(1) ईि स्ट्कीम के ऄतं गतय फायदों को प्राप्त करन े के आच्छुक दकसी भी जहताधारी के पास अधार संख्या रखन े ऄथवा अधार प्रमाणीकरण का सबूत प्रस्ट्तुत करना ऄपेजक्षत ह।ै (2) ईि स्ट्कीम के ऄंतगयत फायदों को प्राप्त करने के आच्छुक दकसी भी जहतधारी जजसके पास अधार संख्या नहीं ह ै या जजसने ऄभी तक अधार संख्या के जलए नामांकन नहीं दकया ह,ै ईन्द्ह ें अधार नामांकन के जलए अवेदन करना पडेगा, बिते वह ईि ऄजधजनयम की धारा 3 के ईपाबंधों के ऄनुसार अधार संख्या प्राप्त करन े के पात्र ह ै और ऐस े व्यजि दकसी भी अधार नामांकन केन्द्र में (सूची भारत की जवजिष्ट पहचान प्राजधकरण (यअू इडीएअइ) की वेबसाआट www.uidai.gov.in पर ईपलब्ध ह)ै अधार नामांकन के जलए जा सकते ह।ैं (3) अधार (नामांकन और ऄद्यतन) जवजनयम, 2016 के जवजनयम 12 के ऄनुसार मंत्रालय ऄपनी कायायन्द्वयन ऄजभकरण के माध्यम से जहतधारी के जलए अधार नामांकन सुजवधाएं प्रस्ट्थापना करता ह ै जजसका अधार संख्या के जलए ऄभी तक नामांकन नहीं हुअ ह ै और यदद संबंजधत ब्लॉक या तालुका या तहसील में अधार नामांकन केन्द्र जस्ट्थत नहीं ह,ै मंत्रालय ऄपनी कायायन्द्वयन ऄजभकरणों के माध्यम से मौजूदा यअू इडीएअइ के रजजस्ट्रारों के समन्द्वय के साथ ऄथवा स्ट्वय ं यूअइडीएअइ रजजस्ट्रार बनकर सुजवधाजनक स्ट्थानों पर अधार नामांकन सुजवधाएं प्रदान करेगाः परंत ु जहतधारी को अधार संख्या का अबंटन दकए जाने की ऄवजध तक, ईि स्ट्कीम के ऄतं गयत अन े वाले फायदा, जनम्नवत दस्ट्तावेजों के प्रस्ट्तुजतकरण के ऄधीन ददए जांएग,े ऄथायत:् - (क) (i) यदद लाभाथी ने अधार संख्या के जलए ऄभ्यावेजक्षत करा जलया ह,ै तो ईसकी अधार नामांकन पहचान दस्ट्तावेज जस्ट्लप; या (ii) पैरा 2 के ईप-पैरा (2) म ें यथाजवजनर्ददष्ट अधार नामांकन के जलए दकए गए ऄनुरोध की एक प्रजत; और (ख) जनम्नजलजखत में स े कोइ भी एक दस्ट्तावेज, ऄथायत ् (i) भारत जनवायचन अयोग द्वारा जारी मतदाता पहचान पत्र; या (ii) मोटर यान ऄजधजनयम, 1988 (1988 की 59) के ऄधीन ऄनुज्ञापन प्राजधकारी द्वारा जारी चालन ऄनुज्ञजप्त; या (iii) िासकीय पत्र िीर्य पर राजपजत्रत ऄजधकारी ऄथवा तहसीलदार द्वारा जारी ऐसे फायदा ग्राही का फोटो युि पहचान पत्र; या (iv) अयकर जवभाग द्वारा जारी स्ट्थायी लेखा संख्या (पैन) काडय; या (v) पासपोट;य या (vi) रािन काडय; या (vii) फोटो युि बैंक पासबुक ऄथवा डाक घर पासबुक; या (viii) मंत्रालय द्वारा यथा जवजनर्ददष्ट कोइ ऄन्द्य दस्ट्तावेजः आसके परंतु यह और दक ईि प्रयोजनों के जलए मंत्रालय ऄपनी कायायन्द्वयन ऄजभकरण के माध्यम स े ऄजभजहत ऄजधकारी द्वारा ईपयुयि दस्ट्तावजे ों की जांच की जाएगी। 2. ईि स्ट्कीम के ऄंतगयत जहताजधकाररयों को सुजवधाजनक और जनबायध रूप स े फायद े मुहयै ा कराने के जलए, आस मंत्रालय ने ऄपनी कायायन्द्वयन ऄजभकरण के माध्यम स े ईि स्ट्कीम के ऄंतगतय अधार संख्या की अवश्यकता के प्रजत आन्द्ह ें जागरुक करन े के जलए मीजडया के माध्यम स े व्यापक प्रचार हते ु सभी ऄपेजक्षत व्यवस्ट्थाए ंकी जाएगी। 3. ईन सभी मामलों म,ें जहां जहतधाररयों के खराब बायोमैररक ऄथवा ऄन्द्य दकसी कारण स े अधार प्रमाणन जवफल हो जाता ह ैतो जनम्नवत ऄपवाद स्ट्वरूप संभालने म ेंप्रणजलया ंऄपनाइ जाएंगी, ऄथायत ् :-[भाग II—खण् ‍ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3 (क) खराब गणु विा वाली ऄंगुजलछाप के मामले म,ें प्रमाणन के जलए अइअरअइएस स्ट्कैन ऄथवा फेस प्रमाणन सुजवधा को ऄपनाया जाएगा, जजससे मंत्रालय ऄपनी कायायन्द्वयन ऄजभकरण के माध्यम स े जनबायध रूप स े लाभों को प्रदान करन े के जलए ऄंगुजलछाप प्रमाणन समेत अइअरअइएस स्ट्कैनरों या फेस प्रामणन के जलए प्रावधान करेगा। (ख) यदद ऄंगुजलछाप ऄथवा अइअरअइएस ऄथवा फेस प्रमाणन के माध्यम स े बायोमैररक प्रमाणन सफल नहीं होता ह,ै जहा ं कहीं व्यवहाय य और स्ट्वीकायय ह ै पररजस्ट्थजत ऄनुसार सीजमत समय की वैधता के साथ अधार का एक-बारगी पासवडय (ओटीपी) या समय-अधाररत एक-बारगी पासवडय (टीओटीपी) के माध्यम स े प्रमाणन का प्रस्ट्थापन दकया जाएगा; (ग) ऄन्द्य मामलों म,ें जहां बायोमैररक या ओटीपी या टीओटीपी प्रमाणन संभव नहीं हो तो वास्ट्तजवक अधार पत्र के अधार पर फायदा प्रदान दकए जा सकते ह ैं जजसकी प्रमाजणकता अधार पत्र पर मुदरत क्यूअर कोड के माध्यम से सत्याजपत की जा सकती ह।ै मंत्रालय ऄपनी कायायन्द्वयन ऄजभकरण के माध्यम स े सुजवधाजनक स्ट्थानों पर क्यूअर कोड रीडर की ऄपररहाय यव्यवस्ट्था की जाएगी। 4. यह ऄजधसूचना ऄसम और मेघालय राज्यों से जसवाय, सभी राज्यों और संघ राज्य क्षत्रे के प्रिासनों के राजपत्र म ें आसके प्रकािन को तारीख स े प्रवृि होंगे। [फा. स.ं ए-54/1270/2018-डीएटीसी (यूअइडीएअइ)-सीवीवाइ] सुधीर गग,य संयुि सजचव MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES NOTIFICATION New Delhi, the 27th February, 2020 S.O. 973(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and Aadhaar obviates the need for producing multiple documents to prove one's identity; And whereas, the Ministry of Micro, Small and Medium Enterprise (hereinafter referred to as the Ministry) in the Government of India is administering the "Coir Vikas Yojana (CVY)", a Central Sector Scheme (hereinafter referred to as the said Scheme) which, inter alia, provides financial benefits in the form of stipend (hereinafter referred to as the benefit) to the coir workers and individual coir entrepreneurs (hereinafter collectively referred to as the beneficiary) on the completion of skill development and training programmes under the said Scheme to facilitate sustainable development of the coir industry in the country; And whereas, the said Scheme is implemented by the Coir Board, Kochi, the Nodal Agency (hereinafter referred to as the Implementing Agency); And whereas, the said Scheme involves recurring expenditure incurred from the Consolidated Fund of India; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby requires the following, namely:- 1. (1) Any beneficiary desirous of receiving the benefits under the said Scheme is hereby required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication. (2) Any beneficiary desirous of receiving the benefits under the said Scheme, who does not possess the Aadhaar number or, who has not yet enrolled for Aadhaar number, shall have to apply for Aadhaar enrolment, provided he or she is entitled to obtain Aadhaar number as per the provisions of section 3 of the said Act and such individuals may visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website at www.uidai.gov.in) for Aadhaar enrolment.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (3) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiary who is not yet enrolled for Aadhaar number, and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar itself: Provided that till the time Aadhaar number is assigned to a beneficiary, benefits under the said Scheme shall be given to such beneficiary, subject to the production of the following documents, namely:- (a) (i) if he or she has enrolled for Aadhaar number , his or her Aadhaar Enrolment Identity Document slip; or (ii) a copy of the request made for Aadhaar enrolment, as specified in sub-paragraph (2) of paragraph 2; and (b) any one of the following documents, namely:- (i) Voter Identity Card issued by the Election Commission of India; or (ii) Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); or (iii) Certificate of identity having photo of such beneficiary issued by a Gazetted Officer or a Tehsildar on the Official Letter Head; or (iv) Permanent Account Number (PAN) Card issued by the Income-tax Department; or (v) Passport; or (vi) Ration Card; or (vii) Bank Passbook or Post Office Passbook with photo; or (viii) any other document as specified by the Ministry: Provided further that the above documents shall be checked by an officer designated by the Ministry through its Implementing Agency for that purpose. 2. In order to provide convenient and hassle free benefits to the beneficiaries under the said Scheme, the Ministry through its Implementing Agency shall make all the required arrangements for wide publicity through media to make them aware of the requirement of Aadhaar number under the said Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiary or due to any other reason, the following exception handling mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, IRIS scan or face authentication facility shall be adopted for authentication, thereby the Ministry through its Implementing Agency shall make provisions for IRIS scanners or face authentication along with fingerprint authentication for delivery of benefits in seamless manner; (b) in case biometric authentication through fingerprints or IRIS or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password (OTP) or Time-based One- Time Password (TOTP) with limited time validity, as the case may be, shall be offered; (c) in other cases where biometric or OTP or TOTP authentication is not possible, benefit may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the QR code printed on the Aadhaar letter. The necessary arrangement of QR code reader shall be provided at convenient locations by the Ministry through its Implementing Agency; 4. This notification shall come into force from the date of its publication in the Official Gazette in all the States and Union territory Administrations, except the States of Assam and Meghalaya. [F.
