Sub.: Online e-module regarding manufacturing and servicing of Inflatable Life Saving
Appliances (LSA) –reg.
1. The Directorate General of Shipping has been approving manufacturers of Life Saving
Appliances (LSA) and stations for servicing of LSA in accordance with Merchant Shipping Act
1958, Merchant Shipping (LSA) Rules and relevant IMO instruments.
2. The Directorate has also been issuing directives to such approved manufacturers and service
stations in regards to operational requirements and the conduct to be observed through various
Executive Orders [DGS Orders, Merchant Shipping Notices, Circulars, etc.] from time to time.
3. With the vision to augment manufacturing and servicing of LSA in India, to enhance
uniformity and transparency in servicing of LSA and to curb malpractices, if any, being followed
in such manufacturing / servicing of LSA the Directorate General of Shipping has initiated an on-
line ‘e-module’ for LSA on its ‘e-governance’ platform.
4. The e-module can be accessed through the link –

5. With initiation of the aforesaide-module, various activities related to LSA’s servicing and
manufacturing stand migrated from the erstwhile paper based system to on-line e-system.
6. The ‘e-module’ covers various activities related to manufacturing and servicing of LSA,
ranging from type approval of products to approval of service stations for servicing of
inflatableLSA, competent persons, importers, manufacturers andfinal disposers of pyrotechnics,
etc.The e-module also provides online checklist for recording the servicing of life rafts andhas the
provisionfor electronic management of inventoriesof pyrotechnics and other renewable items by
entities falling within the ambit of the e-module, as applicable. The module also refers to
regulations and procedures that are to beobserved by such stations and manufacturers.
7. Existing approved ‘service stations’ should update the information, required in their profile,
as well as inventories of pyrotechnics and other renewable items, available with them within 15
days of issuance of this notice.
