मेससस ग्रीनको एपी01 आईआरईपी प्राइिेट जलजमटेड, ने ददनांदकत 06 िून 2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें
घोषणा की गई िी दक भारत के िासकीय रािपत्र में सािसिजनक सूर्ना के प्रकािन के दो महीनों के भीतर िनता स े कोई
अिलोकन/ अभ्यािेदन प्राप्त नहीं हुआ
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत ग्रीनको एपी01 आईआरईपी प्राइिेट
जलजमटेड के जलए ओिरहडे रासं जमिन लाइन जबछान े के जलए उन्ह ें ि े सभी िजियां प्रदान करने का अनरु ोध दकया है, िो
टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय
टेलीग्राफ अजधजनयम 1885 के अंतगतस टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स
िाजमल ह:ैं
1. 400 मेगािाट सौर ऊिास संयंत्र के 400/33 केिी पूहलंग सबस्ट्टेिन (र्ेनक्कपल्ली गांि, गजडिेमुला मंडल, नंद्याल
जिला, आंध्र प्रदेि म े जस्ट्ित) स े ग्रीनको एपी01 आईआरईपी प्राइिेट जलजमटेड के 400 केिी सेंरल पािर पूहलगं
सबस्ट्टेिन (सीपीएसएस) (कलािा गांि, ओरिाकल मडं ल, कनलूस जिला, आंध्र प्रदेि मे जस्ट्ित) तक 400 केिी डबल
सर्कसट लाइन — लगभग 22 दकमी लंबी लाइन।
2. 400 मेगािाट सौर ऊिा स संयंत्र के 400/33 केिी पूहलगं सबस्ट्टेिन (र्ेनक्कपल्ली गांि म े जस्ट्ित) स े ग्रीनको एपी01
आईआरईपी प्राइिेट जलजमटेड के 400 केिी सेंरल पािर पूहलंग सबस्ट्टेिन (सीपीएसएस) तक 400 केिी डबल सर्कसट
लाइन का 700 मेगािाट सौर ऊिास संयंत्र के 400/33 केिी पूहलगं सबस्ट्टेिन (जपन्नापुरम गांि, पन्याम मंडल,
नंदयाल जिला, आंध्र प्रदिे म ेंजस्ट्ित) पर हसंगल सर्कसट लाइन इन लाइन आउट।
इस योिना के अंतगसत ओिरहडे पारेषण लाइन ें राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर से,
उनके आसपास से और बीर् से होकर गुज़रेगी। के

अब, सािधानीपूिसक जिर्ार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा
164 के अतं गतस मेससस ग्रीनको एपी01 आईआरईपी प्राइिेट जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के
जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा
स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ
प्राजधकरण के पास ह ै
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स ेपूिस संबंजधत प्राजधकाररयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अतं गतस समुजर्त आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम,
ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रर्ालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेससस ग्रीनको एपी01 आईआरईपी प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों
इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय
प्रस्ट्तुत करना होगा।
vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) क्षेत्र में आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) के मामले में याजर्का सं. 2019 के
नं. 838 में माननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तिा माननीय सिोच्च न्यायालय द्वारा इस बारे म ें
गरित टेदिकल/एटसपटस कमेटी के जनदेिों का पालन करना पड़गे ा.

New Delhi, the 22nd July, 2025
S.O. 3375(E).— Whereas M/s Greenko AP01 IREP Private Limited, the applicant with its registered office at
H.No. 14-478/6, Sai Nagar, Panyam (Village, Post, Mandal), Nandyala, Andhra Pradesh - 518112 has applied for
authorization under Section 164 of the Electricity Act, 2003 for Installation of the dedicated overhead transmission lines
included in the transmission system of its internal connectivity arrangement for evacuation of power from proposed
Solar Power Project with Storage.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/62/2024-PG dated 26th March
2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s Greenko AP01 IREP Private
Limited for Installation of the dedicated overhead transmission lines included in the transmission system of its internal
connectivity arrangement for evacuation of power from proposed Solar Power Project with Storage.
M/s Greenko AP01 IREP Private Limited had published notice for transmission scheme in local newspapers
The New Indian Express (in English) dated 09.01.2025, Daily Hindi Milap (in Hindi) dated 09.01.2025 & Eenadu (in
Telugu) dated 09.01.2025, and in Weekly Gazette of India dated February 22nd -28th, 2025 for the general public to
make observations/ representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Greenko AP01 IREP Private Limited has submitted an affidavit dated 06th June 2025 declaring that
no observation/ representation was received within two months from the date of Publication in the official Gazette of
Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of dedicated overhead transmission line for M/s Greenko AP01 IREP Private Limited. The
following overhead transmission line is covered under this scheme:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
1. 400 kV D/C line from 400/33 kV Pooling Substation (located at Chennakkapalli Village, Gadivemula Mandal,
Nandyal Dist., Andhra Pradesh) of 400 MW solar power plant to 400 kV Central Power Pooling Substation
(CPSS) of Greenko AP01 IREP Pvt Ltd. (located at Kalava Village, Orvakal Mandal, Kurnool Dist., Andhra
Pradesh) - line length approx.22 km
2. Single circuit LILO of 400 kV D/C line from 400/33 kV Pooling Substation (located at Chennakkapalli Village,
Gadivemula Mandal, Nandyal Dist., Andhra Pradesh) of 400 MW solar power plant to 400 kV Central Power
Pooling Substation (CPSS) of Greenko AP01 IREP Pvt. Ltd. at 400/33 kV Pooling Substation (located at
Pinnapuram Village, Panyam Mandal, Nandyal Dist., Andhra Pradesh) of 700 MW solar power plant.
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Andhra Pradesh:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Greenko AP01 IREP Private Limited for laying above overhead transmission line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and
posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject
to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of the
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Greenko AP01 IREP Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
