3. जनक्ट्सी के अधीन, आईएनरजिस्ट्री कंरी कोड टॉप लेवल डोमेन (सीसीटीएलडीएस) का याजन, .आईएऩ डोमेन का
संचालन और इसकी पररचालन जस्ट्थरता, जवश्वसनीयता और सुरक्षा सुजनजित करना प्रबंधन के जलए प्राथजमक जिम्मेदारी
का काय ग ह ै।
4. चूंदक आधार आधाररत अजधप्रमाणन स्ट्वैजछिक आधार पर होता ह,ै इसजलए कागि आधाररत केवाईसी का उपयोग
तब दकया िाता ह,ै िब रजिस्ट्र ीकरणकताग आधार काड ग के अलावा अपनी अन्य सरकारी पहचान प्रस्ट्तुत करता ह ै और इस
प्रदिया म,ें उपभोक् ता अपने दस्ट्तावेिों की स्ट्कैन की गई स्ट्व-सत्याजपत प्रजतयों को जनक्ट्सी पर अपलोड या मेल करत े

5. ग्राहक जनम्नजलजखत दस्ट्तावेिों की स्ट्कैन की हुई स्ट्व-सत्याजपत प्रजतयां प्रदान कर सकत े ह:ैं
i. फोटो के साथ बैंक पासबुक या पोस्ट्ट ऑदफस पासबुक; या
ii. मतदाता पहचान पत्र; या
iii. रािन काड;ग या
iv. स्ट्थायी खाता संख्या (पैन) काड;ग या
v. मोटर यान अजधजनयम, 1988 (1988 का 59) के तहत लाइसेंससग प्राजधकरण द्वारा िारी ड्राइसवग
लाइसेंस; या
vi. पासपोट;ग या
vii. संस्ट्था की मुहर स े िारी दकया गया पहचान पत्र; या
viii. आजधकाररक लेटर हडे पर रािपजत्रत अजधकारी या तहसीलदार द्वारा िारी दकए गए ऐस े व्यजि की फोटो
वाली पहचान का प्रमाण पत्र; या
ix. केंद्रीय सरकार द्वारा जनर्ददष्ट कोई अन्य दस्ट्तावेि ।

NOTIFICATION
New Delhi, the 30th December, 2021
S.O. 69(E).—In exercise of the powers conferred by rule 5 of the Aadhaar Authentication for
Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Electronics and
Information Technology, having been authorised by the Central Government, hereby notifies that the
National Internet Exchange of India [a not for profit Organisation under section 8 of the Companies Act,
2013 (18 of 2013)] is allowed to perform Aadhaar authentication, on voluntary basis, in domain booking
process, with effect from the date of publication of this notification in the Official Gazette.
2. The National Internet Exchange of India (NIXI) and Ministry of Electronics and Information
Technology (MeitY) shall follow the guidelines issued by the Central Government with respect to use of
the Aadhaar authentication.
3. Under NIXI, the INRegistry is a function with primary responsibility for managing the Country
Code Top Level Domains (ccTLDs) that is, operationalisation of .IN domain and ensuring its operational
stability, reliability and security
4. As Aadhaar based authentication is on voluntary basis, paper based KYC may be used, when
registrant provides Government identity card other than Aadhaar card, and in this process, the customer is
required to upload or mail the scanned self-attested copies of his documents with the NIXI and the
verification of the validity of the details submitted shall be done through mobile and E-mail KYC (through
OTP).
5. Customers may provide scanned self-attested copies of the following documents :--
(i) Bank Passbook or Post office Passbook with photo; or
(ii) Voter Identity Card; or
(iii) Ration Card; or
(iv) Permanent Account Number (PAN) Card; or
(v) Driving License issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59

(vi) Passport; or
(vii) Identity Card issued under seal of the institution; or
(viii) Certificate of Identity having photo of such person issued by a Gazetted Officer or a
Tehsildar on an official letter head; or
(ix) Any other document as specified by the Central Government.
