जिन् ह ें ऐस े अजधक्मण से पूवग दकया गया ह ै या करने का लोप दकया गया है, पत् तन, पोत पररवहन और िलमाग ग मंत्रालय म ें सहायक जनिेिक (अजभयांजत्रकी) के पि पर भती की पद्धजत का जवजनयमन करन े के जलए जनम्न जलजखत जनयम बनाते ह,ैं अर्ागत:- 1. संजक्षप् त नाम और प्रांरभ- (1) इन जनयमों का संजक्षप् त नाम पत् तन, पोत पररवहन और िलमागग मंत्रालय, जवकास पक्ष, सहायक जनिेिक (अजभयांजत्रकी), समूह ‘ख’ भती जनयम, 2025 ह।ै (2) ये रािपत्र म ेंप्रकािन की तारीख को प्रवृत होगें। 2. पि- - संख् या , वगीकरण और वेतन मैररक् स में स्ट्त र : उक्त पि की संख् या, उसका वगीकरण और वेतन मैररक् स म ें उसका स्ट् तर वह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्त ंभ (2) से(4) स्ट् तभं म ेंजवजनदिष्‍ट ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा अहतग ाएं, आदि : उक्त पि पर भती की पद्धजत, आय-ु सीमा, अहतग ाएं और उससे संबंजधत अन् य बात ें वे होंगी िो उक्त अनसु ूची के स्ट् तंभ (5) से स्ट्त ंभ (13) में जवजनर्िगष्‍ट ट ह।ैं 4. जनरहतग ा : वह व् यजक्त – 2422 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) जिसन े ऐसे व् यजक्त से, जिसका पजत या पत् नी िीजवत ह,ैं जववाह दकया ह ैया जववाह की संजविा की है,: या (ख) जिसन े अपने पजत या अपनी पत् नी के िीजवत रहते हुए दकसी व् यजक्त से जववाह दकया ह ैया जववाह की संजविा की ह ै उक्त पि पर जनयुजक्त का पात्र नहीं होगा: परन् त ु यदि केन्र ीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जववाह ऐसे व् यजक्त और जववाह के अन् य पक्षकार को लाग ूस्ट् वीय जवजध के अधीन अनुज्ञेय ह ैऔर करन े के जलए अन् य आधार ह ैंतो वह दकसी व् यजक्त को इस जनयम के प्रवतगन से छूट िे सकेगी। 5. जिजर्ल करने की िजक्त : िहां केन् रीय सरकार की यह राय ह ैदक ऐसा करना आवश् यक या समीचीन ह,ै वहां वह उसके जलए िो कारण ह ैं उन् ह ें लेखबद्ध करके तर्ा संघ लोक सेवा आयोग से परामि ग करके इन जनयमों के दकसी उपबंध को दकसी वगग या प्रवग गके व् यजक्त यों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व् यावृजत : इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन् य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केन् रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनसु ार अनुसूजचत िाजतयों, िनिाजतयों, अन् य जपछड ेवगो, भूतपूवग सैजनकों और अन् य जविषे प्रवग गके व् यजक्त यों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की वगीकरण वेतन चयन सीधे भती दकए सीधे भती दकए िाने वान े संख् या मैररक् स में पि ह ै िाने वाने व् जववेकानुसार जिजर्ल की िा सकती ह।ै रटप् पण 2: अनुभव संबधी अहतग ाएं कारणें के जलए िो लेखबद्ध दकए िाए संघ लोक आयोग के जववेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िन िाजतयों के अभ् यर्र्गयों की ििा में तब जिजर्ल की िा सकती ह ैं िब चयन के दकसी प्रक्म पर संघ लोक सेवा आयोग की यह राय ह ै दक उनके जलए आरजक्षत ररजक्त यों को भरन े के जलए अपेजक्षत अनुभव रखने वाल े उन समुिायों के पयागप् त संख् या में उपलब् ध होने की सम् भावना नहीं ह।ै सीधे भती दकए िाने वाले पररवीक्षा की अवजध, यदि कोई हो। भती की पद्धजत: भती सीधे होगी या प्रोन् नजत व् यजक्त यों के जलए जवजहत आयु द्वारा या प्रजतजनयुजक्त /आमले न द्वारा तर्ा और बाहर अवजध का प्ररे ण प्रजिक्षण रहने के कारण हुई ररजक्त यां, केंरीय सरकार सफलतापूवगक पूरा करना अजनवायग के ऐसे अजधकाररयों म ें से प्रजतजनयुजक्त के होगा। आधार पर भरी िा सकेगी,- (क) िो मूल काडर या जवभाग म ाए ंऔर अनुभव ह।ै प्रोन् नजत/ प्रजतजनयुजि/ आमले न द्वारा भती की ििा में व ेश्रेजणयां जिनसे प्रोन् नजत/ प्रजतजनयुजि/आमेलन दकया िाएगा। (11) लाग ूनहीं होता। यदि जवभागीय प्रोन् नजत सजमजत ह,ै तो उसकी संरचना। भती करन ेमें पररजस्ट्र्जतयों म ेंसंघ लोक सेवा आयोग से परामिग दकया िाएगा। (12) (13) जवभागीय पुजि सजमजत (पुजि के संबंध में जवचार करन े के जलए) जिसमें जनम् नजलजखत होंग-े संघ लोक सेवा आयोग से Delhi, the 2nd April, 2026 G.S.R. 248(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Ports, Shipping and Waterways, Development Wing, Deputy Director (Engineering) and Assistant Director (Engineering) Recruitment Rules, 2020, in so far as they relate to the post of Assistant Director (Engineering), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Engineering) in the Ministry of Ports, Shipping and Waterways, namely :- 1. Short title and commencement.—(1) These rules may be called the Ministry of Ports, Shipping and Waterways, Development Wing, Assistant Director (Engineering), Group ‘B’ Post, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.–No person,-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (7) (a) Bachelor’s degree in Civil Engineering or Mechanical Engineering from a recognised Univers-ity or institute; and (b) two years’ experience in- (i) design, construction and maintenance of civil engineering works including harbour engine-ering works; or (ii) maintenance and operation of different types of cranes, diesel locos, marine engines, winc-hester and ancillary machines in a mechanical or marine workshop or organisation.
