## Policy Analysis Report: Constitution of the Ayurvedic, Siddha and Unani Drugs Technical Advisory Board
**1. Executive Summary:**
This report analyzes a notification from the Ministry of Ayush, Government of India, published on April 12, 2022. The notification constitutes the Ayurvedic, Siddha and Unani Drugs Technical Advisory Board (ASUDTAB) as per Section 33C of the Drugs and Cosmetics Act, 1940. The purpose of the ASUDTAB is to advise the Central Government on technical matters related to Ayurvedic, Siddha, and Unani drugs. Key findings include the board's composition, including both ex-officio and nominated members, and the assignment of responsibilities for the Chairman and Secretary.
**2. Introduction:**
This report aims to provide an informative analysis of the Ministry of Ayush's notification regarding the constitution of the Ayurvedic, Siddha and Unani Drugs Technical Advisory Board (ASUDTAB), based solely on the text of the notification itself. This analysis will identify the board's core objectives, composition, and potential implications for the Ayurvedic, Siddha, and Unani drug industry.
**3. Policy Overview:**
* This is a *new* policy, establishing a new body.
* **Core Objective(s):** The core objective, inferred from the text, is to establish a technical advisory body to provide expert advice to the Central Government regarding the regulation and development of Ayurvedic, Siddha, and Unani drugs, as mandated by Section 33C of the Drugs and Cosmetics Act, 1940.
**4. Background and Rationale:**
Since this is a new policy establishing the ASUDTAB, the likely issue it addresses is the need for a dedicated expert body to advise the government on technical matters specific to Ayurvedic, Siddha, and Unani drugs. The Drugs and Cosmetics Act, 1940 provides the legislative framework, and Section 33C empowers the government to establish such a board. The notification also explicitly states that it supersedes a previous notification (S.O. 1000E, dated 13th April, 2015) implying a restructuring or update of the advisory mechanism for these drug systems. The creation of this specialized board likely aims to provide focused and informed recommendations, considering the unique characteristics and challenges of these traditional medicine systems.
**5. Key Provisions / Changes:**
As this is a new policy establishing a board, the key provisions are related to its composition and function.
* **Establishment of the ASUDTAB:** The notification formally establishes the Ayurvedic, Siddha and Unani Drugs Technical Advisory Board.
* **Membership:** The board consists of ex-officio members and nominated members.
* **Ex-officio Members:** These are individuals holding specific government positions, including:
* The Director General of Health Services, Government of India, New Delhi.
* The Drug Controller General of India, New Delhi.
* Advisor dealing with drugs in the Ministry of Ayush.
* The Director, Central Drugs Laboratory, Kolkata.
* **Nominated Members:** These are experts in the field of Ayurveda, Siddha, and Unani medicine, representing various institutions and organizations, including research institutions, pharmaceutical companies, and academic institutions. The notification lists the names and affiliations of these nominated members.
* **Chairman and Secretary:** The notification designates the Director General of Health Services as the Chairman and the Advisor dealing with drugs in the Ministry of Ayush as the Secretary of the Board.
* **Supersession of Previous Notification:** The notification explicitly supersedes the earlier notification S.O. 1000(E) dated April 13, 2015, except for actions already taken under that notification.
**6. Target Audience and Stakeholders:**
The primary target audience and stakeholders include:
* **The Ministry of Ayush:** The ministry receives the technical advice from the board.
* **The Central Government:** The government relies on the board's expertise for policy decisions related to Ayurvedic, Siddha, and Unani drugs.
* **The Ayurvedic, Siddha, and Unani Drug Industry:** Manufacturers, researchers, and practitioners within these traditional medicine systems are indirectly affected by the board's recommendations, as these recommendations can influence regulations and standards.
* **Consumers of Ayurvedic, Siddha, and Unani Drugs:** The board's activities ultimately impact the quality and safety of these drugs.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Ayush is ultimately responsible for the implementation of policies related to Ayurvedic, Siddha, and Unani drugs. The ASUDTAB serves as an advisory body to the Ministry.
* **Timelines/Procedures:** The notification states that the board is constituted with effect from the date of publication of the notification in the Official Gazette (April 12, 2022). However, the notification does not specify further timelines or procedures for the board's operations or meetings. It's inferred that the Ministry of Ayush will establish the necessary operational procedures.
* **Inferred**: The board will be stood up by the Ministry of Ayush, and begin providing guidance as required.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of establishing the ASUDTAB is to provide the Central Government with well-informed, expert advice on technical matters related to Ayurvedic, Siddha, and Unani drugs. This should lead to:
* Improved regulation and standardization of these drugs.
* Enhanced quality control and safety.
* Promotion of evidence-based practices in traditional medicine.
* Facilitation of the growth and development of the Ayurvedic, Siddha, and Unani drug industry.
**9. Conclusion:**
The Ministry of Ayush's notification represents a significant step in strengthening the regulatory framework for Ayurvedic, Siddha, and Unani drugs in India. By establishing a dedicated technical advisory board comprised of experts in the field, the government aims to ensure that policy decisions are based on sound scientific and technical knowledge. This should benefit the industry, consumers, and the overall development of traditional medicine systems in the country.
