1. दफल्म प्रमाणन के उद्देश्यों को यह सुजनजित करना होगा दक— (क) दफल्म का माध्यम समाि के मूल्यों और मानकों के प्रजत उत्तरिायी और संर्ेिनिील बना रहे; (ख) कलात्मक अजभव्यजि और रचनात्मक स्ट्र्तंत्रता पर अनुजचत रूप से अंकुि न लगाया िाए;
(ग) प्रमाणन सामाजिक पररर्तनव के प्रजत अनुदक्रयािील हो; (घ) दफल्म का माध्यम अच्छा एर्ं बेहतर मनोरंिन प्रिान करे; और 7237 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] (ङ) िहां तक संभर् हो, दफल्म सौंियवपरक मूल्य की हो और जसनेमाई िजृ ि से अच्छे स्ट्तर की हो।
2. परै ा 1 म ेंउजल्लजखत उद्देश्यों के अनुसरण में, दफल्म प्रमाणन बोडव यह सुजनजित करेगा दक— (क) हहसं ा िैसी समाि-जर्रोधी गजतजर्जधयों का मजहमामंडन या उन्ह ेंसही न ठहराया िाए; (ख) अपराजधयों की कायवप्रणाली, ऐसे अन्य िश्ृ य या िब्ि, जिनसे दकसी अपराध के दकए िाने के जलए उकसाए िाने की संभार्ना हो, प्रिर्िवत न दकए िाएं;
(ग) ऐसे िश्ृ य—
(i) जिनमें बच्चों को हहसं ा के पीजडतों या हहसं ा करन ेर्ालों के रूप म ेंअथर्ा हहसं ा के जलए जर्र्ि साजियों के रूप में दिखाया गया हो, या बच्चों को दकसी भी प्रकार के बाल िव्यु वर्हार का जिकार होते हुए दिखाया गया हो;
(ii) िारीररक और मानजसक रूप स े दिव्यांग व्यजियों के साथ िव्यु वर्हार या उनका उपहास करत े हुए दिखाने र्ाले िश्ृ य; और
(iii) पिओंु के प्रजत क्रूरता या उनके साथ िव्यु वर्हार को अनार्श्यक रूप से दिखाने र्ाल ेिश्ृ य प्रस्ट्तुत न दकए िाएं। (घ) हहसं ा, क्रूरता और भयार्हता के जनरथवक या टाल े िा सकने र्ाल े िश्ृ य, मख्ु यतः मनोरंिन के जलए हहसं ा के िश्ृ य और ऐसे िश्ृ य, जिनका प्रभार् लोगों को असंर्ेिनिील या अमानर्ीय बनाने र्ाला हो सकता ह,ै न दिखाए िाएं;
(ङ) ऐस ेिश्ृ य, जिनका प्रभार् मद्यपान को उजचत ठहराने या उसका मजहमामंडन करन ेर्ाला हो, न दिखाए िाए;ं (च) मािक पिाथों की लत को प्रोत्साजहत करने, उजचत ठहरान े या उसका मजहमामंडन करन े र्ाले िश्ृ य न दिखाए िाएं;
(छ) तंबाकू के सेर्न या धूम्रपान को प्रोत्साजहत करने, उजचत ठहराने या उसका मजहमामंडन करन े र्ाल े िश्ृ य न दिखाए िाएं; (ि) स्ट्र्ापक औषजधयों या मन:प्रभार्ी पिाथों के सेर्न, उपयोग या अर्धै व्यापार को ििावने र्ाल े या उससे संबंजधत िश्ृ यों के साथ जनम्नजलजखत सांजर्जधक चेतार्नी या अस्ट्र्ीकरण प्रिर्ितव दकया िाए:
“अर्ैध स्ट्र्ापक पिाथव स्ट्र्ास्ट््य को नि करते ह ैं और कारार्ास की गारंटी िेते ह।ैं निील े पिाथों को ना कह।ें ” (झ) अश्लीलता, अभद्रता या अनजै तकता से मानर् संर्ेिनाओं को ठेस न पहुचं े; (ञ) ऐसे जद्वअथी िब्ि, िो स्ट्पि रूप से जनम्नतर प्रर्ृजत्तयों को सतं ुि करत े हों, अनुमत न दकए िाएं;
(ट) दकसी भी प्रकार से मजहलाओं को अपमाजनत या नीचा दिखाने र्ाले िश्ृ य प्रस्ट्तुत न दकए िाएं; (ठ) मजहलाओं के जर्रुद् लैंजगक हहसं ा, िैसे बलात्कार का प्रयास, बलात्कार या दकसी भी प्रकार की छेडछाड, अथर्ा इसी प्रकार की प्रकृजत र्ाल ेिश्ृ यों से बचा िाए और यदि ऐसी कोई घटना जर्षय-र्स्ट्तु के जलए प्रासंजगक हो, तो उसे न्यूनतम तक सीजमत रखा िाए और उसका कोई जर्र्रण न दिखाया िाए;[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 (म) लैंजगक जर्कृजतयों को ििावन ेर्ाले िश्ृ यों स ेबचा िाए और यदि ऐसे िश्ृ य जर्षय-र्स्ट्तु के जलए प्रासंजगक हों, तो उन्ह ेंन्यनू तम तक सीजमत रखा िाए और उनका कोई जर्र्रण न दिखाया िाए;
(न) नस्ट्लीय, धार्मवक या अन्य समूहों के प्रजत अर्माननापूण व िश्ृ य या िब्ि प्रस्ट्ततु न दकए िाएं; (प) सांप्रिाजयक, अधं जर्श्वासपूणव, अर्ैज्ञाजनक और राष्ट्र-जर्रोधी िजृ िकोण को बढार्ा िेने र्ाले िश्ृ य या िब्ि प्रस्ट्तुत न दकए िाएं;
(फ) भारत की संप्रभुता और अखंडता पर प्रश्न न उठाया िाए; (ब) ििे की सरु िा को संकट म ेंन डाला िाए या खतरा न पहुचं ाया िाए; (भ) जर्िेिी िेिों के साथ मैत्रीपणू व संबंधों पर प्रजतकूल प्रभार् न पडे; (म) लोक व्यर्स्ट्था को खतरा न हो;
(य) दकसी व्यजि या व्यजियों के जनकाय की मानहाजन या न्यायालय की अर्मानना से संबंजधत िश्ृ य या िब्ि प्रस्ट्तुत न दकए िाएं। स्ट्पिीकरण— ऐसे िश्ृ य, िो न्यायालय के जनयमों के प्रजत उपहास, अपमान या अनािर उत्पन्न करते हों या न्यायालय की गररमा को कम करते हों, “न्यायालय की अर्मानना” पि के अंतगवत आएगं े; और (र) राष्ट्रीय प्रतीकों और प्रतीक-जचह्नों को, प्रतीक और नाम (अनुजचत प्रयोग जनर्ारण) अजधजनयम, 1950 (1950 का 12) के उपबंधों के अनुसार प्रिर्िवत दकया िाए।
3. दफल्म प्रमाणन बोड वयह भी सुजनजित करेगा दक दफल्म— (क) उसके समग्र प्रभार् की िजृ ि से संपूण व रूप में आंकी िाए; और (ख) दफल्म म ें ििावई गई अर्जध तथा उस िेि और र्हां के लोगों के समकालीन मानकों के आलोक म ें िांची िाए, परंत ु यह सुजनजित दकया िाए दक दफल्म ििवकों की नैजतकता को भ्रि न करे।
4. ऐसी दफल्म,ें िो उपयुवि मानिंडों को परू ा करती ह,ैं ककंतु गैर-र्यस्ट्कों के प्रििनव के जलए अनुपयिु मानी िाती ह,ैं केर्ल र्यस्ट्क ििवकों के प्रििवन के जलए प्रमाजणत की िाएंगी।
5. (क) दफल्मों को अप्रजतबंजधत सार्विजनक प्रििवन के जलए प्रमाजणत करत े समय, बोडव यह सुजनजित करेगा दक दफल्म पाररर्ाररक रूप स ेिेखन े के जलए उपयुि हो, अथावत ् दफल्म ऐसी हो दक बच्चों सजहत पररर्ार के सभी सिस्ट्य उसे एक साथ िेख सकें। (ख) यदि बोडव, दफल्म की प्रकृजत, जर्षय-र्स्ट्त ुऔर जर्षय को ध्यान म ेंरखत े हुए, यह राय रखता ह ैदक सात, तेरह या सोलह र्षव से कम आय ु के दकसी बालक को ऐसी दफल्म िेखन े की अनुमजत िी िाए या नहीं, इस संबंध में उसके माता-जपता या संरिक को सार्धान करना आर्श्यक ह,ै तो दफल्म को जर्षय-र्स्ट्तु की प्रकृजत और प्रकार के अनुसार जनम्नजलजखत यूए जचह्नों के साथ, उस आिय का पष्ृ ांकन करत े हुए, अप्रजतबंजधत सार्विजनक प्रििनव के जलए प्रमाजणत दकया िाएगा, अथावत—्
(i) सात र्ष व और उससे अजधक आयु के बालक के जलए उपयिु तथा सात र्ष व स े कम आय ु के बालक के जलए माता- जपता के मागवििवन में उपयिु जर्षय-र्स्ट्तु को “यू/ए 7+” रेटटंग के रूप म ेंर्गीकृत दकया िाएगा;
(ii) तेरह र्षव और उससे अजधक आयु के बालक के जलए उपयुि तथा तरे ह र्षव से कम आय ुके बालक के जलए माता- जपता के मागवििवन में उपयिु जर्षय-र्स्ट्तु को “यू/ए 13+” रेटटंग के रूप में र्गीकृत दकया िाएगा; और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]
(iii) सोलह र्ष व और उससे अजधक आय ु के बालक के जलए उपयुि तथा सोलह र्ष व से कम आयु के बालक के जलए माता-जपता के मागवििवन में उपयुि जर्षय-र्स्ट्तु को “यू/ए 16+” रेटटंग के रूप में र्गीकृत दकया िाएगा; (ग) यदि बोड,व दफल्म की प्रकृजत, जर्षय-र्स्ट्तु और जर्षय को ध्यान में रखते हुए, यह राय रखता ह ै दक दफल्म का प्रििनव दकसी व्यर्साय या दकसी र्ग व के व्यजियों के सिस्ट्यों तक सीजमत दकया िाना चाजहए, तो दफल्म को ऐस े जर्जिि ििवकों के जलए, जिन्ह ेंइस संबंध में बोड वद्वारा जर्जनर्िवि दकया िाए, प्रजतबंजधत सार्विजनक प्रििनव के जलए प्रमाजणत दकया िाएगा।
6. बोडव दफल्मों के िीषवकों की सार्धानीपूर्वक िांच करेगा और यह सुजनजित करेगा दक र्े उत्तेिक, अश्लील, आपजत्तिनक या उपयुवि दकसी भी दििा-जनििे का उल्लघं न करन े र्ाले न हों। प्रभात, अपर सजचर् MINISTRY OF INFORMATION AND BROADCASTING GUIDELINES New Delhi, the 16th September, 2026 F. No. M-11021/20/2026-DO(FC).— In exercise of the powers conferred by sub-section (2) of section 5B of the Cinematograph Act, 1952 (37 of 1952) and in supersession of the notification of the Government of India in the Ministry of Information and Broadcasting No. S.O. 836(E), dated the 6th December, 1991, except as respects things done or omitted to be done before such supersession, the Central Government hereby directs that in sanctioning films for public exhibition, the Board of Film Certification shall be guided by the following principles namely:-
1. The objectives of film certification shall be to ensure that-
(a) the medium of film remains responsible and sensitive to the values and standards of society;
(b) artistic expression and creative freedom are not unduly curbed;
(c) certification is responsive to social change;
(d) the medium of film provides clean and healthy entertainments; and
(e) as far as possible, the film is of aesthetic value and cinematically of a good standard.
2. In pursuance of the objectives under paragraph 1, the Board of Film Certification shall ensure that—
(a) anti-social activities such as violence are not glorified or justified;
(b) the modus operandi of criminals, other visuals or words likely to incite the commission of any offence are not depicted;
(c) scenes:
(i) showing involvement of children in violence as victims or as perpetrators or as forced witnesses to violence, or showing children as being subjected to any form of child abuse;
(ii) showing abuse or ridicule of physically and mentally handicapped persons; and
(iii) showing cruelty to or abuse of, animals are not presented needlessly.
(d) pointless or avoidable scenes of violence, cruelty and horror, scenes of violence primarily intended to provide entertainment and such scenes as may have the effect of desensitising or dehumanising people are not shown;[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5
(e) scenes which have the effect of justifying or glorifying drinking are not shown;
(f) scenes tending to encourage, justify or glamorise drug addiction are not shown;
(g) scenes tending to encourage, justify or glamorise consumption of tobacco or smoking are not shown;
(h) scenes depicting or involving the consumption, use, or trafficking of narcotic drugs or
psychotropic substances are accompanied by the following statutory warning or disclaimer: “Illicit Narcotics Destroy Health and Guarantees Imprisonment.
Say No to Drugs.”
(i) human sensibilities are not offended by vulgarity, obscenity or depravity;
(j) such dual meaning words obviously cater to baser instincts are not allowed;
(k) scenes degrading or denigrating women in any manner are not presented;
(l) scenes involving sexual violence against women like attempt to rape, rape or any form of molestation, or scenes of a similar nature are avoided, and if any such incident is germane to the theme, they shall be reduced to the minimum and no details are shown;
(m) scenes showing sexual perversions shall be avoided and if such matters are germane to the theme, they shall be reduced to the minimum and no details are shown;
(n) visuals or words contemptuous of racial, religious or other groups are not presented;
(o) visuals or words which promote communal, obscurantist, anti-scientific and anti-national attitudes are not presented;
(p) the sovereignty and integrity of India is not called in question;
(q) the security of the State is not jeopardised or endangered;
(r) friendly relations with foreign States are not strained;
(s) public order is not endangered;
(t) visuals or words involving defamation of an individual or a body of individuals, or contempt of Court are not presented.
Explanation. —Scenes that tend to create scorn, disgrace or disregard of rules or undermine the dignity of Court shall come under the term “contempt of court”; and
(u) National symbols and emblems are not shown except in accordance with the provisions of the Emblems and Names (Prevention of Improper Use) Act, 1950 (12 of 1950).
3. The Board of Film Certification shall also ensure that the film:
(a) is judged in its entirety from the point of view of its overall impacts; and
(b) is examined in the light of the period depicted in the film and the contemporary standards of the country and the people to which the film relates, provided that the film does not deprave the morality of the audience.
4. Films that meet the abovementioned criteria but are considered unsuitable for exhibition to non-adults shall be certified for exhibition to adult audiences only.
5. (a) While certifying films for unrestricted public exhibition, the Board shall ensure that the film is suitable for family viewing, that is to say, the film should be such that all the members of the family including children can view it together.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1]
(b) If the Board, having regard to the nature, content and theme of the film, is of the opinion that it is necessary to caution the parents or guardian of a child to consider as to whether any child below the age of seven, thirteen or sixteen years, may be allowed to see such a film, the film shall be certified for unrestricted public exhibition with an endorsement to that effect in accordance with the nature and type of the content with the following UA markers, namely:—
(i) content suitable for a child aged seven years and above and under the age of seven years with parental guidance shall be classified as “U/A 7+” rating;
(ii) content suitable for a child aged thirteen years and above and under the age of thirteen years with parental guidance shall be classified as “U/A 13+” rating; and
(iii) content suitable for a child aged sixteen years and above and under the age of sixteen years with parental guidance shall be classified as “U/A 16+” rating;
(c) If the Board, having regard to the nature, content and theme of the film, is of the opinion that the exhibition of the film should be restricted to members of any profession or any class of persons, the film shall be certified for public exhibition restricted to the specialised audiences to be specified by the Board in this behalf.
6. The Board shall scrutinise the titles of the films carefully and ensure that they are not provocative, vulgar, offensive or violative of any of the above-mentioned guidelines.
