथ परामि य करेगा, िो माजसक आधार पर मारा कम, या िब भी अपेजित हो, इन
उपबंधों को उक्त सारणी के स्ट्तभं (3) में जवजनर्दयष्ट प्रजतित के अजधकतम तीस प्रजतित तक, जिजथल कर सकेगा।
4. िूट बैग का अजधकतम उपयोग सुजनजश्चत करने की दजृ ष्ट से, खाद्य और सावयिजनक जवतरण जवभाग राज्य उपापन
अजभकरणों (भारतीय खाद्य जनगम सजहत) के परामि य और समन्दवय से िूट बैग की आपूर्तय की पूवय सहमत अनुसूची के
अनुसार वास्ट्तजवक मांगपर समय पर प्रस्ट्ततु करेगा और यदद उपापन अजभकरणों द्वारा खाद्य और सावयिजनक जवतरण
जवभाग द्वारा तैयार की गई आपूर्तय योिना के अनुसार खाद्यान्न पैक करने के जलए िूट बैग के जलए मांग पर नहीं ददए िात े
ह ैं और मागं अजधक (मांग पर) एकर हो िाती ह ै तो िूट जमलों को िूट बैग की आपूर्त य के जलए पयायप् त अजतररक्त समय
जमलेगा।
परंतु यदद जवस्ट्ताररत अवजध में थैलों की आपूर्तय करने में जमलें असफल रहती हैं, तो कम करने से संबंजधत ितें लाग ू

5. उपरोक्त व्यवस्ट्थाओं स े लाभाजन्दवत िूट जमलों से, संबंजधत राज्य सरकारों के समाधान के अधीन रहत े हुए, श्रम जवजधयों
और जवजनयमों के सुसंगत उपबधं ों को कायायजन्दवत करन े की अपिे ा ह ै और कच्ची िूट के उत्पादन पर िूट दकसानों और बले रों
को िीघ्र भुगतान प्रमाजणत करना होगा।
6. उक्त अजधजनयम के अधीन जनम् नजलजखत को आरिण की पररजध से बाहर रखा िा सकेगा, अथायत्:-
(क) जवटाजमन से पुष्ट चीनी;
(ख) जनयायत की िान े वाली वस्ट्त ुओं की पैकेजिंग ;
(ग) खाद्यान्द नों के जलए दस दक.ग्रा. और उससे कम और चीनी के जलए पच्चीस दक.ग्रा.और उससे कम के छोटे उपभोक्त ा पैक;
(घ) एकसौ दक.ग्रा. स ेअजधक थोक पैकेि; और
(ङ) जनयायत के जलए पैक की गई चीनी ककंतु जिसे खाद्य और सावयिजनक जवतरण जवभाग द्वारा दकए गए जनधायरण और
जसफाररिों के आधार पर जनयातय नहीं दकया िा सका था।
7. यह सुजनजश्चत करने के जलए दक कच्चे िूट और िूट पैकेि सामग्री के उत्पादन में लग े व्यजक्त, अजनवायय पैकेजिंग स े
लाभांजवत हो रह े ह,ैं िूट श्रजमकों को कानूनी बकाये का भुगतान करन े और कच्च े िूट के उपापन पर िूट दकसानों और बेलरों
को िीघ्र भुगतान करन े के जलए समथ य करन े हते ु मिदरू ी संजहता, 2019 (2019 का 29) सजहत प्रवृत् त श्रम जवजधयों के
अनुसार उपयुक्त तंर बनाया िायेगा।

ORDER
New Delhi, the 22nd April, 2025
S.O. 1830(E).—Whereas, the Central Government is empowered under sub-section (1) of section 3 of the
Jute Packaging Materials (Compulsory Use in Packing Commodities) Act, 1987 (10 of 1987) (hereinafter referred to
as the said Act) to specify, by order, the commodities or class of commodities or such percentage thereof to be packed
for the purpose of its supply or distribution in such jute packaging material, after considering the recommendations of
the Standing Advisory Committee;
And whereas, the Central Government has, in exercise of the powers conferred under sub-section (1) of
section 4 of the said Act, constituted the Standing Advisory Committee vide number S.O.295 (E), dated the
19th January, 2022, published in the Gazette of India, Extraordinary, Part- II, Section-3, Sub-section (ii), dated the
24th January, 2022 to recommend the determination for packaging in jute material;
And whereas, the Central Government, after considering the recommendations made to it by the Standing
Advisory Committee, is satisfied that it is necessary in the interest of production of raw jute and jute packaging
material, and of persons engaged in the production thereof, to specify the commodity or class of commodities and
percentage thereof to be packed in jute packaging material;
Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 read with sub-section (1)
of section 16 of the said Act and in supersession of Order number S.O. 5459(E), dated the 26th December, 2023,
except as respects things done or omitted to be done before such supersession, the Central Government hereby directs
that the commodities specified in column (2) of the Table below, shall be packed in jute packaging material for supply
or distribution, in such minimum percentage as specified in corresponding entries in column (3) of the said Table, with
effect from the date of publication of this notification in the Official Gazette, upto the 30th June, 2025, namely:-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

**Note2:-In diversified jute bags under direct purchase by the procuring agencies from the mills or open market.
The foodgrains to be considered for reservation norms under the said Act would comprise of rice, paddy and
wheat. The use of jute bags shall be in line of inter se priority with respect to rice, wheat and finally sugar, without
affecting the monthly supply plan by ensuring full utilisation of all the yearly production of jute bags so as to
safeguard the jute industry and the persons engaged in production thereof as per the mandate of the said Act.
2. To ensure availability of used jute bags for packing of foodgrains, in case of inadequate supply of new jute bags by
the mills, the Department of Food and Public Distribution may work out a suitable mechanism in advance to first
procure such used bags made from raw jute produced in India and bags made in India through competitive bidding on
GeM portal only which shall not form the part of relaxation granted by the Ministry of Textiles against packaging
norms under the said Act.
3. The Department of Food and Public Distribution shall communicate in advance the month-wise projection of
required quantity of jute bags for packing of foodgrains for the Jute Year 2024-25 and in case of any shortage or
disruption in supply of new jute packaging material or in other contingency or exigency, the Ministry of Textiles may,
in consultation with the user Ministries concerned and the Committee comprising officers from the Department of
Food and Public Distribution and the Ministry of Textiles, which has been constituted to consider and recommend the
dilution quantity on monthly basis, or as and when required, relax these provisions up to a maximum of thirty per cent.

4. With a view to ensure the maximum usage of jute bags, the Department of Food and Public Distribution in
consultation and coordination with the State Procurement Agencies (including Food Corporation of India) shall place
realistic indents on time as per pre-agreed schedule of supply of jute bags and if the Procurement Agencies do not
place indents for jute bags to pack foodgrains as per supply plan prepared by the Department of Food and Public
Distribution and bunching of demand (indents) takes place then the jute mills shall get reasonable additional time for
the supply of jute bags:
Provided that if the mills fail to supply the bags in the extended period, the conditions relating to dilution will be
applicable.
5. The jute mills benefitting from the above arrangements are required to implement the relevant provisions of labour
laws and regulations on the subject to the satisfaction of the State Governments concerned and shall certify prompt
payment to jute farmers and balers on production of raw jute.
6. The following may be kept out of the purview of reservation under the said Act, namely:-
(a) sugar fortified with vitamins;
(b) packaging for export of commodities;
(c) small consumer packs of ten kilograms and below for foodgrains and twenty-five kilograms and below for
sugar;

(e) sugar packed for export but which could not be exported on the basis of an assessment and recommendation by
the Department of Food and Public Distribution.
7. To ensure that persons engaged in production of raw jute and jute packaging material are benefitted from the
mandatory packaging, a suitable mechanism shall be devised for enabling payment of statutory dues to jute workers
and prompt payment to jute farmers and balers on procurement of raw jute as per the labour laws in force including
the Code on Wages, 2019 (29 of 2019).
