Government of India, Ministry of Mines issued a notification No. 16/7/2024-Mines VI-Part(2), dated 21st February 2025, to all State Governments and Union Territories regarding the omission of Barytes, Felspar, Mica and Quartz from the list of minor minerals, effective 20.02.2025. These minerals are now considered major minerals and regulated under the MMDR Act, 1957. Existing minor mineral lessees must register online with the Indian Bureau of Mines (IBM) by 31st March 2025, as per Rule 45 of the MCDR, 2017, and file monthly/annual returns. Leaseholders of these minerals must prepare and submit a mining plan to IBM for approval by 30th June 2025. Until IBM approves the mining plan, lessees can continue production based on the existing State Government approved plans. For leases granted after the MMDR Amendment Act, 2015, the lease period is 50 years. For leases granted before the amendment, the period will be extended up to 31st March 2020 (merchant mines) or 31st March 2030 (captive mines) or for a period of 50 years from the date of grant of such lease, whichever is later, subject to compliance with terms and conditions. S.O. 924 (E).—In exercise of the powers conferred by clause (e) of section 3 of the Mines and
Minerals (Development and Regulation) Act, 1957 (67 of 1957), the Central Government hereby makes the
following amendment in the notification of the Government of India, in the Ministry of Mines, published in
the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (ii), vide number S.O. 423(E), dated the
10th February, 2015, namely:—
In the said notification, minerals specified in items (iii), (xiv), (xxii) and (xxv) shall be omitted.
2. This notification shall come into force on the date of its publication in the Official Gazette.
